CORINNA TOWNSHIP
MEETING MINUTES
Tuesday, November
14, 2006
7 p.m., Town Hall
Present: Shirley and
Tom Olson, Pat Burke, Bruce Stuhr, Larry Zimmer, Dan Ledwein, Jim Dearing, Michael Wolfgram,
Township Maintenance: Mark Miller, and Town Board: Chairman Bill Lieb,
Supervisors John Dearing and Alan Jude and Clerk Vi Novotne.
Meeting opened at 7:00
with the Pledge of Allegiance. The October 17, 2006 minutes were
approved as printed with motion by John Dearing and second of Bill Lieb. With motion by
Alan Jude, second of John Dearing, the November
14, 2006 agenda was approved with no changes or additions.
7:00 p.m.
Bid Opening: Purchase and removal of house on 108th
and Highway 24.
No bids were received.
One person inspected the building.
The board decided to ask the fire department if they would
be interested in using the house for a fire training exercise. Alan Jude will check with the Annandale Fire
Department
Requests to be on the Agenda:
1. Bruce Stuhr, contractor representing Jerry Heitkamp,
11440 103rd Street NW,
PID 206-092-000020. Request to
change variance granted to previous property owner to build a garage
24x34. With motion by Alan Jude, second
John Dearing, the board approved variance for a 26x34 garage that would be 20’
from the road right of way.
2. Dan
Ledwein, 9681 102nd Street NW, PID 206-073-001090 and neighbor, Larry Zimmer. Request to vacate 8 ½ feet
from each side of a portion of 102nd Street beginning at the cul de sac to a part of
Lot 4. Lot 9, owned by Dan Ledwein, has a well on the road right of way. Dan Ledwein stated
that he had talked to all the neighbors and all were in favor of abandoning
this portion of the road. Five signed
petitions were received. As a policy,
Supervisor Alan Jude expressed that the board does not grant abandoning a road
right of way but in this circumstance, it makes sense to do so. With motion by Alan Jude, seconded by John
Dearing, the board approved that a Public Hearing will be held at the next town
board meeting, December 5, 2006,
to consider vacating the portion of the public road. A legal notice will be posted at the town
hall, and will be advertised in the two newspapers and all property owners will receive a
letter informing them that as an adjacent property owner within 500 feet, a
property owner has requested a road vacation.
Dan Ledwein was informed that he
will be responsible for the costs to publish the notices, to mail letters to
property owners, and to record the road vacation.
3. James
Dearing, representing David and Sue Nash, 8878 Jasper Ave NW, PID 206-000-222203.
Request for a variance to add a room over a garage
that is a non-conforming structure that is too close to the lake. With motion by Bill Lieb,
Alan Jude second, the board approved variance for a second story above a 26x42
garage which will add approximately 502.5 s/f livable area.
4.. Michael Wolfgram, 8919 Gowan Ave NW.Request
to build a 60x120 pole barn to house his contractor equipment. With motion by
John Dearing, seconded by Alan Jude, the board approved the request for a
Non-Contractor Yard Conditional Use Permit.
John Dearing asked that thistles and ragweed be mowed on his property
this fall.
Maintenance Men Meeting:
Mark Miller, present
1. Discussed adding a fence from the town
hall to road to prevent
snowmobile and four wheeler
traffic.
2. Explored the costs for adding a garage
door and remodeling old town hall
for heavy equipment use. Plan to continue discussion at budget review
meeting.
Other Business:
1. Corinna Township
Comprehensive Plan.. A Public Hearing to Consider the Adoption of
the Comprehensive Plan will be Tuesday,
November 28, 2006 at 7:30 p.m.
at the Corinna
Town Hall. A legal notice will be placed in the two
newspapers and will be posted on the town hall bulletin board and a post card
mailing to all property owners will announce the meeting. County
Commissioner Karla Heeter and Planning and Zoning Administrator Tom Salkowski will also be invited to attend.
2. Wright County Commissioners Meeting with Township Representatives. No date has been announced.
3. Clearwater
River Watershed Public Hearing for Project 806-12, Cedar, Albion,
Swarthout and Hernshaw,
November 8. John Dearing attended
the meeting.
4. Junk
Violation: Steve Leinonen, 11718 Kramer Ave
NW. As cleanup of the
property has not been done, a second letter is to be mailed with a copy of the
Wright County Zoning Ordinance Sections
stating that outdoor storage of inoperative or unlicensed vehicles and piles of
junk are prohibited. The property must
be in compliance within twenty days. If
he fails to bring the property into compliance, township will have no choice
but to refer the case for criminal prosecution.
5. Highway
55 Corridor Coalition Meeting, October 27.
No information received.
6. Annandale
Area Fire Commission Meeting, October 26 Corinna Township representative, Alan Jude stated that they reviewed a
spread sheet containing the proposed 2007 budget and along with the 2007
proposed revenues. Alan stated that he
had some concern with the fire coverage rate of $46 for Corinna
versus the City of Annandale rate
of $64 for 2007.
7. General
Election, November 7, 2006. 1180 voters or 69% of those registered voted.
8. Website.
Webmaster Brian Munsterteiger has problems uploading new information. Internet
Host has indicated that the problem will be resolved.
9. MNDOT –
Candidate Project Solicitation Notice for Federal Transportation Funding. None will be submitted.
10. Wright
County Department of Highways announced Five-Year
Highway Construction and Bridge Improvement
Meeting will be Wednesday, November 15, at 1:00
p.m. at Wright County
Government Center.
11. Wright
County Planning and
Zoning forwarded color copies of current County
Zoning and Land Use Plan The maps use a new format and do not
represent any changes in existing zoning or plans. Board received a copy
12. Property
Owners of 103rd Street NW. John Dearing asked the clerk to notify all
the property owners that dumping of any kind of material is not allowed on the
road right of way or beyond the road to the field/swamp.
13. Payment of
Claims: Claims covered by check
numbers 13517-13577 and electronic transfers 44-49 for the total amount of
$82,180.16 were approved for payment.
