Corinna Township Minutes

7 p.m., Town Hall Unapproved

Present: Thomas Dohmen, Floyd and Judy Johnson, Charlotte Quiggle, Sandra Ransom, Cliff Mol; Maintenance, Mark Miller and Town Board: Chairman Bill Lieb, Supervisors Allan Jude and John Dearing and Clerk/Treasurer Vi Novotne.

Minutes were approved as presented with motion by Alan Jude and second by Bill Lieb. With motion by Bill Lieb, seconded by Alan Jude, the agenda was approved with the addition of two items: Pitra Gravel Pit and Mark Miller of Road Maintenance.

Requests to be on the Agenda:

1. Tom Dolmen, 11953 Kramer Ave NW (PID 206-000-053222. Plans to add an addition and loft to cabin. Bill Lieb presented motion to approve a 15x37 addition to the existing cabin on an undersized lot that is 56’ to the ordinary high water mark of the lake. There will be a loft as a bedroom on the second story. Cabin is served by a holding tank and remodeling is held to 50% of the value of the building. Side lots meet the 15’ requirement. Motion was seconded by Alan Jude and motion approved.

2. Floyd Johnson, 11722 90th Street NW, Glendale Bay (PID 206-000-182201). Discuss need for road improvements. Mr. Johnson stated that his driveway is a ¾ mile road that serves his home and cabins. He has added gravel. A 100’ length of the road is lower than the fields on either side and this has created mud problems that made it necessary for him to use an ATV from the county road to his home. Bill Lieb responded that the township still sells gravel to property owners that live on dedicated roads. Mr. Johnson continued that the dead end road is often traveled by those looking for a lake access. John Dearing added that township could erect a “:Dead End” and a “No Lake Access” sign and the road could be built up with gravel. Mark stated that the brush that overhangs the road must be cut before the gravel could be hauled when road restrictions have ended.

3. Mark Miller, Maintenance

Mark stated that a 600’ road area along Kramer Avenue has broken up. Clearing out the old matting would take an excavator one day’s time. Board approved repair project.

At 85th and Griffith, the turn around should be moved to the west and back. Small trees will need to be cut. For about 30 to 40’, the road does not connect. Mark asked that a board member make a site visit.

With motion by John Dearing, second by Alan Jude, the board approved the purchase of a used WRT15 Roller from Swanston for $13,000 or if sold, the 2nd choice would be a new roller for $14,500, which is the State Bid price. Approved.

Mark reported that Mark Kampa of Watershed has notified Corinna that the silt fence is down along 103rd Street. Jerry Schaufler was called to do the repair.

Silt fence needs to be removed along 80th Street. John responded that the contractor has been notified. Mark noted that along 78th Street that the contractor shirred off the silt fencing and another area along the road, stumps remain in the ditch.

Bill Lieb asked that the road area next to the retaining wall should be built up at the Phillip Otto Property at Gulden Avenue.

Other Items:

1. Planning and Zoning Community Visioning Meetings. Two meetings: Wednesday evening, April 19, light refreshments at 6:30 p.m., meeting at 7 p.m. and Saturday morning, May 6, light refreshments at 8:30 a.m., meeting at 9:00 a.m. Post card announcing the meetings will be mailed to all property owners and notice is to be placed on the township website.

2. Township Comprehensive Plan Planning Task Force members: Mike Zieska, Charlotte Quiggle, Dick Naaktgeboren, Chuch Carlson, Barry Schultz, Gary Swearengen, Al Guck, Tim Mol, Sandra Ransom and John Dearing. First meeting is planned for April. Andrew Mack of Community Growth Institute will receive an address listing.

3. Topfer’s Sugar Lake Beach, Second Addition: Former 100th Street Road Vacation Hearing scheduled for April 18 will be rescheduled to June 6 to allow 60 days notice for DNR. John Dearing will contact DNR. Date change will be placed as a legal notice in the official newspapers, mailed to property owners and posted.

4. Requests for Bids (Gravel, Hauling, Mg Chloride, Dustcoating for Roads and Recycling Contract) Bid opening date is April 12, immediately following the Board of Appeal and Equalization Meeting but after 4 p.m. Legal notices were placed in official newspapers and posted. Courtesy copies of the request for bids were mailed to previous year’s bidders.

5. Town Hall. Cliff Mol submitted rental application for use of the hall, April 29.

Rental policy discussion was tabled until next meeting.

6. Township Officers Spring Short Course, March 27. Town board attended. No comment.

7. Great West Metro Humane Society, letter 3/30/06. Letter stated policy in receiving impounded animals from townships that do not currently have an impound contract. Corinna has its own Animal Control Officer and impound facility designated.

8. Wright County Township Officer Annual Trip to the Capitol, Monday, April 3, 2005. No board member attended.

9. Pitra Gravel Pit site inspection will be April 11 at 2:45 p.m.

10. MN DNR Regional Director for Central Region forwarded an Ameregis report and a CD handbook covering topic concerning projected growth and development pressures at the level of cities and townships.

11. Board of Appeal and Equalization will be April 12, 2006, 3 p.m., at town hall.

12. Payment of Claims: Claims covered by Check No. 13186-13138 and EFT 16-19 for a total amount of $141,277.54 were approved and paid.

As no further business was to come before the board, the meeting adjourned at 9:15 p.m. with motion of Alan Jude and Dearing, second.
