MEETING MINUTES
Tuesday, July 6,

Unofficial Minutes
Present: Ron Enter, Bob Tregillis,
Mary Ball, Duane Kahmeyer, Todd Borrell,
Anita. Lottsch. Town Board: Chairman David Stumpf,
Supervisor John Dearing, Supervisor Bill Lieb and
Town Clerk/Treasurer Vi Novotne.
Chairman David Stumpf opened the
meeting at 7 p.m. With Bill Lieb's motion, John Dearing second, the minutes of the
Township Meeting of June 15, 2004
were approved as printed. John Dearing presented
motion to approve this meeting's agenda with the addition of Ron Enter for a
Road Delineation request. Bill Lieb,
second. Motion carried.
Requests to be on the agenda:
1.
Todd Borrell, contractor,
representing Judy Martin, 7590 Isaak Ave NW.
Proposed to add a deck that would be too close to the side lot. A letter
from a Mr. Schultz, neighbor to Judy Martin, stated that they did not oppose
the addition of the deck. John Dearing presented motion to approve the
construction of a 11 ½'x12' deck that would be 12'
from the property line. Motion carried.
2.
Robert and Anita Tregillis,
purchasing property at 6310 County Road
39 NW. Request for Conditional Use Permit to allow six dogs on their
10 acre hobby farm. Bill Lieb presented motion
to approve a conditional use permit for the keeping of six dogs on five acres
that will be fenced with a steel welded wire. In the evening the dogs
will be housed in a kennel in the barn or the house. John Dearing,
second. Motion carried.
3.
Mary Ball, 7974 Iten Ave NW. Request
for tarring of 79th Street,
Cedar Acres. Mary stated that she had attended the first Cedar Acres
hearing which was held at Camp Friendship
and meeting results were that the project would not go forward. Reconstruction
is now beginning on Isaak and 78th
Street, and she wishes 79th
Street included in the project. Mary added
that she has talked to her neighbors and at this time would like to petition to
be included in the Isask Ave project Bill Lieb responded that the
bids have been accepted for the Cedar Acres Isaak and
78th project and 79th could not be included but she could prepare a
written petition for a paving project and board would request engineering to
prepare a cost estimate. If the project is accepted, the cost would be
divided with the property owners along this road. Mary intends to prepare
and submit a petition from all the property owners along 79th.
4.
Duane Kahmeyer, 6400
85th Street NW, Van Island Beach.
Request to construct a garage that would be too close to road right of
way. With motion by Bill Lieb, second by John
Dearing, the board approved a 24x34 garage that will be 8' from the NW property
line and 1" off the road right of way. Motion carried. Reason
approved: Access to the garage will be from a driveway that comes across
the lot.
5.
Ron Enter, 11708
Knowles Avenue NW, Bass
Lake. Plans
to demolish present cabin and add a new cabin that would be too close to
road. Request for portion of road to be vacated. Mr. Enter received
a copy of the road vacating procedure. Bill presented motion that the
road vacation hearing would be August 3 for vacating a 266.5' portion of a
dedicated road, Knowles Ave NW (formerly known as Holiday Road), at the
street address of 11708 Knowles Ave NW. John seconded the motion.
Motion carried. A public hearing notice will be published and property
owners will be notified of a public hearing for August 3, and included as a
part of the regular township board meeting. At the August 3 meeting, Mr. Enter
will also request variances for buildings on an undersized lot that are too
close to lake, road and property line.
Other Items
1.
Isaak Avenue
to 75th and 78th Street Projects. Attorney Tim
Young forwarded a letter
responding to Joseph Fernandez's questions regarding easement.
CenterPoint Energy
forwarded plans for proposed installation of 6714 lineal feet
of natural gas lines for Isaak
Ave, 75th and Co. Rd. 6. Road construction delayed
until gas lines are installed.
2. 80th
Street/Hemlock
Road Improvement. Wetland Credit
Application was forwarded to Otto
Associates. Engineer Otto forwarded letter to Buffalo
Bituminous regarding need for
silt fence.
3.
Topfer Road
Relocation Water drainage is being directed
to pond. John Topfer
has agreed to provide
land to widen the 15-20' Hoyt entrance road to 33' if the
township builds a fence. The road relocation should be completed in a
week.
4. Realign
110th and Gulden: Contractor has completed work and the
seeding remains to be done.
5.
Seerti Hills Development.
Engineer from Otto and Associates will notify town board when the paved
road may be inspected before the final lift is applied.
6. 103rd
Street Reconstruction. Rick Erickson
forwarded an EM inquiring if
variances are possible
for the property owners along the road. John Dearing noted
that the road boundaries are unknown at this time until the engineering report
is received in August. Several of the garages or
buildings are on land that these property owners do not own
and a variance could not be granted for those properties.
John expressed opinion that roadwork expense may be $60,000
without engineering costs. Clerk will respond to Mr. Erickson's inquiry.
7. Website:
Brian Munsterteiger is continuing to improve the
website layout. The pictures and land use plan website response are very
slow.
8. Corinna News. "News" will
cover Junk Amnesty Information. Bill Lieb will
have copy ready by July 10.
9. Junk
Amnesty Day, Saturday, July 31,
2004. Board approved including
electronic items for
waste recycling the same cost as township is invoiced. Surcharges remained
the same as for 2003. Dick Naaktgeboren and
Clerk will
make follow up calls to Vendors and STS Crew Leader. Workers and
volunteers are needed.
10. Use of Hall:

Primary Election, September 14, 2004. Polls open from 7 AM to 8 PM.
Calls for election judges will be made during July. Clerk will attend
Township Association Summer Short Course, July 15, in St.
Cloud, for a full day of covering the many changes
that have occurred in federal and state election law. Township
clerk will forward absentee ballots for both elections.
12.
Overlay Bid Financing. Attorney Tim Young
is to be consulted.
13.
Payment of Claims: Claims covered by check
numbers: 12226-12286, and Electronic Transfers 46, 47 and 48 for a total
amount of $236,194.00 were approved and paid. When the fire assessment
money is received within a few days from Wright County Auditor/Treasurer, the
Fire Departments will receive scheduled payments.
No further business to come before the board, the meeting
adjourned at 9:30 p.m.
