TOWNSHIP MEETING MINUTES
Tuesday, August 1, 2006
7 p.m., Town Hall
Present:
Elizabeth Quiggle, Mark Miller, Tim Krebs, Charles Emme and grandson, Andy
Juetten, and Town Board: Chairman Bill Lieb, Supervisors John Dearing and Alan
Jude and Clerk/Treasurer Vi Novotne.
The meeting
opened with the Pledge of Allegiance. The July 18, 2006 minutes were approved as presented by motion
of Alan Jude and John Dearing, second.
With motion by
Alan Jude and John Dearing second, the August 1 agenda was approved with the
following additions: Andrew Juetten, Corinna Comprehensive Plan Map, Town Hall,
and Cindy Ahrens (E-Mail request).
Requests to
be on the Agenda:
1. Tim
Krebs, 6401 80th Street,
PID 206-017-003070. Owns Lots 7, 8, 9. Neighbor
Doug Kempenich owns 8 acres of cropland that he will subdivide 5 acres for a
community sewer system. Property owners have shown interest in a community
sewer system but still wish to know costs. Tim K. plans to work with a sewer
designer and obtain perk tests. John Dearing stated that Doug Kempenich has
been given a “forever” easement for a portion of the road. Tim asked for
information regarding funding, low interest financing and ownership of the
sewer system. Bill Lieb responded that Soil and Water Conservation District has
some funds available. Alan Jude suggested that an attorney should advise Tim K.
as to forming a sewer association. Buard agreed to allow a sewer easement under
the road.
2. Charles
Emme, 11317
Lawrence Ave NW PID
206-019-000010. Wishes to update septic system with a
sealed tank. The Board of Health cannot approve a sealed tank in a
location that would be 40-45’ to Charles Emme’s shallow well. The neighbor is
moving his well. Much discussion. If neighbor would
agree to allow Charles Emme to connect with his well, Alan Jude suggested that
a permanent legal covenant could be filled with the deeds.
3. Market
Retreat Development, Bill Westhoff, owner (telephone request 7/28). Mr.
Westhoff currently has a letter of credit for a 90 day period ending August 31, 2006, covering the cost of
building a township road in the development. Should the letter of credit be
extended even if the 2nd lift of paving is not completed by this date? Board
received a copy of Tom Salkowski’s, P&Z Administrator, letter to Mr.
Westhoff, 7/31/06. Mark
Miller added that road shouldering needs to be done and ditches are not
suitable. Board determined that a site visit will be made.
4. Andrew
Juetten, 10700
Imhoff Ave NW. Has a concern over the number of
dogs that a neighbor owns. John Dearing responded that more than six dogs, a
conditional use permit must be obtained. Mr. Juetten received a copy of the
township dog ordinance.
Mr. Juetten
stated that this spring he cleared out the culvert at Sandy
Lake and the culvet needs to be
cleared again. Mark Miller added that he cleared the culvert twice this spring
and he intends to hire a trapper to remove the beavers. John Dearing asked that
the trapper be hired.
5. Cindy and
Neil Ahrens, 9072 State Highway
24 NW (E-Mail 7/30). Concern for continued recycling pick up and 911 sign
moved during Highway 24 reconstruction. John Dearing stated that MNDOT always
allows property owners in and out access and township maintenance men will be
moving the 911 signs.
6. Maintenance
Men Meeting: Mark Miller, present; Douglas Smith, absent
Mark stated
that township mower damaged the vinyl siding and two holes in window screen at
the Theisen home, 11234 Kramer Ave NW.
An estimated bill has been received. The board determined that after the amount
is verified, the Theisens will be reimbursed.
Marked asked the township board to approve $700 to remove a
cottonwood tree along Lawrence
Avenue that obstructs the
plow when turning around. Mark stated that he will talk to the property
owners. Board approved.
John Dearing
asked that the culvert, Powell property on 103rd
Street, be moved.
Other Items:
1. City of Annandale
letter 7/18/06:
The letter stated that on July 3,
2006, the Annandale City Council received a petition from Doug and
Shirley Triplett and Warren and Elsa Triplett for annexation to the City of Annandale
of 74 acres located just south of Annandale.
The City Council is aware that township denied the petition until an orderly
annexation agreement is in place between the City of Annandale
and Corinna Township.
The City requested a date that would be convenient to meet. The town board
suggested that Wednesday or Thursday, August 9 or 10, at 7 p.m., at the town hall were two possible dates for this
meeting. Clerk was asked to notify Andrew Mack, Community Growth, if either of
these two dates would be convenient.
2. Junk
Amnesty, Saturday, July 29,
2006: Approximately 260 trailor/truck loads were
directed and unloaded by several youth, volunteers and the Sentence to Serve
Crew. When vendor invoices are received, a report will be compiled showing
tonnage and cost.
3. Cedar
Lake Conservation
Club extended an invitation to each board member and spouse to attend their
Annual Meeting Saturday, August 12 at the VFW in Maple
Lake. The board
asked clerk to respond that they appreciated the invitation but no board member
could attend this year.
4. Wright County Assessor (letter 7/17/06).
Forwarded a copy of a Tax Court Petition to Small Claims
Division filed by Scott Lampi alleging error in assessment that classification
is incorrect. Board noted.
5. Public
Hearing on the Wright County
Zoning Ordinance
Amendments for Township Zoning., July 20, 2006. No
comment. The hearing will be continued and no date has been set.
6. Notice of
Termination of Minnesota
Pollution Control Permit coverage for the 80th
Street Project. Chairman signed the
document that will be forwarded to Minnesota Pollution Control.
7. Primary
Election, September 12 and General Election, November 7, 2006. With motion by Alan Jude,
seconded by John Dearing, the board approved the following persons who will
take training and act as judges at the Primary and General Election: Mari
Arfsten, Lorraine Miller, Jan Moynagh, Leland Novotne, Marilyn or Wayne
Dearing, Karen Mol, Nathalie Twardy, Eleanor Partridge, Don Gadow, Andrea Juetten,
Letitia Peterson, Helen Schow-Sheehan, and Judy Holley. Judge list was
approved. Judges will attend training at the City of Annandale City Hall or at
the Buffalo Court House. Clerk will attend Election Strategy Meeting, August 2
at the Court House and training for the AutoMark and M100 on August 7.
8. Use of
Hall during August: Indian Lake Association,
August 12.
Sugar Lake
Association, August 19.
9. Corinna
Township
Comprehensive Planning Map Outline as of 7/25/06. Copy forwarded to the board.
10.
Town Hall: The town
hall will be cleaned twice a month or after a rental at the cost of
$15.00/hour. Bill Lieb stated that his wife has obtained from the Wright
County Historical
Museum photographs of Corinna
Township after the township was
organized in 1860. Pearl is framing
the photographs for placement in the town hall. When information details are
confirmed, the town hall sign will be installed under the canopy near the
flagpole. Area around hall may need to be reseeded.
11. Payment
of Claims. Check Nos. 13369-13411 and Electronic Transfers 32-35 for a
total amount of $81,882.38 were approved for payment.
No further
business to come before the board, the meeting adjourned at 9:30 p.m.
