CORINNA TOWNSHIP MEETING MINUTES

7 p.m., Town Hall Unapproved

Present: Hal Biel and contractor, Bruce Prevost, Charlotte Quiggle, Craig Stradtman, John Campbell, and Town Board: Chairman Bill Lieb, Supervisor John Dearing, Supervisor Alan Jude and Clerk/Treasurer Vi Novotne

Minutes of the April 4 Township Meeting were approved with motions by John Dearing and Alan Jude. Minutes of the Special Meeting for Bid Opening were approved with one correction that Fire File Cabinet are $460.00 each with motion by Alan Jude, seconded by Bill Lieb. With motion by John Dearing, seconded by Alan Jude, the agenda was approved with the addition of one item of Judith Feenstra’s request to clean up nearby ravine area.

Requests to be on the Agenda:

1. Hal Biel, 10961 120th Street NW (PID 206-000-052103) and contractor, Bruce Prevost. For new dwelling, request variances for sidelot, lake setback, septic system.. With motion by John Dearing, second Bill Lieb, the board approved the construction of a new dwelling that would be 40’ from the ordinary highwater mark of the lake, a 12’ side lot, an existing pole shed with a 2..8’ sidelot, minor upgrade of sewer with a pre-treatment system and a lot line adjustment as shown on survey that squares up the lot with buildings and lake.

2. John Campbell, 9508 Kramer Avenue NW (Pid 206-000-181402). Wishes to add a second story addition to house that is on an undersized lot, too close to lake and one side lot is 5’.With motion by John Dearing, seconded by Alan Jude, the board approved the 2nd story bedroom addition that would have a 5’ sidelot, 50’ from the ordinary highwater of the lake, on an undersized lot and built on the same footprint as the existing cabin that was removed four years ago. As a holding tank will be serving the cabin, the construction is limited to 50% of the value of the previously existing building. Bill Lieb suggested that Mr. Campbell should contact the township assessor to determine the value of the cabin.

3. Telephone request from Chuck Emme, 11332 Lawrence Avenue PID 206-019-000010. Request to town board that at no additional cost to the property owners, the cartway should receive gravel to fill up the holes along the road. Town board will make a site visit.

4. E-Mail Judith Feenstra, new home on 102nd Street NW. Request for assistance in clearing the west side of lot ravine that contains discarded household items, farm equipment and rolls of rusty barbed wire. John Dearing will make a site visit.

5. Craig Stradtman, owner of Lake Center Bar and Grill, 10480 State Highway 24 NW. With motion by John Dearing, second by Alan Jude, the board approved the liquor license renewal for on sale, off sale and Sunday.

Other Items:

1. Planning and Zoning:

Community Visioning Meetings: Wednesday, April 19, 2006, 6:30 p.m. refreshments and 7 p.m. meeting; Saturday, May 6, 2006, 8:30 a.m. refreshments and 9 a.m. meeting. Post card was mailed to all property owners and website announced the two meetings. .

Township Comprehensive Plan Planning Task Force: First meeting was held April 10. Richard Naaktgeboren was elected chairman and Al Guck as the recorder for the ten-member task force. Future meetings will be May 17, May 30 and the 2nd and 4th Tuesday of each month of June, July and August. In May an official notice of these meetings will be published and placed on the website. Public may attend these meetings.

2. Public Hearing, Wright County Planning Commission, 8 p.m., Thursday, May 11, 2006 7:30 p.m. in County Commissioner’s Board Room at Wright County Government Center in Buffalo to consider amendment to the Wright County Zoning Ordinance:

Section 401 be amended to include the following clarification:

(1) Unless otherwise stated, this Ordinance applies to all areas of Wright County outside of municipalities, including all townships.

Add a new section to the ordinance, entitled 507 More Restrictive Townships. This section shall include several subsections, 507.1 through 507.5 wich describe the proposed procedures and process for administration of County Planning and Zoning in those Townships which adopt official controls related to land use pursuant to Minnesota law.

Town Board will attend the hearing.

3. Topfer’s Sugar Lake Beach, Second Addition Road Vacation. Rescheduled for town board meeting, June 6, 1006.

4. Town Hall:

Construction update: Air conditioning installation and water drainage problem remains to be done. Sidewalk installation is scheduled for next week. Coat racks, flagpole, no smoking and building rules signs are needed.

Picture of hall will be placed on website soon.

Rental Policy: Continued review and discussion.

6. Wright County Planning and Zoning: Forwarded a complaint received for a building code or zoning violation of property at 8364 Highway 24.

7. Wright County Township Officer’s Association Annual Meeting, Thursday, April 6, 2006. Supervisor Bill Lieb was elected as District One Representative. Meeting agenda covered updated Right of Way Ordinance, Signs, Feedlot Report and Proposed Amendment to Wright County Planning and Zoning Ordinance and Hearing, May 11, 2006

8. TH 55 Coalition Meeting, Friday, April 21, 2006. John Dearing plans to attend

As no further business was to come before the board, the meeting adjourned at 9:30 p.m. with motion of Bill Lieb, John Dearing, second.
