TOWNSHIP BOARD MEETING
Tuesday, April 19, 2005
7 p.m., Township Hall Unofficial Minutes
Present:
Mary and Joe Theede, Kurt Erickson, Sandra Ransom, Tab Ashwill, Hilma Williams,
Carol and Patrick Schomaker, Judy Grega, Ken Braun, Jeff Nonhof and Town Board:
John Dearing, Bill Lieb, Ken Jude and Vi Novotne.
Meeting opened
with the Pledge of Allegiance.
Bill Lieb’s motion, second by Ken Jude, the minutes of the April 5, 2005 town board meeting were approved as printed.
Bill Lieb
presented motion to approve the printed agenda with the addition of Carmen
Caruso and Deb Utecht. Ken Jude, second. Motion carried.
Requests to
be on the Agenda:
1. Joe and
Mary Theede and Kurt Erickson, contractor, 11317
Hollister Avenue N. Request for variance to
replace an existing deck. The Theedes presented letters from neighbors Marie
Lehn and Mark and Donna Mengelkoch that the deck does not interfere or obstruct
their view, documents covering their 1990 well, new septic system installed in
1999, drawings and certificate of survey. With motion by Ken Jude, Bill Lieb,
second, the board approved a new deck replacement that would be no closer than
41’ from the ordinary highwater mark of the lake.
2. Tab
Ashwill, 11969 89th Street
NW. Tab Ashwill presented petition containing 16 property owners of the 22
property owners requesting the reopening of the 89th
Street Improvement Project. John Dearing stated
that this project involves placement of curbing to prevent traffic cuts into
road corner, curbing on both sides of 89th Street and moving the 89th
Street portion 5’ to north property line to control water runoff and to allow
more garage room. Bill Lieb clarified that this project will not include adding
sewer lines nor acquiring property. Property owners
may directly request the contractor for driveway approach paving which may be
added after the first lift of paving. Bill Lieb presented motion to accept the
paving petition for West Side of 89th
Street and Linn and that the hearing shall be
Tuesday, May 17. John, second. Unanimously
approved.
3. Judy
Grega, 11725
103rd Street NW. Request for variance for garage to be 2’ off
the right of way when 103rd Street
is reconstructed. Much discussion. Judy Grega stated
she has investigated right of way issue with Planning and Zoning and Otto
Engineering and buildings are to be 65’ from the centerline of a road. John
Dearing confirmed the same 65’ distance and that beyond right of way the garage
is on private land where owner does not wish to have buildings. John Dearing
suggested that the closest point the garage could be placed on the right of way
would be 5’ and the garage would need to have a side entrance. During road
construction, road ditches will be built to hold water so that water would not
flow onto property. Ken Jude stated that engineering shows the garage is at a
low point of the road area and the garage would need to be raised, fill added
and new footings built. Bill Lieb added that he doubted DNR would approve the
amount of fill needed for the garage area. Board agreed to build a driveway
apron that would have a 15” x 30’ culvert, for a 27’ driving surface to allow
side by side vehicle parking. Ken Jude added that township has to follow rules
and in this instance, federal insurance rules regarding flood plain issues. In
response to Judy’s questions, Ken responded that board has ordered a video
taping of the road and property area, before and after construction. Pictures
may help to solve problem discussions. Corinna
Township has asked the Clearwater
Watershed to initiate a septic tank inventory so that Wright County Planning
and Zoning may work with property owners who need to upgrade their septic
systems. John responded that a turn around at the end of the road will
eliminate the need for the school bus to use her driveway. 103rd
Street reconstruction is at entire township
expense of over $180,000 and the board is directing attention to known future
needs of all the property owners. The bid has not been awarded and after
revised bids are received, work should begin this summer.
4. Jeff
Nonhoff, 7247 120th Street
NW. Request variance to reconstruct a deck onto house and deck that would
be too close to the lake. Jeff Nonhoff stated that neighbors do not object nor
will the deck obscure their view. With motion by Bill Lieb, seconded by John
Dearing, the board approved variances for a 16x30’ screened deck that will be
59’ from the ordinary high watermark of the lake, will be built on an
undersized lot, and will meet side lot setbacks. Bill Lieb suggested that the
two undersized parcels should be recorded as one legal sized lot.
5. Ken
Braun, Kadabra Project, 67th and Jenkins. Request
township to maintain the development’s four sediment ponds. Pond depth
of one 4’ and three others at 2’ would require minimal maintenance. Bill Lieb
responded that township would need an access easement so that township has
rights for maintenance such as weed cutting. The road will be built as detailed
on engineering plans and paving will be added next year. Bill Lieb presented
motion that an assessment agreement, drafted by the township attorney, should
state that upon road acceptance, the Kadabra Development road maintenance
obligation will be the responsibility of the township and agreement state that
township maintenance of the sediment ponds expense will be covered by a special
assessment of $100 for each of the 16 lots, payable upon the sale of a lot. John, second. Unanimously approved.
Ken Braun was asked to meet with Town Attorney, Tim Young, to acquire a letter
of credit.
6. Carmen
Caruso, lake home at 6876 Inman. Telephone request. Complaint that as this is basically a
summer residence and that he lives at end of street, that the plow pushes snow
into banks which melt down and have asphalt pieces and salt and onto his grass
areas. He has cleared the area and sodded and now wishes some measure to
prevent a future plowing problem. John Dearing offered to make a site visit and
call Mr. Caruso.
7. Deb Utecht, 6819 Ingram Avenue. (E-Mail) Whenever it rains, water no longer has a ditch to
drain away the excess and after saturating driveway, water runs inside the
garage. Maintenance man will be directed to inspect the culvert which may have
become filled or covered.
Other
Business:
1. 103rd
Street Reconstruction. Revised road
construction bids have been requested. Watershed Board has agreed to provide at
the township’s request, a well and septic system survey at an estimated cost of
$150 per lot. Project has become a three-way partnership in that Wright County
Planning and Zoning will be asked to provide parcel descriptions. After the
project is awarded, an informational letter will be mailed to each property
owner.
2. Siren on Kramer
Avenue. As a safety issue, the Clearwater Lake
Property Owners Association has installed, at a cost of over $27,800 and
assistance from Wright-Hennepin Electrical Coop, one storm siren on Kramer
Avenue and the other on Bayview
Road. Southside
Township, Fair
Haven Township
and Corinna Township
have been asked to cover the seasonal utility payment of $86 for each township.
Ken Jude presented motion that Corinna
Township pay the $86 share of
seasonal fee for the sirens erected by the Clearwater Lake Property Owners’
Association. Bill Lieb, second and motion carried.
3. Clean Up
Requests. A real estate agent telephoned the office that near 106th
Street and Grunwald a property has approximately
twenty vehicles and this collection makes a junky appearance for the
neighborhood. Board requested clerk to mail a Vehicle Violation CleanUp Letter
to Hansford Gordon, owner of property at 6400 102nd
Street NW. Unlicensed vehicles must be removed or
placed in an enclosed building within 30 days or May 23, 2005.
Paul Curtis, 6435
102nd Street NW, will receive a vehicle
violation clean up letter that the unlicensed vehicles on his property must be
removed or placed in an enclosed building within 30 days or May 23, 2005.
Wright County
Zoning Ordinance prohibits the prolonged parking of more than two unlicensed or
inoperable vehicles on property.
4. Seerti Hills, Maki Development. December 7, 2004 Township Board
accepted the street improvements.
5. Wright County Township Officer’s Association Meeting, April 14, 2005. Meeting highlights: County
Commissioner Pat Sawatzke spoke to
promote Wright County
150th Anniversary. Wright County Historical Society has organized a
celebration June 25, 2005.
House Bill is being introduced to cover voting equipment funding for tabulators
to allow disabled voters to cast their vote. A slide presentation of Corridor
55 progress was shown and Commissioner Carla Heeter gave a presentation of the
growing and disastrous Methane drug use problem in Wright
County.
6. Building
Permits: 3/28-4/6/2005 (8) 2-homes; 2-septic systems; 1-deck; 1-garage;
1-alteration; and 1-addition.
7. Wright
County Second Annual
Technology Fair, Wednesday,
April 20, 2005 at Wright County Government Center Community
Room, 10-3 p.m. Technology
presentations will be given by Wright County Departments, State Agencies and
Wright County Vendors.
7. CTAS
Update: An updated version of township accounting system as mandated by
state auditor, has been installed on computer. The State required Annual
Financial Reports may now be compiled and submitted electronically from a file
created by CTAS.
8. Computer
Notebook: Town Board agreed that a wireless laptop computer with at least a 80GB Hard Drive
and 512MB Memory be purchased for use at town meetings to bring up parcel
descriptions, etc.
