Comprehensive Plan Proposal

We are proposing an eight part process that we have utilized in similar situations and have found to be effective, both in terms of time and effectiveness.

1. Data Collection and Analysis: This is the foundation of the plan that will help us all get a better understanding of the issues and trends that are affecting land use within the township. We will do research and prepare planning maps as well as provide analysis and projections of trends.

2. Notices and Mailings: We will prepare both the legally required notices for the planning process as well as public outreach material. We would recommend sending a postcard (which we will prepare) to all township property owners notifying them of the process. CGI will make sure that all legal notices are handled properly. We will work with the Township Attorney to maintain communication with Wright County Staff ­

3. Community Visioning Meeting: We will facilitate a community visioning meeting designed to inform property owners on land use issues and to solicit their input on planning matters. We would propose that this workshop be held on April 12, April 17 or April 19.

4. Goal/Policy Development: In the months following the visioning meeting, we will hold a series of meetings to discuss issues and establish goals/policies for the Township. This will help us provide the objective to later actions that the Township may initiate.

5. Community Strategy Workshop: Once we have defined the community's goals, we will then facilitate a workshop to develop and prioritize strategies for achieving those goals. This part of the process is used to identify specific actions that the Township may take and then create a mandate for the action. ­

6. Future Land Use Mapping: CGI.would facilitate an exercise with township property owners to create a growth plan to implement the goals and strategies developed in the plan. The map would form the basis for future zoning decisions.

7. Public Review and Comment: The draft plan will be available on our website at www.communitygrowth.com for review. Comments will be solicited from appropriate agencies and made part of the record.

8. Public Hearing and Adoption: Once the review period is completed, we will assist the Township in holding a public hearing and formally adopting the plan.
