CORINNA TOWNSHIP MEETING MINUTES

7 p.m., Town Hall

Present: Dana and Dave Lindholm, Pat and Carol Schomaker, Bob Muller, Township Attorney, Tim Young; Jim Dearing, Dick Naaktegeboren and Town Board: Chairman, Bill Lieb, Supervisors John Dearing and Alan Jude and Clerk/Treasurer Vi Novotne.

The meeting opened with the Pledge of Allegiance. The July 5, 2006 minutes were approved as presented by motion of John Dearing and Alan Jude second.

With motion by Alan Jude, second by John Dearing, the July 18, 2006 Agenda was approved with the following additions: James and Sue Nash represented by Jim Dearing; John Geyen, and Permit List.

Requests to be on the Agenda:

1. Pat and Carol Schomaker, 8845 Linn Ave NW (continued from 6/20/06) Request to have road moved on corner of 89th and Linn. Site inspection was made. A previous drawing prepared by Otto and Associates when the road was proposed to be improved, showed the proposed corner at 89th and Linn using approximately 100 s/f of the Schomaker property. Alan Jude stated he would prefer a 11’ radius rather than the 10’ radius shown on the drawing. If the radius were 5 or 6’ longer, there would be difficulty in connecting the ditches on the Schomaker property. The Schomakers will be shown an updated drawing before construction of the curve.

2. Dave and Dana Lindholm, 7958 Irvine, cedar Lake, PID 206-075-00070 (Follow Up to Wright County Board of Adjustment Hearing, July 14, 2006. Bill Lieb presented motion to approve replacement of an existing 12x24 screen porch with a 3-season porch on lower level and add a two-story addition above. The roof line matches the existing house. The new 14x12 deck will be in line with screen porch, 62’ to the lake at closest point, addition 6.7’ to north property line and deck will be 12.5’ to south property line. The parcel is an undersized lot.

3. Bob Muller, property address 9030 64th Street NW. Request for land alteration permit. Approximately 5,000 yards of dirt will be moved. Water trapped at the pond has a 4’ depth. With motion by Bill Lieb, seconded by John Dearing, the board approved Robert Muller’s request for a land alteration as shown on the engineering survey. Mr. Muller added that he is purchasing the Holahan Estate on Clearwater Lake and if and when the road is rebuilt the road should be moved. John Dearing responded that often over a period of time when vehicles travel beyond the driving surface, it creates a different road path.

4. Kevin Blohm and Veda Vargo, 11708 Hollister Ave NW, PID 206-022-002070. Request for a road vacation and site inspection. (Absent)

5. Public Hearing on the Wright County Zoning Ordinance Amendments for Township Zoning, July 20, 2006 at 7:30 at Wright County Courthouse, Tim Young, Township Attorney. Tim Young reported that he had a meeting with Tom Zins, Assistant Wright County Attorney, and Tom Salkowski, Wright County Planning and Zoning Administrator. The Wright County Board does not understand why a township would want to take over their own Planning and Zoning. Tim responded to Tom Salkowski and Tom Zins that the current City of Annandale Land Use Plan which increases the city area at least three times includes a large portion of Corinna Township and that fact is a threat to Corinna Township. A township has the legal authority to provide its own Planning and Zoning. The first reason the township wishes to be responsible for Planning and Zoning was to give the township a greater level of self government and secondly, and most important, based on history of Corinna as a high service government than other townships, Corinna is able to deliver service. We can make a better decision that directs our people’s future than a Wright County Planning Commission and its staff. County may have a hardened view. Corinna Township will have strong statements for its goals, a strategy will define each goal, and a planning process using our own Comprehensive Plan. Corinna Township will offer sound planning. Corinna Township could do a better job than the county and on a more timely basis. Township has the money available to get a job done now and not wait for a budget process. Bill Lieb added that the time frame for presenting ideas to a town board may be shorter. Tim continued that the Task Force and Community Growth are preparing a Land Use Plan that will not be less restrictive than the county. The plan will have better data for actively working with three town board members. County Commissioner Carla Heeter cannot be contacted as she is out of the United States at this time. Alan Jude added that Middleville and Stockholm have Planning and Zoning and Wright County has informed them that they are not following the rules as they should. Task Force Chairman Dick Naaktbegoren’s question as to what had been done poorly was not known. Alan continued that the Corinna Township Board takes things seriously and can offer greater service and will have a competent staff right from the beginning. Alan added that other counties have accepted township’s authority to have own Planning and Zoning. Bill Lieb added that townships in Crow Wing and Alexandria area offer own Planning and Zoning. John Dearing stated that our township has building permits every month where other townships may have none. Tim Young continued that if Corinna Township handles Planning and Zoning in a timely manner, and if Corinna takes a closer look in following Comprehensive Plan than Wright County, we should be successful. We must convince the Wright County Board. Dick Naaktgeboren added that county does not have the resources and in the past, it took two months for a deed to be processed. Tim stated that the Planning Commission makes the recommendation to the County Board. Dick Naaktgeboren as Task Force Chairman and Tim Young as Township Attorney will respond at the hearing July 20.

6. Jim Dearing, contractor, representing James and Sue Nash, 8878 Jasper Ave NW, PID 206-000-222203. Request variances for an addition on a cabin that will be used as a year-around home. The detached garage will be removed. Bill Lieb presented motion to approve an addition to an existing house, 2,429 s/f. The addition will be 62’ from the ordinary high water mark at the closest point. The existing house is 58’ from the ordinary high water mark and 10’ from the southwest property line. For the addition of an extra bedroom, there will be a multi-flow sewer system that will expand the present sewer system. John Dearing seconded the motion. Motion approved.

Other:

1. Junk Amnesty, Saturday, July 29, 8 a.m.-1 p.m. July 14, 2006, the “Corinna News”, the township newsletter, was in the mail to all property owners. The newsletter covered information as to items that may be brought and the surcharges. Clerk will confirm with vendors and Sentence to Serve. The Town Board, Dick Naaktgeboren, 6 or 7 youth, the Maintenance Men and volunteers will also be available to check the loads and help unload trailers and trucks.

2. Art Roemer, property address: 10519 Grunwald Ave NW.(telephone call) Wishes to abandon a portion of a road behind several cabins. A sample petition and road vacation procedure information were mailed.

3. In the matter of Condemnation of Certain Lands for Trunk Highway Purposes, a hearing on petition from property owners along Highway 24 will be September 29, 2006, 1:30 p.m. at Courthouse of Wright County. Board Chairman Bill Lieb signed the document acknowledging receipt of the notice which will be returned to MN Dept of Transportation.

4. Cedar Lake Conservation Club, Bill Westhoff, extended an invitation to the board and their spouse to attend their Annual Meeting, Saturday, August 12 at the VFW in Maple Lake. Refreshments at 5 and Dinner at 6. Town Board is to confirm number attending this event.

5. Ambrose Opatz, 8723 Highway 24 (telephone request). The Opatz plan to build on their lot and wish trucks to enter from the back of the property at the turn around on 91st Street. As the township maintenance men need room for grading and plowing roads and vehicles and other items may not be on the road right of way, a letter will be sent to Mark Kazimer, owner of property at 9762 91st St NW, that a school bus, a car and two trailors must be removed.

6. Building Permits (6/06/06-7/11/06 (25): 5-new homes; 2-sheds; 3-garages, 1-above ground pool, 1-commercial buildings; 1-deck; and 12-septic systems

7. John Geyen, 13000 Hoyer Ave NW (telephone call) His home is not on a township road. He wishes dustcoating for these types of roads to be placed in the town budget. He also expressed that dustcoating that presently is only placed at residential areas should include the entire road. Board members did not comment.

8. New Town Hall: Alan Jude commented that a cleaning service should be regularly scheduled. The new township sign is to be installed under the canopy near the flagpole.
