CORINNA TOWNSHIP BOARD MEETING MINUTES

Tuesday, September 21, 2004

7 P. M., Township Hall

Present: Ron Enter and Township Board Members: Dave Stumpf, John Dearing, Bill Lieb and Vi Novotne, Clerk

The meeting opened at 7 p.m. by Chairman David Stumpf. With motion by John Dearing, second by Bill Lieb, the Corinna Township Board Meeting Minutes for September 7, 2004 were approved as printed.

Bill Lieb presented motion to accept the agenda with the additions of three requests: Ron Enter’s septic system location, Erich and Jodi Otto request to replace cabin and November meeting date change. With John Dearing second to the motion, the agenda was approved.

Requests to be on the Agenda:

1. Clair Rood, 8350 Irvine Avenue (Telephone 8/15/04) Mr. Rood stated that he appreciated the board member’s road inspection and letter response to his complaint that neighbor installed along the edge of the road a snow fence. He still feels that the steel fence posts 4’ apart would be dangerous to the person driving the snow plow. John Dearing responded that the T-posts would easily be broken with a snow plow.

2. Ron Enter, cabin at 11708 Knowles Ave NW. With motion by Bill Lieb, second John Dearing, the board approved the Ron Enter’s proposed installation of a performance septic system that will come up to and no closer than 6’ to the road right of way. Chairman David Stumpf signed the sewer property line administrative form. Mr. Enter expressed appreciation for the board’s time and for being so helpful with his cabin improvement needs.

3. Erich and Jodi Otto, cabin location at 10966 120th Street NW. Board of Adjustment response form). Request for a variance to replace one of the cabins destroyed by a storm with a new cabin A-frame with a second story with a wrap around deck 80’ from the lake. Cabin is on two parcels of which one is in Corinna Township and the other is in Clearwater Township. With motion by Bill Lieb, second by John Dearing, the board’s response was to approve whatever the Clearwater Township Board approves for this site.

Other Items:

1. 80th Street Road Improvement. The road has some paving applied but paving is now delayed because of wetness.

2. Isaak Ave and 78th Paving Project. In response to telephone request from Bill Arendt 8178 Isaak, that his driveway paving is a 4-6” drop from roadway, John Dearing

had responded that both paving lifts are to be placed this fall along with driveway matching and ditch shaping. Ron Freeman, 7541 Isaak had driveway concerns. John stated that he felt with the first lift applied this week, ditches shaped and 2nd lift applied this fall, driveway problems will be alleviated. John also indicated that he has made many road inspections and intends to meet with contractor supervisor Brad Arndst again this week.

3. 103rd Street Reconstruction. Bill Lieb stated that project has wetland and water issues and he feels uncomfortable proceeding with the project without engineering. The engineering design may have more weight in court than a contractor if issues are brought into court. Bill presented motion to request Otto Associates to prepare engineering for 103rd St, Clearwater Lake. John Dearing, second. Motion carried.

4. Road Project Bond for $465,000 and Overlay Project Certificate of Indebtedness for $375,000 was acquired from the Annandale State Bank and monies deposited in township project funds.

5. Primary Election, Tuesday, September 14, 2004. Low turnout with 74 voters. Town Clerk is now accepting requests for absentee ballots for the General Election, November 2. Annandale High School Seniors will be trained as Student Judges for the General Election.

6. Highway 24 Improvement Property Owners Meeting, Wednesday, September 14 at the town hall. The town board and approximately 55 persons attended this special meeting. MNDOT Public Hearing will be September 22, at Bendix Elementary School, 4:30-8:00 p.m.

7. TH55 Corridor Coalition Meeting, September 10, 2004. No report.

8. Pavement Patching and Crackseal of previously paved roads. John Dearing presented motion to approve Astech Corporation Crack Fill bid for Kilbury, Ingram, Imhoff, and 108th Street at $3480 and second bid for 112th Street at $200.00. Second by Bill Lieb. Motion carried.

9. Operating Engineers Local #49 Health and Welfare Fund Auditor Letter, 9/14/04 stated that after examination of the township records, the Fund Office Records are in agreement.

10. Building Permits, 7/9/04-9/14/04 (37) 6-new homes; 4-additions; 1-remodel interior; 5-garages; 3-pole buildings; 1-shed; 1-indoor pool; 1-cabin for Camp Courage; and 15 septic systems.

11. 911 Sign Update: Mark Miller received a list of new housing permits April thru September 14 to update the installation of 911 street signs.

12. Levy Certification: Levy for 2005 was submitted to Wright County Property Tax Administrator as: General, $142,000; Road and Bridge, $535,000 and Debt Service Fund, $20,625.

13. November Township Board Meetings: First meeting is November 2, General Election Day. With motion by Bill Lieb to cancel the November 2 and November 16 meeting and reschedule one meeting for November as Tuesday, November 9, John Dearing second, the motion carried. Meeting date change will be posted and advertised in the local newspapers.
