CORINNA TOWNSHIP BOARD MEETING

Tuesday, June 7, 2005

7 p.m., Township Hall UNAPPROVED

Present: Marlys Enger, Larry Tysk, Lee Freiberg, Brion Dorsher, John and Gretchen Kittok, Sandra Ransom, Judy Grega, John and Jane Schulzetenberg and Ken Yager. Town Board: Chairman John Dearing, Supervisor Bill Lieb, Supervisor Ken Jude and Clerk Viola Novotne

Meeting opened at 7 p.m. with the Pledge of Allegiance.

With Ken Jude’s motion, seconded by Bill Lieb, the minutes of the May 17, 2005 meeting were approved as printed.

Bill Lieb made the motion to approve the printed agenda with the addition of junk violations.

Ken Jude, second. The motion carried.

Requests to be on the Agenda:

1. Lawrence Tysk, 8054 Irvine Ave NW. Request for variance for driveway coverage at 32%. Bill Lieb presented motion to approve variance for 32% hard surface coverage with the reason that a steep driveway that is blacktopped is better to control erosion than gravel. When the township paved the road, the neighbor across the street, Lloyd Walburn, driveway was constructed steeper. Motion seconded by John Dearing. Motion unanimously approved.

2. Marlys Enger, 8024 Irvine Ave NW. Request for a variance to keep the existing impervious coverage that is at 31.6%. A site plan was reviewed. Bill presented motion to approve variance for lot impervious surface at 31.6% only if the rocks from the garden be removed from the road right of way within a week. Ken Jude, second. Motion carried. The board was not sure if part of the black top leading to the garage was included in the 31.6%.

3. Lee Freiberg, Lot 14 West end of 105th beyond 10201, the Engfer parcel. Wishes to extend the dedicated road approximately 300’ for access to his buildable lot. Mr. Freiberg intends to clear the land of brush and purchase gravel. Mr. Freiberg and Mark Miller of Maintenance will prepare an area for a township grader turn around. Ken Jude made the motion to approve the approximate 300’ extension of 105th Street. With Bill Lieb’s second, the motion was approved.

4. Judy Grega, 11725 103rd St NW. Request time extension to move garage after electrical poles are moved, or by July 1, 2005. A shed that is 10’ beyond the road right of way may also not be moved until July 1. John Dearing has been in contact with Ron Dircks of Wright Hennepin Electric to schedule the electrical pole removal. The road project should be completed in one month. The board noted that permits were being delayed until the road has been reconstructed. Bill Lieb suggested a letter should be sent to Planning and Zoning, both Tom Salkowski and Marcia Westover, and County Commissioner Karla Heeter that the township is improving and elevating the road along 103rd Street with actual construction work beginning by July 1 and the town board is asking that property owners may be issued building permits. The board is aware of Patrick Erickson and Bryan Grega as two property owners that have not received their requested permits.

5. Jack and Jane Schulzetenberg, 8783 State Highway 24 NW. Request for a lot line adjustment for approximately 3.9 acres for construction of a 48x42 two-story building. The building will house boats and vehicles and the second story will be for hobby space. The building will not have plumbing. The building will be landscaped and pine trees planted near the building on the highway side, and the building will not be visible from the lake. The lot line adjustment will also allow frontage for direct road access to Highway 24. Bill Lieb presented motion to approve lot line adjustment for .3 acres from PID 212100 and 1.4 acres from PID 212108 to be attached to PID 212101. Second by Ken Jude and motion carried.

Ken Jude offered motion to allow the building to have a second story. Second by John Dearing, Motion carried.

6. Ken Yager, Township Assessor: Discussed new contract. Bill Lieb presented motion to approve contract for 2006 and 2007 Assessment Years at $10.00 for the first year and $10.65 per parcel for the second year. The motion seconded by John Dearing received unanimous approval. Contract includes all expenses except the cost of homestead cards which will be billed to the Township by Wright County.

7. Tom Lampi, equipment building address: 9141 64th Street NW. Request for a Conditional Use Permit to add office space to building. Ken Jude’s motion, seconded by Bill Lieb, was approved to allow a 40x40 addition to equipment building at 9141 64th Street NW.

Maintenance Men Meeting: Cancelled.

Other Items:

1. Junk Violation: Steven R. Leinonen, 11718 Kramer Ave NW. Mr. Leinonen was served a notice December 10, 2004 to remove the unlicensed or inoperable vehicles and piles of junk from the property in thirty days. January 19, 2005 Mr. Leinonen was allowed to complete the clean up by June 1, 2005 after spring road restrictions ended. A recent drive by inspection revealed that the clean up had not been done. A second notice is to be mailed allowing 20 days. If he fails to bring his property into compliance, the case will be referred to appropriate agencies for criminal prosecution.

2. 89th and Linn Paving Project: No update.

3. 79th and Iten Paving Project: Plans are being revised.

4. 103rd Street Reconstruction. For safety issues, the hill at entrance to 103rd will be lowered. A second road construction quote is being obtained. The septic tank survey has been completed and Watershed is obtaining a report to submit to town board and 103rd Street residents. Ken Jude reported that the Road and Right of Way Video has been made and will be on a disc for viewing.

5. Sandy Ransom, 8484 State Highway 24. Discussed her concern if 120’ easements are allowed rather than 90’ easements. John Dearing stated that he had this past week requested to MNDOT to hold to using 90’ easements.

6. Wright County Land Use Plan: Planning and Zoning letter, June 1, 2005, stated that County Board of Commissioners have decided to pursue new Land Use Plans for Monticello, Buffalo and Rockford Townships this year.

7. Vacation for part of Gulden Ave NW: Attorney is waiting for survey.

8. Building Permits Issued 4/13-5/17/2005 (16): 2-homes; 4-garages; 1-fireplace; 1-deck; 2-additions; 1-renovation due to mold; 1-other; 4- sewage disposal systems.

9. 911 Sign Update: Maintenance men received a list of new homes as of May 17, 2005.

10. Use of Building: Sugar Lake Association, June 18, 2005.

11. Summer Short Course Registration: Clerk will attend the summer short course sponsored by Minnesota Association of Townships on July 11 at St. Cloud. Workshop Choices are: CTAS Accounting software package training; records retention; elections; preparing for audits; understanding township finances; contract procedures; board of appeal and equalization, anatomy of a contract and a session to provide a review of why towns get sued.

12. Driveway Repair: Robert Marquette, 8019 Isaak Avenue NW. With motion by Bill Lieb, seconded by Ken Jude, the board approved payment of $150 for a share of the cost for rock and bobcat work for rebuilding damaged driveway for Robert Marquette.

13. Payment of Claims: Claims covered by check numbers 12739-12783 and EL TRs 82-85 for the total amount of $54,746.69 were approved and paid.

With motion by John Dearing, seconded by Bill Lieb, the meeting adjourned at 9:30 p.m.
