CORINNA TOWNSHIP BOARD MEETING MINUTES

Tuesday, March 15, 2005

7 p.m., Township Hall Unapproved Minutes

Present: Scott Enfield, Harvey Dahl, Kay Brevik, Rick and Deb Erickson, B. Erickson, Marianne and Darrell Peterson, Raymond Lehn, Carol and Pat Schomaker and Betty Johnson. Town Board:

John Dearing, Chairman, Bill Lieb and Ken Jude, Supervisors and Vi Novotne, Clerk.

John Dearing opened the meeting at 7 p.m. with the Pledge of Allegiance.

Ken Jude, the newly elected supervisor, affirmed the official oath of office.

With motion by Bill Lieb, second by Ken Jude, the minutes of the March 1,2005 township board meeting were approved as printed.

Ken Jude presented motion to approve the printed agenda without additions. Bill Lieb, second. Motion carried.

Requests to be on the agenda: .

1. Darrell and Marianne Peterson and Rayond Lehn. Sugar-Indian Lake. Government Lots 5.6. and 7. Request to rezone land to R2A. Marianne Peterson stated plans are to divide the land into 5 acre parcels or consider a PUD development. John Dearing noted that a 120' turn around would need to be constructed at road's end and roads would need to be paved and built to township road specifications. A copy of the "Specifications for Township Roads in Developments" was provided. Bill presented motion to approve the rezoning of the Lehn Property of 82+ acres to R2A which is 5 acre units which is consistent with the Land Use Plan. All roads in the. project will be constructed t,o township specifications before the township will take over the roads. John Dearing, second and motion carried.

2. Paul Hansen. owner. Carlton(Butch) Willems. purchaser. represented by Gordy Peterson.

Realtor. Parcel 206-000-202104 Gov Lot 1, North 500' one side of parcel facing Highway 24.

Gordy Peterson stated that the 5.01 acre parcel has a building entitlement. Requests a variance for house to be 75' from a feed lot area. Discussion. Ken Jude presented motion to approve the variance for a side lot set back to allow a home 75' or more from a feed lot and recommend that the statement be placed in the deed so that future buyers would be aware of this feed lot setback. Bill Lieb, second.

Motion carried.

3. 89th Street and Linn ave NW Project. No petition was received for annexation to the City of Annandale, pave entire 89th Street or anyone present to continue discussion of moving road at West end of 89th. Several persons attended the meeting. In a recent discussion with Steve Bruggeman, John reported he stated that property owners would need to purchase the land for the new road not the township and that a April 5 decision date should be a deadline if the roadwork was to be done this year.

Other Business:

1. 103rd Street Reconstruction: The Engineering Road Design was available to review. Construction may start in June, and be completed this summer. Brush and trees have been cut and stumps will be removed. After June 1, if property owners have not removed items located within the right of way, the township will remove them. The road is being reconstructed at township expense and no cost of the project will be assessed to the property owner. In most areas, the road is being moved to the right of way on the swamp side. The road will be constructed to be ready to accept paving. A petition from the property owners is necessary before the road could be paved. The property owners attending this meeting expressed approval of the road plan. Ken Jude presented motion that a hearing notice be sent to all property owners stating that an informational hearing will be held Tuesday, March 29, 2005 at 7 p.m. at the town hall and a letter informing the property owners that all buildings, and other items need to be removed by June 1. Bill Lieb, second, and the motion carried.

Otto Engineering, Marty Campion as Engineer, will request publication of bids for the road reconstruction. Bids will be due April 5, 2005.

2. Annexation Agreements: Discussion tabled until next town meeting.

3. Annandale Fire Department Meeting with Townships, P&Z, Assessor. County Commissioner

and City Administrator. March 14, 2005 at the City Hall. Chief Brian Haug and Mark Casey, City Administrator, stated that the meeting's purpose was to discuss and produce a fire service assessment plan that would be simple and fair. Suggestions were to assess similar as solid waste assessment is added to any parcel that produces garbage, or use Market Value, or assess properties assigned to 911. It was concluded to generate a 911 list showing parcel numbers arid each township could compare the totals. Another meeting will be held. Bill Lieb noted that any legitimate duplicate

assessment could be refunded. .

4. Request for Bids: With motion by Ken Jude, Bill Lieb's second, the board approved the bid

date as Tuesday, April 5, 2005, for Gravel; Loading, Hauling and Spreading of Class 5 Gravel; and Calcium or Magnesium Chloride for Dustcoating Township Roads. Legal notices will be advertised in the Annandale Advocate and the Maple Lake Messenger and courtesy copies mailed to previous year bidders.

5. Minnsota Township Association. Town Board signed updated list of officers. '

6. 32nd Annual Township Officers Spring Short Course. March 21 at St. Cloud. John Dearing, Bill Lieb and Vi Novotne plan to attend. Ken Jude will attend the short course offered March 22 at

Hutchinson. .

7. Poll Hours for 2006 Township Election. Even though afternoon voter count is low, the board

concluded that polls should remain open noon to 8 p.m. for township elections.

8. Minnesota Association of Townships forwarded Clerk/Treasurer Bond Certificate. Coverage is provided at no charge. . .

9. Wayne Abdella forwarded suggestion that a statement be placed in next Corinna News that parking is not allowed on township roads. Bill Lieb suggested that in the future township should erect more "No Parking Signs".

10. Jeffiey and Christine Briggs. 7963 Irvine Ave NW. (copy ofletter) Planning and Zoning stated that after a review of property revealed business equipment which is prohibited in R.;.I Urban/Rural Transition zone, equipment must be removed ftom property by June 1, 2005.

11. Township Planning and Zoning and Land Use Plan Issues. P&Z letter of 3/2/2005 stated that County Board has agreed that individual township land use plan updates will not he reviewed in 2005.

12. Local Board of Appeal and Equalization, April 14. 2005. beginning at 3 p.m. Legal notices will be placed in the March 28 and April 4 newspapers and will be posted at town hall and website. A 2003 law requires that a Local Board of Appeal and Equalization must have at least one voting member that attended an equalization course approved by Minnesota Commissioner of Revenue. Bill Lieb will attend the training course scheduled for Wednesday, March 23 at the Wright County Government

Center, beginning at 9AM. ?

13. Highway 55 Coalition: Meeting is scheduled for Friday, March 18, 2005 at Hennepin County

Public Works Facility. John Dearing and Ken Jude plan to attend. '

14. Website: Corinna's Website Master Brian Munsterteiger will begin training the ,clerk to manage the website. Board will review the current site and forward improvement ideas to'the clerk. Board approved a "256" higher speed internet hook up.
