CORINNA TOWNSHIP BOARD MEETING MINUTES

7 p.m., Town Hall Unapproved

Present: Jim Dearing, Dale Machovsky, Sr., Dennis Klug, Mark and Julie Grimme, Mark and Holly Bertelson, Dennis and Mari Arfsten, Al Smith, Darrell Dahl, Charlotte Quiggle, Judy Grega, Dick and Cathy Ransom, Sue Carlen, Cindy Ahrens, David Ransom, Sandra and Milt Ransom, Barry Schultz and Town Board: Chairman John Dearing, Supervisor Bill Lieb, Supervisor Ken Jude and Clerk/Treasurer Vi Novotne.

Meeting opened with the Pledge of Allegiance.

With motion by Ken Jude, second by Bill Lieb, the minutes of the September 20, 2005 Town Board Meeting were approved as printed.

With motion by Bill Lieb, second by Ken Jude, the Agenda was approved with the addition of items: Rick Baker and Darrell Dahl.

Requests to be on the Agenda:

1. Mark and Julie Grimme, XXX Isaak Avenue NW, Lot 2, Block 1, FGR Addition, PID 206-035-001020. Request to build a new home and boat house on a bluff at a distance of 20’. Bill made motion to approve construction of a house 13.7’ from the side property line. The closest point for depth to the bluff will be 15’. Septic system will be 5’ from the side lot line and neighbors have approved that request. Approved construction of a boat house providing that it can be constructed within the rules covering a bluff. Ken Jude, second to the motion. Motion approved.

2. Mark and Holly Bertelson, 11469 Lathrop Avenue NW (PID 206-000-053312 and 206-000-064100. Request for land alteration permit. Plans to remove existing home and rebuild a new home. Septic system was updated in 2001. With motion by Ken Jude, second by Bill Lieb, the board approved to allow 99 c/yds of dirt for the walkout.

3. Jim Dearing, Contractor, representing Mike and Cheryl Wurm, 7814 106th Street NW, (PID 206-000-113202, Lot 6, Sugar Lake. Ken Jude presented motion to approve a lot line adjustment to add 18,782 s/f of land purchased from Mol property and add to the Wurm property, Lot 6.

4. Dennis Klug, 7875 Greer Avenue NW (Continued 8/2/05) Request to vacate a portion of Greer Avenue, a dedicated road, and proposes to build a new portion of this road, eliminating the curve of the road and the new road will connect with existing road. Ken Jude presented motion to approve the vacation of Tract A along Greer Avenue. When Tract B is completed, the official vacation will be finalized. Bill Lieb second. Board approved.

5. Darrell Dahl, 7630 106th Street and neighbor, Al Smith. Mr. Dahl asked if holding pond is still to be dug out as town board had agreed. John Dearing responded that this project was still in the plan. Darrell Dahl continued that he is greatly concerned with the clarity of Sugar Lake. He expressed that the pond should not have been built so large, volumes of water are running into the lake and the lake has great amounts of slime. John Dearing responded that the township needs to honor the agreement with Mr. Topfer and the township still intends to dig out the pond basin.

6. Peter J. Yearneau, and John C. Duevel, Gaia Group, a Wastewater Treatment Container System. Presented their container modular waste water system which is an air vacuum system that is most efficient for 50-70 homes. System includes a maintenance contract.

7. City of Annandale Land Use Plan. Public Hearing was held September 27, at Annandale City Hall. Corinna Town Board did not attend the hearing. The Corinna Town Board had forwarded a letter to City of Annandale, by Certified Mail, stating that Corinna no longer wishes to take part in the development of the City’s Land Use Plan. The letter continued that Corinna has a land use plan adopted by Wright County and Corinna Town Board believes that Annandale does not have legal authority to adopt any binding plans for land outside the city limits. The Town Board encourages and is willing to sit down and negotiate an orderly Annexation between the City of Annandale and the Township of Corinna. Sandy Ransom stated that the meeting was attended by at least 70 people, most from Corinna Township. Sandy read her letter at hearing (copy on file) that stated Annandale’s Land Use Plan is too large and it shows no respect for Southside or Corinna’s Land Use Plan. Sandy reported that a city council member said the plan was just for future planning and not annexation. Sandy referred to Minnesota Statutes 462.3535 Subd2 Coordination. A municipality that prepares a community-based comprehensive plan shall coordinate with neighbors both in order to prevent the plan from having an adverse impact on other jurisdictions and to complement the plans of other jurisdictions and must cooperate with the county in its community-based planning. Val Lawler stated this plan for city increases land area from 1600 acres to outside area of 3100 acres. If three homes to acre, this results in 9300 homes. Growth plan for City of Annandale and Maple Lake project 30 homes per year. The City of Annandale’s Land Use Plan is far ahead of the growth plan. Supervisor Ken Jude stated that township needs orderly an annexation. that allows three to five years of tax money, at the original rate, as our money is used to build and maintain roads.

Ken continued that if a property owner wishes to be with the City of Annandale, this property owner petitions to do so and the town board proceeds professionally with the petition. Ken added letters from the property owners to the City Council and Wright County Planning and Zoning should be written and also ask that letter be entered into the records. Supervisor Bill Lieb added that town board did attend the first two meetings with the City of Annandale and at each meeting the Land Use Plan projected additional land. The projected growth over a 20-year period was the 30 housing units per year over 20 years. The 20 year growth does not substantiate the huge area projected on the proposed Land Use Plan. Chairman John Dearing noted that City needs to research how to handle services for this projected growth.

Sandy Ransom stated that the Ransom Family submitted a letter (copy on file) to City of Annandale which requested that farm remain in Corinna Township.

Suggestions made at meeting were that letters should be written to City Council, Commissioners and Planning and Zoning, a town newsletter should provide information regarding the proposed City of Annandale’s Land Use Plan and the newsletter and plan should be placed on website.

8. Dick Baker, Trace Development. Presented Petition for Annexation to the City of Annandale for 80 acres, PID 206-000-294101--40 acres and PID 206-000-294200—40 acres, the Ethelyn Schultz property south of the City Treatment Pond. Mr. Baker stated the land would be developed as homes in the next two years. As the area is completely surrounded by the City of Annandale, the board agreed by motion made by Ken Jude, seconded by Bill Lieb that the petition should not be opposed and Corinna Board will work with the City to work out details of annexation.

9. Barbara Johnson and Judy Grega, property owners on 103rd Street NW. In response to inquiry, John Dearing stated that gravel will be hauled on the road next week. Otto Engineering, that designed the road, failed to forward a DNR application for Wetland Replacement and construction work has been stopped Final work will mostly likely be next spring. As original turn around area land could not be purchased, an alternate site will be near the Brian Grega residence.

Maintenance Men Meeting: Mark Miller and Doug Smith

1. Much road mowing remains to be done.

2. Fill area has been prepared for new township hall.

3. Barbara Scherek, 92nd and Kilbury, telephoned office to report a sloppy paving repair in the ditch spillway and feels the paving should be extended to the culvert. Mark reported after an inspection, that paved extended curb should not be to the culvert.

4. Lawrence Avenue should have serious tree trimming. No parking of boats, etc. should be in the turn around area.

5. Jenkins Road will receive gravel to elevate the road to match the development paved roads.

6. Mark Miller and John Dearing will meet with Contractor Mathiewitz, Buffalo Bituminous and Otto Engineering, Thursday, October 6, 10 a.m. to determine work necessary to complete Isaak Avenue Road Project.

7. Men will attend Fall Maintenance Expo on October 5, at St. Cloud.

Other Items:

1. Town Hall Construction: Bid notice for General Contractor was placed in Annandale Advocate and Maple Lake Messenger for the weeks of September 26 and October 3. Bid opening is 7 p.m., Thursday, October 20, 2005, Town Hall, 9801 Ireland Avenue NW. Bid plans and specifications may be obtained from Town Clerk, 9214 Kilbury Avenue NW, Annandale, (320-274-5179) $50 deposit fee is required and returned if bid received. Bids accepted until 4 p.m., October 20, 2005.

Town Hall Financing. Town Board received a copy of Certificate – Taxes and Taxable Property in Corinna. With motion by Ken Jude, seconded by Bill Lieb, the board approved Resolution 2005-17 Declaring the Official Intent of the Town of Corinna to Reimburse Certain Expenditures from the Proceeds of Bonds to be Issued by the Town.

2. Individual Sewage Treatment Location Correction: Letter, 9/24/05, Barbara Johnson, 11670 103rd Street NW, noted an error on Wenck Evaluation and submitted correct location of house and holding tank. Letter to be mailed to Merle Anderson, Administrative Assistant for Clearwater River Watershed District.

3. Claudia Aronsohn, lake residence at 11012 118th Street NW, letter 9/19/2005. Letter expressed appreciation for Wright County Nuisance Ordinance included in the town letter in response to her noise complaint.

4. Wright County HAVA Planning. A revised Request for Proposal was sent to vendors asking them to rebid HAVA compliant assistive voting machines. First step for counties is to have a work plan. Wright County plans for a presentation to the County Board at a Public Hearing before final submission. Clerk Vi submitted application to participate in the View-Only Access to the Statewide Voter Registration System Pilot. This will enable the clerk to confirm voter registration particularly during absentee voting.

5. Wright County Department of Highways. 2005 Certification of township road mileage will 64.18 miles, the same as reported for 2004.

6. Audit. Rick Borden, Larson and Allen, forwarded completed copies of 2004 Audit.

7. Wright County Township Officer’s Association Quarterly Meeting: Thursday, October 13, 2005 at 8 p.m., Wright County Government Center.

8. Corinna News: Bill Lieb will prepare a newsletter which will give information about the City of Annandale’s Land Use Plan. The newsletter is to be in the mail by October 19.

9. Payment of Claims: Check Nos. 12917-12954 and Electronic Transfers 98-101 for the total amount of $67,440.58 were approved and paid.
