CORINNA TOWNSHIP MEETING MINUTES

7 p.m., Township Hall                                                               Unofficial Minutes

 

Present:  Jason and Bonnie Canesi; Gretchen and John Kittok; Rick Borden, CPA; Doug Smith, Maintenance; Town Board:  Dave Stumpf, Chairman; John Dearing, Supervisor; Bill Lieb, Supervisor; and Vi Novotne,  Town Clerk

With motion by Bill Lieb, second John Dearing, the minutes of the Corinna Township Board Meeting of February 15, 2005 were approved as printed.

Bill Lieb presented motion to approve the meeting’s agenda with the addition of Wayne Abdella.   John Dearing second to the motion.  Motion was approved.

 

Requests to be on the agenda:

1.         Jason and Bonnie Canesi, 11188 60th Street NW   With motion by Bill Lieb, second John Dearing, the board approved request for a variance to construct a 30x40’ pole shed  15’ from the rear property line.  This placement will allow preservation of a site for a sewer system.

2.         John and Gretchen Kittok, 8016 Irvine Ave NW.  Request variance to allow concrete paving on back lot that is 492 s/f over the coverage limit.  With motion by John Dearing, seconded by Dave Stumpf, the board approved 492 s/f of concrete to remain that goes to the property line.  Reason was that it is better to have the concrete driveway than gravel as the run off would be the same.

3.         Wayne Abdella, 8200 Isaak (Email).  Expressed a thank you for erecting guard rail and stop sign at the end of 78th and Isaak.  An additional concern on Isaak is that a number of cars park on both sides of the street making it almost impossible to get through.  John Dearing responded that cars should not be parked on the township road.  John suggested that Mr. Abdella should call Sheriff’s office and have the car tagged.  Email response will be directed to Mr. Abdella.

 

Maintenance Men Meeting:  Mark Miller, absent; Douglas Smith, present.

            1.         Doug Smith presented his Medical Examination Report, 2/25/2004, which                                 is a requirement to retain his commercial driving license.  No comments.                               Report will be placed in his file.

            2.         Discussed tree cutting progress along 103rd Street.

 

Other Business:

1.         Rick Borden, CPA, LarsonAllen.  Rick Borden presented a draft of the Audit Report covering 2004 Corinna Township Cash Receipts, Disbursements and Cash Balances.  The Independent Auditor’s Report revealed that records are in balance; collateral is sufficient;  General Fund Budget is close to actual receipts and disbursements.  In General Fund, Junk Amnesty disbursements were the only line item that exceeded the budgeted amount.  The Road and Bridge Budget actual expenses for road projects were considerably higher.   Auditor advised that transfers between same budget funds should be a debit rather than a transfer.   Report concluded that as of December 31, 2004,  in all material respects, the cash balances of Corinna Township  and the revenues it received and expenditures it paid for the year then ended on the basis of described accounting, were presented fairly.  Rick Borden will present and discuss the audit report at the Township Annual Meeting, March 8.

2.         103rd Street Reconstruction.  Engineering report due date has been extended to the March 15 town meeting. 

3.         89th Street and Linn Ave NW Road Project.  Property owners West side of 89th Street or a petition from the entire 89th Street area to annex to City of Annandale may be presented at the March 15 town board meeting.  Tab Ashwill received a property owner address list.

4.         Annexation Agreements:  Township Attorney Tim Young forwarded two sample copies of recent orderly annexation agreements for the board to review.

5.         Annual Meeting and Election for Supervisor, March 8, 2005.  Voting hours will be 12:00 noon to 8 p.m. with Annual Meeting following the closing of the polls.  Absentee ballots are available at town office, 9214 Kilbury Ave NW.  Legal notices were published in town newspapers and posted.  With motion by Dave Stumpf, second by John Dearing, the board approved the list of judges:  Lorraine Miller, Karen Mol, Theresa Pearson, Pearl Lieb, Leland Novotne and Letitia Peterson.  Final copies of the annual  report were distributed.

6.         Corinna Township Annual Financial Report to State Auditor.  The prepared report was  reviewed by LarsenAllen Accountant and signed by Town Board.

7.         Highway 24 Town Cemetery’s transfer of deed to township is being recorded at Wright County.

8.         Annandale Fire Department Meeting, February 17.  Dave Stumpf reported that the group toured the new fire department facility.   One item discussed was to review the  procedure for submitting new fire assessments to Wright County Assessor Office.  Town Board will research present procedure.

9.         Local Board of Appeal and Equalization, April 14, 2005, beginning at 3 p.m.  Legal notices will be placed in the April 4 and 11 newspapers, posted at town hall and on the website.

10.       32nd Annual Township Officers Spring Short Course, March 14-April 1, 2005Board members plan to attend the course scheduled for March 21 at St. Cloud, Holiday Inn, beginning at 8 a.m.

11.       Flag Pole for Township Town Hall.  Board discussed the purchase of a lighted flag pole.

12.       Payment of Claims:  Claims covered by Check numbers 12609-12654 and ELTR 72-75 for the total amount of $32,373.96 were approved and paid.
