TOWNSHIP MEETING MINUTES
Wednesday, July 5, 2006
7 p.m., Town Hall
Present:
Charlotte Quiggle, Dave and Dana Lindholm, Donna and Al Pertl, Pat and Bill

The meeting
opened with the Pledge of Allegiance. The June 20 minutes were approved as
presented by motion of John Dearing and Alan Jude.
With motion by
Alan Jude, second by John Dearing, the July 5, 2006 Agenda was approved with
the following additions: Donna Pertl and Jim Powell.
Requests to
be on the agenda:
1. Dave and
Dana Lindholm, 7958 Irvine,
Cedar Lake,
PID 206-075-000070. Variance request for enclosing an
existing deck. With motion by John Dearing, second of Alan Jude, the
board approved the construction of a 12x24 three-season porch and deck of same
size that would be 62’ from the lake at the closest point and 6.7 from the
north property line and a 12x14 deck that would be no closer than the house to
the lake, with a 12.5’ south side lot on an undersized lot.
2. Dan
Hinrichs, 6648 75th Street
NW.( Absent) The township maintenance men have
installed signs at the lake access. Mr. Hinrichs has a concern that the
recently paved road along 75th Street
has badly eroded road shoulders. Board will direct maintenance men with
equipment to reconstruct the road shoulders. Cracksealing for the width of the
black top is also needed for a fairly long paving distance.
3. Donna and
Al Pertl, 11167 Hoyt Avenue
NW. Expressed concern that neighbor, Paula Huber, has an abandoned trailer
on her lot. The Pertls keep the Huber’s lawn mowed. Biggest concern is that two
dead 30’ elm trees and two 60’ willows have branches that lean toward the Pertl
cabin. The Pertls wish the trees and the uninhabited trailer removed. Pat and
Bill Hamlith, neighbors on the other side of the Huber lot also attended this
meeting. The Board directed the clerk to send an ordinance violation letter.
4. Kevin Blohm and Veda Vargo, 11708 Holister Ave NW, PID 206-011-002070.
Request for variance for septic system installation and an addition
to home that is on an undersized lot. Kevin Blohm presented the design
of a septic system for the back side of his lot which is on part of the 16’
driving surface township road which the town maintenance men plow
.
Kevin offered
to purchase footage from a willing neighbor, about 1/3 acre, and requested a
portion of the road be vacated and the road moved. At Alan Jude’s suggestion,
the board agreed to make a site inspection Saturday at 8:30 A. M.
5. Andrew
Mack, Community Growth Institute. Andrew Mackpresented an update of the Planning
Task Force meetings. Jack Russek, Wright County Commissioner, was given an
insight into Corinna’s planning process at the last meeting. At the July 11
meeting, the City Councils of Annandale and Maple
Lake are invited and July 25 other
townships will be invited to attend the task force meeting to listen and give
comments. The task force will host a Community Strategy Workshop that will be a
community informational meeting on August 22nd. The invitation will
be sent to all governmental agencies, the entire community, the school
district, the utilities companies, etc.
The task force
wants strong statements for their goals and strategies for the implementation
process.
The first draft
of Corinna Township Goals and Strategies for the Comprehensive Plan:
Goal:
Ensure that any Corinna Township
land use regulation meets the goals of the Comprehensive Plan and is also
understandable, fairly applied and has a clear process for approval.
Goal:
Work to establish better communication between Corinna
Township and Wright
County, surrounding cities,
townships and other governmental entities.
Goal:
Encourage and work to assure “smart” growth and orderly development within the
community and especially at the developing urban fringe of nearby cities.
Goal:
Protect, preserve and enhance lake water quality and lakeshores.
Goal:
Protect, preserve and work to assure effective treatment of wetlands, wildlife
and other important natural and environmental features.
Goal: Maintain
the existing character and natural landscape of the community.
Goal:
Encourage preservation of productive farm operations.
Goal:
Study & consider measures to create more effective controls for improved
regulation of Gravel Mining Operations in Corinna
Township
Goal:
Study and consider measures to create more effective controls for improved
regulation of Gravel Mining Operations in Corinna
Township.
Two new
Goals:
Enhance the
strength of Corinna Township’s
economy by supporting local business and industry and encouraging the
attraction of quality jobs for the area, strengthen tax base and promote an
increase in new capital for the area.
Study and work to address local needs for sewage treatment of both
existing and future growth and development.
A strategy
defines each goal.
September 18, a
public hearing will be held covering the Comprehensive Plan. The approved plan
will be forwarded to Wright County
for formal comment. At a special meeting, tentatively scheduled as October 20, County
Board approves plan and forwards
options of how planning is to be done and how we can collaborate. A Planning
Commission would be appointed to write ordinances that would be tailored and
tweaked so that township ordinances would be ordinances improved above and
beyond county zoning ordinances. Charlotte Quiggle, task force board member,
stated that Task Force should make planning board membership recommendations.
The township
board reaffirmed their commitment to pursue planning and zoning ror Corinna
Township.
Andrew continued
that the township received the Annandale City Council Meeting Agenda for July 3
which included under new business, a petition for annexation.
Warren
Triplett, 8334 10th St NW,
presented a petition for annexation to City of Annandale,
of 73.5 acres which are immediately contiguous to the City of Annandale.
John Dearing attended this council meeting. John noted that the petition was
presented with no discussion.
Andrew added
that Mark Casey, City Administrator, is aware that township wishes an Orderly
Annexation Agreement that uses state laws and a phase out timetable on taxes
and for the Triplett Annexation, a shared road maintenance agreement. Upon
hearing from City of Annandale, a
letter confirming the need for an annexation agreement and shared road
maintenance agreement for the Triplett Annexation request is to be sent to City
of Annandale. The letter should
also include that City should hold the annexation request until Corinna’s
Comprehensive Plan is in place and then invite township for a discussion for an
Orderly Annexation Agreement.
Andrew stated
that the town board should evaluate the issue of becoming a city. A joint
planning and governing body could cover a two mile boundary of the corporate
city limits. The governing body would decide the timeline for annexation of
land. A Joint Planning and Zoning Board of equal representation would cover all
planning and zoning issues. John Dearing stated he would like a ˝ mile boundary
for the joint governing authority.

Meeting at Middleville Township,
June 27, 2006.
Alan Jude responded that Corinna Town Board attended this meeting. Middleville
Township is “fighting to continue”
with their planning and zoning and Stockholm
is not sure if they can continue.
Good
discussions ended with a proposal of a joint planning and zoning board.
Wright County Planning Commission Ordinance Amendment Hearing, July 20, 2006.
Dick
Naaktgeboren, Chairman, Comprehensive Planning Task Force and Township
Attorney, Tim Young, will represent the township.
6. Jim Powell, 11590 103rd Street, (telephone request). Requests that driveway and culvert be reinstalled so that he can
back up vehicles easier. John Dearing noted that this driveway connects
to another culvert for drainage and cannot be changed. For this 103rd
Road Reconstruction Project, Contractor, Robert Pitzl Enterprises, will start
shaping ditches and other completion work next week and should finish in a week

Amnesty, Saturday, July 29,
2006. Bill Lieb will prepare the draft copy for the
Corinna Newsletter by July 10. Newsletter should be in the mail by the 15th
of July. Clerk will confirm venders and board has a need for volunteers besides
the six youth Mark Miller has contacted. Sentence to Serve Workers will be
available to help unload trailers.
3. Dr. Dave
Deter, DFL Candidte for MN House, 18B. In response to Dr. Deter’s request,
the town board will suggest that he attend the August 15 township board meeting.
He will be available for a discussion after the town meeting has ended.
4. Wright County Township Officers’ Association Quarterly Meeting, July 13, 2006, at Woodland Township Hall. The town board plans to
attend.
5. Minnesota Township Association Officers’ Summer Short Course. Board
received an E-M from Greg Kramber that a Local Board Training Session for Board
of Appeal and Equalization Certification is offered as a Summer Short Course.
Vi Novotne, Clerk/Treaurer will be attending the Election Training Workshop.
6. Payment
of Claims: Board approved claims covered by Check Numbers 13330-13368 and
Electronic Transfers 28-31 for the total amount of $254,403.35. Fuel oil
prepayment check is to be held until Alan Jude makes a comparison price check.
