CORINNA TOWNSHIP MEETING MINUTES

Tuesday, June 20, 2006

7 p.m., Town Hall

Present: John O’Fallon, Charlotte Quiggle, Carol and Pat Schomaker, Bryan Grega, Warren Triplett, and Barry Schultz. All Board members were present.

The meeting opened with the Pledge of Allegiance. The June 6, 2006 Town Board Meeting printed minutes were approved by motion of John Dearing and second, Alan Jude.

With motion by Alan Jude, second by John Dearing, the June 20, 2006 Agenda was approved with the following additions: Request to be on the Agenda: add John O’Fallon. Other Items: add website, MPCA Ltr 6/16 and Wright County Township Officers Association notice. One correction: Task Force Meetings are 2nd and 4th Tuesday of each Month.

Requests to be on the Agenda:

1. Pat and Carol Schomaker, 8845 Linn Ave NW: Request to have road straightened on corner of 89th and Linn. Alan Jude replied that the road should have a curve not a square corner as drivers will never make a square corner. Pat Schomaker was informed that most likely a stop sign would not be enforced. Alan continued that at a time when the road had a paving request and he viewed the road, he could visually remember this corner being an issue. He suggested that rocks be placed along the road to prevent drivers from encroaching onto the Schomaker property. John Dearing and Alan Jude will make a site inspection Wednesday to discuss the correction.

2. Paul Zumbusch, 11056 Guildner Ave NW, Indian Lake PID 206-047-001100.

Absent.

3. Warren Triplett , 8334 10th St NW. Petition for annexation to City of Annandale. PID 206-000-312102, 73.5 acres Petitioners own 100 percent of the property. The land is not being sold for development. Area is not presently served by public sewer facilities. Warren Triplett stated that the Annandale sewer line is to be extended across his property and therefore he is presenting a petition for annexation of his property of 73.5 acres. Alan Jude stated that the Tripletts can grant an easement on their property for the sewer line and the township need not be involved.. John Dearing added that if this land is annexed, Corinna Township would need to meet with the City of Annandale to resolve shared road maintenance. Warren Triplett indicated that he would forward the shared road annexation issue at the City Council Meeting, July 3, 2006.

4. John O’Fallon, 7409 Isaak Ave NW. John O’Fallon stated that the 75th and Isaak sign was knocked down during snowplowing and needs to be replaced. The road corner also had a dead end sign which someone has removed. John Dearing stated that the maintenance men will be directed to install both signs.

5. Barry Schultz, 6047 County Road 5 NW. Commented that he is aware that Annandale Fire Department lost two of its pull tab sales accounts which generate approximately $80,000 to the fire department. The Fire Department may be asking for more money from the township residents.

6. Brian Grega, 11574 103rd Street NW, PID 206-042-000010. Brian intends to rebuild his home which was destroyed by fire in 2003. Health Department has approved the well and a septic system has been designed. Bill Lieb presented motion to approve the reconstruction of a fire damaged house on an undersized lot. The new building will be no closer than the older building or 45’ from the ordinary high-water mark of the lake. The deck will be 13.9’ from neighbor property line. The septic system will be 6’ from the road right of way and 5’ at the closest point of the neighbor. Brian will obtain a statement from the neighbor. The existing garage that is encroaching over the property line will be removed. Motion seconded by John Dearing. Motion carried.

The variance hearing is scheduled for June 30, 2006.

Other Items:

1. Corinna Township Planning and Zoning:

Middleville Township has suggested a counter proposal to the county’s proposal for township planning and zoning. Notice received that an Informational Meeting will be held at Middleville, Tuesday, June 27, 2006, 8 p.m. Stockholm, Silver Creek, SouthSide and Clearwater Townships are also invited. John Dearing plans to attend.

Wright CountyPlanning Commission Ordinance Amendment Hearing is continued to Thursday, July 20, 2006.

Task Force Meetings, 2nd and 4th Tuesday of each month. John noted that the meetings are well attended. Jack Russek, County Commissioner, intends to attend the June 27 meeting.

2. Wright County P&Z written request to follow up on complaint received for property at 8364 Highway 24. John Dearing made a site visit and did not find any evidence of the issues listed in the complaint.

3. Town Hall: Air Conditioning problem has not been corrected. John and Alan will install the flagpole base and the timber frame for the sign. A telephone is to be installed in the main hall. Pearl and Bill Lieb will place in the hall several pictures that has Pearl framed. With motion by John and second by Alan Jude, the board approved the purchase of Wright County Historical Society photographs for a total amount not to exceed $100. Unanimously approved.

4. Wright County Election Officials Meeting, June 21, 2006. Secretary of State’s Office notified Wright County that a grant equaling $3,000 for each precinct that has an Eagle or 3P Precinct Counter or hand counts at the polling place is available. HAVA Grant balance after cost of AVT Equipment would allow $1,095.40 and Eagle Trade-In Allowance of $1,000 would make the township cost as $683.29 for a M100 Precinct Counter. With motion by John Dearing, second by Bill Lieb, the board approved the purchase of a M100 Precinct Counter for $683.29.

With motion by Bill Lieb, seconded by John Dearing, the board approved the purchase of 12 reconditioned portable voting stations and two new handicapped versions for the total cost of $2338.

5. Wright County Auditor/Treasurer, Notice to All Wright County Municipalities and News Media. General Election will be held on Tuesday, November 7, 2006 and offices are listed for the purpose of candidates to file for those offices, July 4 to July 18, 2006. Notice posted.

6. Couri, Macarthur and Rupple, letter June 7, 2006. The firm offered files from 1977 to 1990 in which Radzwill Law Office performed work for Corinna. The files will be inserted into the appropriate township record files.

7. Wright County Human Services Agency, 6/8 and 14/2006 notices. Forwarded list of tobacco retailers and Alcohol Compliance Check History by Community. A compliance check at three businesses in Corinna had alcohol purchase attempts but no sale made. 22 Failing establishments in the county.

8. Building permits: 5/1-6/1, 2006 (12): 2-decks; 2-garages; 1-storage building; 1-shed; 1-2nd floor addition; 1-silo and 4- septic systems.

9. Tony R eger-Borer of 11754 Jarvis Ave NW (Telephone, 6/16/06). Inquiry if town board had more information regarding the sale of the home on the cemetery property. John stated that he received a letter from DOT that offered to sell the 3.5 acres of land to the township. Alan replied that township should buy the land and offer bids to have the house to be removed. Alan Jude presented motion to purchase the land and submit a down payment of $1,000 by July 5. With John’s second, the motion was approved.

10. Summer workshop courses offered by MN Association of Townships, July 10, St. cloud, $35 for pre-registration. No one expressed interest in attending at this time. Bill Lieb noted that one course offered is the required training for the Board of Equalization.

11. Highway 55 Coalition Full Membership Meeting, Friday, June 23, 2006 at Hennepin County Public Works Facility, 9:30-11:30 a.m. John Dearing is the town board representative

12. Next Meeting: As Tuesday, July 4, is a holiday, the board selected Wednesday, July 5 as the new meeting date. Website, posting at township bulletin board and legal notice in Advocate and Maple Lake Messenger will announce the date change.

13. Website: Webmaster is having difficulty updating website. Alan Jude offered to follow up on the problem.

14. Minnesota Polution Control Agency , letter 6/16/06. Notice of intent to adopt proposed rule amendments Governing the Classification and Standards for waters of the State. Written comments on the proposed rule amendments were encouraged.

15. Wright County Township Officers Association Quarterly Meeting, Thursday, July 13, 2006. The board members plan to attend.

16. Cell Phone: 2nd Maintenance man, will use township basic cell phone plan rather than his personal cell phone.
