TOWNSHIP MEETING MINUTES
Tuesday, October 17, 2006

Present: Steve
Niklaus, Charlotte Quiggle, Mark and Debra Maas, Ken Braun, Paul Schermer, Joy
Carlson, Marci Segner, Bill Erendt and Town Board: Chairman Bill Lieb, Supervisor
John Dearing and Clerk Vi Novotne. Supervisor Alan Jude,
absent.
Meeting opened
at 7:03, with the Pledge of
Allegiance.
The October 3, 2006 minutes were approved
as written by motion of John Dearing and second by Bill Lieb.
With motion by
Bill Lieb, second of John Dearing, the October
17, 2006 agenda was approved with one addition: Include in Other
Items, Website.
Requests to
be on the Agenda:
1. Annandale
School District 876
Superintendent, Steve Niklaus. R. Niklaus stated that school board is asking
voters to end the existing referendum revenue levies that expire in 2007 and
2010 totaling $457 per student and replace them with a new support levy of $650
per student that would be in place for 7 years and would increase each year by
the rate of inflation. The average referendum revenue per student in Minnesota
is $630 and Annandale School Board wishes to compete with other school
districts. The need is for lower class sizes and increase student achievement.
In 2006, 93% of third grade students tested as “proficient” in reading and 90%
“proficient” in math on state assessments. Referendum covers only the homesite
and 1 acre of agriculture land, residential homestead, and commercial property.
It does not apply to seasonal or agriculture lands or other agricultural
buildings. For market value of property worth $200,000, tax would increase in
2007 by $71. An information sheet was available. Mr. Niklaus added that it take six or seven homes to generate school tax to cover one
student.
2. Mark and
Debra Maas, 11599 Kramer Avenue NW,
Clearwater Lake,
PID 206-121-00010, 206-000-052307 and -061407. With motion by John Dearing,
seconded by William Lieb, the board approved petition for a Conditional Use
Permit to allow 1,026 cu. yds. of fill. The fill will
raise the building site to meet minimum flood plain regulations. A new septic
system was added in 2004 and the well certified in 2002. New cabin will meet
the 75’ required distance to the lake.
3. Ken Braun
and Paul Schermer representing David Larson’s home at 8811 Ingram Ave NW, Cedar
Lake, PID 206-022-000210. With motion by John Dearing, second by William
Lieb, the board approved the variances of a new cabin that would be 54’ from
the ordinary highwater mark of the lake, a garage that would be 53’ from the
center of the road and on an undersized lot.
4. Bill
Erent and Joy Carlson and Marci Segner, real estate agents, representing
property owners along part of Irvine Ave NW. Irvine Avenue NW, between Lot
12, Maple Grove Addition and lot 8, Block 1, Maple Grove Second Addition in
Wright County, Minnesota is a road dedicated to the public in the plat of Maple
Grove Addition.
With motion by
John Dearing, second Bill Lieb, the township board approved the present septic
and drainfield location as currently exists across, on or under Irvine Avenue
NW, Isaak Avenue NW, Lot 3, Block 1, F.G.R. Addition and Lot 8, Block 1, Maple
Grove Second Addition and Lot 12, Maple Grove Addition and allows the continued
use and maintenance of the septic and drainfield . The
township further agrees to complete a vacation proceeding for this Irvine
Avenue NW with the cost of vacating and recording
to be completed at the discretion of the township. Bill Lieb, second. Motion
approved. As Chairman, Bill Lieb signed the “Consent to Encroachment and
Agreement to Vacate document.
Other Items:
1. Corinna Township Comprehensive Plan. Next Task Force Meeting
is Monday, October 23, 7:30 p.m. at
town hall. No public hearing date has been set.
2. Wright
County Commissioners
Meeting with Township Representatives (tabled from 10/3/06 meeting) Chairman Bill Lieb
will attend and represent Corinna Township.
No date for
this meeting has been selected.
3. Clearwater
River Watershed Public Hearing for Project 806-1, Cedar, Albion,
Swarthout and Hernshaw. John Dearing plans to attend the November 8
meeting. Watershed District was notified by letter to cancel assessment on
property 206-077-001110 as the parcel became a road which connects two streets.
4. Township
Property near North Corinna
Cemetery. Deed
has been recorded. Liability Insurance covers the house. The board reviewed and
approved the Township Attorney’s prepared Request for Bids Notice and a
Purchase Agreement.
Bid notice will
be published in the two official township newspapers, posted at town bulletin
board and on the website.
5. Wright
County Township
Officers’ Association Meeting, October
5, 2006. Bill Lieb reported that County
Engineer, Wayne Fingalson, spoke in
favor of the Vote Yes to Transportation Tax as monies will be distributed for
county roads. A report covering the Wright County Compost and Recycling
Facility’s items that are accepted and totals of recycled material and
household hazardous waste tonnage received during 2005 were distributed.
6. Junk
Violation: Steve Leinonen, 11718 Kramer Ave
NW. Violation letter asked that property be cleared by November 6, or 30
days.
7. Highway
55 Corridor Coaltion Meeting rescheduled for Friday, October 27, 2006 at 9:30 a.m. at Hennepin County Medina

8. Annandale
Area Fire Commission Meeting, Thursday, October 26, 7:00 p.m., Annandale Fire Hall. Alan Jude,
representative.
9. Building
Permits (8/17-10/4/06 (18) 1-new home; 1-foundation repair; 2-additions;
1-garage; 4-home alterations and 9-new septic systems.
10. Tuesday, November 14, 2006
is the only November Town
Board Meeting. As the General Election will be the same date as next town
board meeting, November 7, only one meeting will be held during November.
Meeting date change will be published and posted on town bulletin board and
website.
11. General
Election, November 7, Polls will be open 7:00
a.m. to 8:00 p.m. Absentee ballot requests are being
mailed by town clerk. The clerk will be available for absentee voting Saturday,
Nov. 4 10:00-3:00 p.m. and Monday,
Nov. 6 until 5 p.m.
Public Accuracy
Test for Optical Scan Equipment will be performed as soon as ballots
are available. Date will be published.
Pearl Lieb and
Judy Holley are two additional election judges that will help with new
registrations and assist at the Automark.
The clerk as
the Chief Election Official will attend an informational meeting at Court
House, Wednesday, October 25, 2006
at 7 p.m.
12. Website:
Brian Munsterteiger, Website Manager, reported having a problem uploading
changes to the website. Brian’s E-Mail is to be forwarded to Alan Jude for
followup.
13. Ordinance
Changes for Wright County
Board of Adjustment
Review. Bill Lieb distributed copies of the proposed changes that covered
the definition of “new construction” and amend sewer treatment system ordinance
to address “performance” septic system designs being submitted.
14. Traffic
Volume Data Collector. Bill Lieb presented motion to purchase two Peek
JR-RT traffic counters for a total cost of $770.00 plus freight and handling.
John Dearing, seconded the motion. Motion approved.
15. Vacation
Schedule: Mark Miller has presented his vacation days request for the fall
and winter of 2006.
As no further
business was to come before the board, the meeting adjourned at 9:15 p.m.
