CORINNA TOWNSHIP MEETING MINUTES

Tuesday, June 15, 2004

7 pm., Township Hall Unofficial Minutes

Present: R. Ferrell, Robert Johnson, Mike and Janet Mengelkoch, Ron Enter, David Williams, Marlin Grant, Warren Hogberg, and Judy Grega. Town Board: Chairman David Stumpf, Supervisor John Dearing, Supervisor Bill Lieb and Town Clerk/Treasurer Vi Novotne

Chairman David Stumpf opened the meeting at 7 p.m. With Bill Lieb’s motion, John Dearing second, the minutes of the Township Meeting of June 1, 2004 were approved as printed. Bill Lieb presented motion to approve this meeting’s agenda with the addition of Ron Enter for variance requests, Judy Grega for garage placement and discuss recent hall rental. John Dearing, second. Motion carried.

Bid Opening: Overlay for Ireland Avenue, 7 p.m.

Mid-Minnesota Hot Mix $140,721.70

Buffalo Bituminous $143,119.75

Duininck Bros. $143,048.88

With motion by Bill Lieb, seconded by John Dearing, the board unanimously accepted the Ireland Overlay Bid from Mid-Minnesota at $140,721.70. Each bid participant will receive a letter announcing the results of this bid opening. For the overlay project, Board may consider additional financing by increasing the 80th Street Project bond.

Requests to be on the Agenda:

1. Michael and Janet Mengelkoch, 11107 Hollister Avenue NW. Plan to tear down home and rebuild. With motion by Bill Lieb, second John Dearing, the board approved variances for a 30x40 dwelling with a 8x40 open porch 67’ from the ordinary high water mark of the lake, 12’ from bluff and 7’ from north property line. Sewer will be 5’ from the south property line. A 24x24 garage may be constructed 15.8” from the edge of the road right of way on the undersized lot. A new monitored pressure Septic System will be installed.

2. Robert Tregillis, purchasing property at 6310 County Road 39 NW. (Absent) No action.

3. David Williams, 11687 Gulden Avenue. Commented that road was recently crowned and Class 5 gravel was applied. As his cabin is at a low point, water now backs up on his property. Mr. Williams requested a 4” pipe to be installed under the road to let water flow into marsh area. John Dearing stated that a ditch with 15” culvert could be installed. A lesser size culvert would only cause maintenance problems. Maintenance men will check the problem area.

4. Judy Grega, 11724 103rd Street NW. Stated concerns for when the road is reconstructed, if her garage could remain at 2’ off the road right-of-way. Bill Lieb responded that once the town board receives the engineering road plans, an easement would be possible. John Dearing added that construction could work around the garage area. Judy Grega added that when the next informational meeting is held, Stan Otto, should be added to the mailing list.

5. Ron Enter, 11708 Knowles, Bass Lake. Plans to demolish present cabin, move a neighbor’s cabin onto lot and construct a utility room and garage on a 14,500 s/f undersized lot.. A new septic system and well is to be installed. Variances needed would be cabin too close to lake, road, side lot and undersized lot. Mr. Enter is to return to town board to request variances when exact footages are known. John Dearing offered to locate information regarding road width change from 33’ to 66’.

6 Warren Hogberg, 8545 70th Street NW. Stated that last week someone sprayed roadway ditch and killed all the vegetation. John responded that area is to be seeded after additional black dirt is added.

Other Items

1. Wind Storm Clean Up. John Dearing stated that when brush pile became so large burning could not be considered, a tub grinder was rented and the brush and trees were shredded North part of Corinna Township had the most wind damage.

2. Isaak Avenue to 75th and 78th Street Projects. Construction work delayed until gas line changes are made.

3. 80th Street/Hemlock Road Improvement. June 9, MPCA forwarded General Storm Water Permit for Construction on 80th Street. A notice of termination was also enclosed. Wright County Soil and Water Conservation District forwarded notice of Wetland Conservation Act Decision, May 27, 2004, approving replacement plan for 80th Street. Minutes of the Wetland Conservation Act Technical Evaluation Panel Meetiing of May 27, confirmed the TEP review for the BWSR transportation bank. With a motion by Bill Lieb, seconded by John Dearing, the board unanimously approved Resolution 2004-11 to approve the Wetland Permit for 80th Street that was issued by the Wright County Soil and Water Conservation District, May 27, 2004. Excerpt of minutes stating resolution is to be forwarded to engineer.

4. Topfer Road Relocation Project. Excavation work is to begin as soon as ground will allow the heavy equipment.

5. Realign 110th and Gulden. Construction work is in progress.

6. Seerti Hills Development. Final paving lift to be applied June 15 has been delayed due to contractor financial problems. Heavy equipment and trucks used in home construction are damaging the paving base. The township has an agreement to take over the road. Bill Lieb agreed to ask Tom Salkowski of Wright County Planning and Zoning, if future building permits may be temporarily withheld.

7. Website: New website was up and running as of June 10. Setup will be gradually improved. Brian Munsterteiger will be temporarily updating the website information. One concern is thatthe new website is slow in bringing up information. Layout and types of information now available have greatly improved the website.

8. Corinna News: July Newsletter will basically cover Junk Amnesty Information. CRWD forwarded a short report covering the Zoning/Septic System Information Meeting of May 8, 2004. Recent storm damage cleanup and current township road projects were additional suggested items that Bill Lieb may include in his draft copy due by July 10.

9 Assessor Report Information: Township area has two cell telephone towers: Lakedale Telephone location and one on land owned by Walter Olson, 10719 70th Street NW. Township area does not have a gravel pit.

10. University of Minnesota Technical Assistance Program. Board received copies of program courses available.

11. Hall Rental Date: June 13, 2004 No damages noted and hall condition was clean. Damage deposit will be returned.

12. Use of Hall: Sugar Lake Association, Saturday, June 19.

13. Highway 55 Coalition Meeting: June 18, 2004, 9:30 a.m., at Hennepin County Public Works Building

No further business to come before the board, John Dearing presented motion, seconded by Bill Lieb, the meeting adjourned at 9:05 p.m.
