Requests to be on the Agenda:

1. 7:15 Ken Braun, representing Kathleen Braun, PID 206-000-284200, 206-000-331100,  and 206-000-331200.   Request to Rezone as R-2A, 17 lots, PUD Development.

 

2. 7:30 David and Diane Olmscheid, 10651 Kimball Ave NW.  Request variance to replace existing home with a 36x48 home, over a walkout-basement, 13.5’ from north side lot lines and a 22x24 attached garage and 14x48 deck, would be 59’ from ordinary highwater mark of lake.  Plan is to remove the two existing garages and replace with a 24x40 detached garage 24’ from the road right of way.  Coverage will be at 28.3%.  P&Z 4/9/04.

 

3.  7:45  Dan Ciatti, 11065 Guildner Ave NW, Indian Point.  Requests a variance to allow replacement of existing 20x24’ cabin, with a 28xz40’ manufactured home (no basement proposed) an 8x12’ lakeside porch, with an 8’ deck to the southeast side of dwelling 20’ from the ordinary highwater mark of lake on an undersized lot.  Proposed mound sewer system is up to the side lot line and road right-of-way in the northwest corner of the lot.  Also wishes consideration of a 12x16’ storage shed behind the house.  P&Z: 4/9/04

 

4. 7:55 Gerald Dykhoff, 10525 Hollister Ave NW.  Request for township road easement for the installation of a septic line.

 

5. 8:00 Judy Martin, 75th and Isaak (Rescheduled from 9/16/04) Requests variance to build a garage and enclose boat house (no plumbing) on an undersized lot.

 

6.  8:15  Lake Center Store, 9769 108th St NW,  Request to renew 3.2 beer license.

 

7. 8:20  Mike Lease, cabin at:  11011 Lawrence Avenue NW.  Request variance to build a 10’ addition to cabin.  Side lot would be 12.5’at one corner.

 

8. 8:40  Dean Voss, contractor, representing Tom and Debra Mahoney of 10821 Lawrence Ave NW.  Requests variances to allow removal of existing house and replace with a new home with sidelots of 6’2” and 10’2” on an undersized lot of 17,000 s/f.  Community Well.  Septic system planned by Bernie Miller.  Must meet flood plain rule

1.         Spring Maintenance Training Expo.  Tuesday, April 27 and Wednesday, April 28.  Registration due by April 21..

1.         Rick and Debbie Erickson, cabin at 103rd Street NW, w. side of Clearwater Lake.  (Continued from 3/16/04)  Road elevation project estimate needed.      

2.         John Ashland and Harvey Dahl, 11400 103rd Street.(Continued from 3/16/04) Property owner permission needed to allow plowing  to turn around area at bottom of hill.

3.         John Rivers, 10547 Hollister (continued from 3/16/2004)    Permission needed for opening neighbor’s driveway culvert to help correct water runoff problems..

4.         Town Hall Rental Policy and Rental Application.  (sample policy and rental application available at meeting)

            Sheri Deopere, 9688 Ingram Ave NW.    Hall rental request for June. 

5.         Joint Resolution and Agreement for future orderly annexation agreements between Corinna Township and the City of Maple Lake.  Corinna Township Board proposed insertions to be included in the agreement were forwarded to City of Maple Lake Attorney.  Suggestions for next meeting date of April 13 or a Monday or a Wednesday early in April were included in the letter.  (copy of letter for board available at meeting)

6.         Isaak Avenue to 75th and 78th Street Project.                             

            Letters received stating road concerns:  Dave Wagner – 78th Street sign placement. (copy of letter at meeting)                                                                                                      Dave Lindholm – Water runoff along Isaak and into Lindholm’s  driveway   (copy of letter at meeting)

7.         80th Street/Hemlock Road Improvement:  March 24, 2004, Attorney Tim Young forwarded a letter and an Easement Deed for signature to the affected property owners.

            Kjolhaug Environmental Services forwarded a proposal for wetland delineation services.  If approved, signature needed to authorize to proceed.  (copy at meeting)

8.         Topfer Road Relocation Project.     

9.         Website:  The printed copy of proposed new website features was forwarded to Webmaster, Brian Munsterteiger.  Brian was asked to give an update on his progress.

10.       Highway 55 Corridor Coalition.  Resolution authorizing revised Joint Powers Agreement was forwarded to Highway Engineer.  Coalition Meetings were held March 19 and 31.

11.       Seerti Hills Development.          Planning and Zoning informed Maki Development to keep Letter of Credit in force as amended to $25,000 for the work to be completed.

12.       Township Officers Spring Short Course held March 22, 2004 at St. Cloud.

13.       Zoning Ordinance Amendment Proposed by Catherine Rose: - Add the following to the end of the definition -  “One guest house, as defined in Section 712, located on the same property, may be used as one of the permitted four units for an approved Bed and Breakfast provided that the residence on the property does include at least one unit.”  Notes:  Guest houses are prohibited from rental use under current ordinance. 14.       Amendment to the Wright County Land Use Plan for Franklin Township (changes apply to Franklin Township only)  (Board copy at meeting)  (Hearing, 4/29/04, 7:30 p.m.) 15.       Larson, Allen & Weishair. Jill Arens, Senior Accountant, forwarded a letter, similar to one of previous years, that board to the best of their knowledge and belief that all records and financial statements were made available to the auditor.  Signature needed.  Final report will be forwarded.

16.       Board of Appeal and Equalization:  April 27, 2004,beginning at 3:00 p.m. at the township hall.

17.       Minnesota Dept of Transportation, special public meeting, March 31, 2004.  Initiate development on the Mn/DOT District 3 Draft for long range transportation plan.
