CORINNA TOWNSHIP BOARD MEETING MINUTES

January 18, 2005

7 p.m., Corinna Town Hall                                            UNOFFICIAL

 

Present:  Town Board:  John Dearing, Bill Lieb and Vi Novotne, Clerk

                                      Dave Stumpf arrived after the meeting closed.

John Dearing presided as Chairman.

With Motion by Bill Lieb and John Dearing second, the minutes of the Corinna Township Board Meeting of January 4, 2005 were approved as printed.

Bill Lieb presented motion to approve the meeting’s agenda as presented.  John Dearing second.  Motion was approved

 

Requests to be on the Agenda:

1.         Wright County Planning Commission Township Response Request:  Joseph and Marlys Harbinson, Lot 31, De-O-Na-Ga-No Point, Clearwter Lake.  Petition for a Conditional Use Permit.  Bill presented motion to approve petition for Conditional Use Permit to allow a maximum of 600 cubic yards of fill to elevate new house as long as there is landscaping plans to deter any runoff from this fill.  John Dearing, second.  Motion approved.

 

Other Items:

1,         Portion of Irvine Road to be Vacated.  Office has not received survey and description of what area is to be vacated.

2.         103rd Street Reconstruction:   John Dearing reported that engineering report is not completed.

3.         89th Street and Linn Ave NW Paving Project.  Informational Hearing is Wednesday, January 26, 2005.  Hearing notice was published, posted and individual properties owners were notified by mail.

4.         Portion of 118th Street to be vacated.  Mr. Foster has not provided a survey of the portion to be vacated.

5.         Operation Clean Up:

            Steve Leinonen, 11718 Kramer Ave NW.  Mailed Complaint Letter, 12/10/2004

                                                                                         Deadline:  30 days or 1/10/2005

            Complaint:  Yard has six vehicles without motors, 2 large truck bodies and a large         lot filled with piles of junk.

            Mr. Leinonen’s telephone response, 1/6/2005:  He is in process of clearing the area.  Four vehicles have been moved.  He has been cleaning up behind the building.  One truck body is to be sold and the other is an unlicensed trailer.  Due to the cold winter weather, requested time extension for continuing this cleanup work.

            Town Board:  Discussion.  Approved to change cleanup deadline date to June 1, 2005 to allow junk removal after the spring road restrictions have been removed.  Mr. Leinonen is to notified by letter of this cleanup date change.

6.         Filing for Supervisor:  Ken Jude filed as officer to be elected as supervisor for three years, the term of David Stumpf, expiring.  Township Election is Tuesday, March 8, 2005.  Voting hours are 12:00 noon to 8 p.m.  Absentee Voting will be available at the clerk’s office beginning Friday, February 4, 2005.

7.         Larry and Mary Tysk, 8044 Irvine Ave NW, Letter, 1/5/2005.  Appeal for help with Wright County request to limit their lot coverage at 25% .  Board discussion.  Board suggested that the best solution is for the Tysk’s to apply to Wright County Board of Adjustment for a variance for the excess lot coverage over 25% due to the installation of a new asphalt driveway. For this response, the Tysk’s are to be notified by letter.

8.         Application for Exempt Permit for conducting lawful gambling activity for Friendship Venture, December 9, 2005.  With motion by John Dearing, Bill Lieb second, the application was approved and signed.

9.         Building Permits – 12/13/2004-1/6/2005 (5):  1-new home, 1-garage, 1-addition, and 2-new septic systems.

10.       LarsonAllen as Auditors for 2004 Township Audit.  Engagement letter was signed by board.

11.       Junk Amnesty, Saturday, July 30, 2005.  Dick Naaktegeboren will continue as coordinator, STS is available and contract has been forwarded to J. R. Appliance (same rates as 2004) and Waste Management confirmed date.  Dick will acquire the other vendors.

12.       MNDOT request to change acess road for cemetery on Highway 24.  Township Attorney purchased the cemetery land abstract and the title to the cemetery land is in the name of North Corinna Cemetery Association.  The township took over the maintenance of this cemetery in 1993.  Mr. Young stated that to move the title to the township, a deed from the Association to the Township is required.  Any remaining official of the Association can still transfer out the leftover assets.  John Dearing offered to contact Richard Ransom.

13.       Hemlock/80th Street Assessment.  Roger Millner, M and M Bus Service, has offered to pay a $10,000 assessment towards the road’s reconstruction and paving project.  A statement has been issued for $5,000 payable in 2005 and $5,000 payable in 2006.

14.       Corinna Township 2005 Local Board of Review and Equalization Meeting has been set for Thursday, April 14, at 3 p.m. 

15.       Maintenance Men Wage Review will be Tuesday, January 25, 2005 at 3 p.m.

16.       Claims for payments January 15, 2005 were signed.

 

No further business to come before the board, the meeting adjourned.
