TOWNSHIP BOARD MEETING

Present: Alan
Wojchowski, Gerald Dale, Randy Hildreth, Brent Martin, Barbara Scherek, Sr.,
Barbara Scherek, Jr., Ken Foster and Town Board: Chairman John Dearing,
Supervisor Bill Lieb, Supervisor, Ken Jude and Clerk Vi Novotne.
Meeting opened
at 7 p.m. with the Pledge of
Allegiance.
With Bill
Lieb’s motion, seconded by Ken Jude, the minutes of the June 7 meeting were
approved as printed.
Bill Lieb’s
motion, second by Ken Jude, was ahenda was approved with the addition of Alan
Wojchowski.
Requests to
be on the Agenda:
1. Alan
Wojchowski, Addison Bay,
Lots 9 and 10 and representing Kevin Blohm, Addison
Bay, Lots 7 and 8.
Mr. Wojchowski plans, with Mr. Blohm, to purchase Outlot 2. Discussion.
With motion by Ken Jude, second John Dearing, the board approved the request
for a lot line adjustment by subdividing Outlot 2 and adding to Lots 7, 8 as
one parcel, and a portion to Lots 9, and 10 as another parcel.
2. Barbara
Scherek, 9182 Kilbury Ave
NW. Road
drainage problem along Kilbury Ave NW. Barbara Scherek displayed pictures of
water runoff damage to garage. Ken Jude stated that he visited site and there
is a 2’ deep washout on the curve. John Dearing added that the maintenance men
will use a backhoe to clean out area and add a blacktop spillway. Bill Lieb
suggested that blacktop may be also added in the ditch to the culvert. Barbara
stated that with Highway 24 construction, she will have her entrance road next
to Kennedy Avenue closed.
She asked if consideration could be to add footage of her access road to
Kennedy’s 33’ for a township required road width of 66’. John Dearing stated
that when an area is plotted for development, Corinna
Township requires the development
to build a road using the 66’ requirement. The town board agreed that jer
property could use access from Kilbury Avenue.
3. Randy
Hildreth, 11181
107th Street NW. Plans to construct two additions to home that
is 30’ from lake. New well is being installed and septic system is being
inspected. With motion by Bill Lieb, seconded by John Dearing, the board
approved two additions to an existing house and a deck, 14x12, to connect to
deck at corner of house. No construction will be closer than 30’ to the
ordinary highwater mark of the lake.
4. Ken Foster, 11796 Knowles Ave NW (asked to be added to agenda).
Request that a part of his road be vacated. John Dearing replied that a survey
should be provided for a legal description to vacate the portion of road on
west side of Bass Lake.
Mr. Foster will have the road area surveyed.
Other Items:
1. 89th
and Linn Paving Project. Plans and Specifications to be approved/Order Project
and Authorize the Advertisement of Bids set for July 12, 2005. Bids to be received August 11, 2005. Public Hearing on Final Assessments is planned for August 16, 2005.
2. 79th and
Iten Paving Project. Plans and Specifications to be approved/Order Project
and Authorize the Advertisement of Bids set for July 12, 2005. Bids to be received August 11, 2005. Public Hearing on Final Assessments is planned for August 16, 2005. Road does not
require much construction. State Laws dictate that intersections to have a
required slope. For safety reasons, the township installed a guard rail along a
road in the Isaak Project even though engineers had not specified the
installation. Gerald Dale stated that the area roads experience speeding
problems. Bill Lieb replied that after the second blacktop lift, 30MPH signs
may be installed as in areas where there is a driveway every 200’,
automatically 30 MPH is the speed limit. Otherwise, the speed limit is 55 MPH
unless for a curve.
3. 103rd
Street Reconstruction. Additional trees
need to be removed before electrical poles may be moved. The contractor, Dale
Erdmann, plans to start after July 4th. Road and Right of Way video
disc is available for viewing. A purchase agreement between the township and
Jared Otto for 10,000 yards, more or less of dirt at $.80/yd was approved with
motion by Ken Jude and seconded by Bill Lieb. Ken Jude stated that the township nor the watershed have water or sewer
plans. The Septic and Well Inventory has been completed. The town board set
Wednesday, July 6 at 7 p.m. as the
Informational Meeting date to discuss the inventory results with the property
owners. Merle Anderson, CRWD Administrator and watershed managers will share
individual property report information with each landowner privately. Each
property will receive a meeting notice.
June 10, the
town board informed Wright County Planning and Zoning that the township is
improving and elevating the road along 103rd
Street to meet flood plain requirements and to
upgrade the road to Corinna Town Road Specifications. The construction work is
to begin by July 1. As the town board is concerned that property owners who
wish to improve or build on their property are not able to receive building
permits because of the road’s flood plain requirement, the board asked that the
Planning and Zoning Department consider this fact and issue building permits to
property owners along this road. The letter also stated that planned
improvements to parcels owned by Patrick Erickson and Bryan Grega are in need
of a building permit. Tom Salkowski, Zoning Administrator, replied that flood
plain requirement is a major obstacle for new construction along 103rd
but for these two properties have setback variances for lake and lots are
undersized and lots may have sewer system issues that must be addressed before
the Board of Adjustment.
4. Junk
Violations:
Steve
Leinonen, 11718 Kramer Ave NW. June 9, 2nd violation letter that
unlicensed or inoperable vehicles and piles of junk are to be removed or placed
in enclosed storage within 20 days or violation will be referred to appropriate
agency for criminal prosecution. No removal noted. (Deadline June 30, 2005).
Paul Curtis,
6435 102nd Street.
May 26, 2nd violation letter that unlicensed or inoperable vehicles
are to be removed or placed in enclosed storage within 20 days or violation
will be referred to appropriate agency for criminal prosecution. (Deadline: June 15, 2005) Supervisor
to make site visit before referral to County Sheriff for
action.
Hansford Gordon,

referred to appropriate agency for criminal prosecution. (Deadline: June 15, 2005). Supervisor
to make site visit before referral to County Sheriff for
action.
5. City of Annandale.
Mark Casey, Administrator for City of Annandale,
has telephoned that the town board will be invited to a meeting scheduled July
21 at City Hall to discuss a proposed Land Use Plan that the City intends to
use as a guide for development.
6. Sugar
Highlands Road
Vacation. Township attorney has forwarded a copy of the surveyor’s
legal description, legal notice and proposed resolution calling for a public
hearing to vacate road. The Vacation Hearing date will be July 19, 2005, 7 p.m., at the town hall. Legal notices will be
published in the town newspapers, the Advocate and the Maple Lake Messenger,
posted at the town hall, and individual notice mailed to each property owner
affected by the proposed vacation.
7. Junk
Amnesty, July 30, 2005.
Each property owner will receive the “The Corinna News”, the township
newsletter, which will list items that may be recycled and costs. By the next
town meeting, Bill Lieb will prepare additional information for the newsletter.
As there was no
further business to come before the board, motions by John Dearing and Bill
Lieb, the meeting adjourned at 9:30 p.m.
