TOWNSHIP MEETING MINUTES
Tuesday, September 19, 2006
7 p.m., Town Hall
Present: Arthur
Roemer, Charlotte Quiggle, Joe Nelson, Robert Palmer
and Town Board: Chairman Bill Lieb; Supervisors John Dearing
and Alan Jude and Town Clerk/Treasurer Vi Novotne.
Meeting opened
at 7 p.m. with the Pledge of
Allegiance. The September 5, 2006
minutes were approved as written by motion of John Dearing and Alan Jude,
second.
With motion by
Alan Jude, John Dearing, second, the September
19, 2006 meeting agenda was approved with the following additions:
Steve Johnson. petition to rezone; and County
Board meeting notice.
Requests to
be on the agenda:
1. Arthur Roemer, 10519 Grunewald Ave NW, PID 206-060-000110. Mr.
Roemer presented a petition signed by six property owners to vacate the 33.05
feet of public roadway known as Grunwald Ave NW. Mr. Roemer stated that this
part of the road is a dead end street of 720 feet in a wooded area of primarily
cottonwood trees. Twelve lots, 70' x 123' deep, do not meet the required 20,000
s/f for a
building permit. The vacated land would allow adjoining lots a better
opportunity to obtain building permits or for new buildings or replacement
septic systems. Alan Jude stated that he would not support giving road right of
way back to property owners. The 33' does not help much for each lot. At
present, school bus could not turn around on the remaining 33'. Alan continued
that community sewers need room for pipes and room is needed for telephone
lines. John Dearing added that town maintenance men have plowed the road for
many years. Mr. Roemer asked if property owners could provide an easement for a
turn around. John Dearing and Alan Jude both indicated that an easement is not
possible. Bill Lieb stated he could support this request but the motion would
be defeated two to one. John Dearing stated he would discuss the fact with
Larry Gordon that his house is on the road right of way. Alan proposed that if
33' of land were purchased from a land owner, the entire road could be moved.
Bill Lieb stated that Mr. Roemer's request should be tabled. Alan Jude
presented motion that the board should deny the road vacation request as board
should not give away road right of way. The lots along Grunwald need 20,000' in
order to be buildable lots and board will work with these property owners in
some other way. John, second. Motion approved.
2. Joe
Nelson, 11728 103rd St NW,
PiD 206-042-000090. Plans to
replace the cabin roof and square out cabin on one side by adding a 6'
addition. A new septic system will be
installed. John Dearing presented motion to allow the variances for a cabin
that is 29' to the lake; is 12' from the Northwest property line and is on an
undersized lot. Bill Lieb, second. Motion approved. Mr. Nelson commented that
the reconstruction of 103rd Street
has cleaned up the neighborhood area.
3. Robert
Palmer, 7170 120th St
NW. rescheduled from 9/5/06)
Request for culvert maintenance. Mr. Palmer presented pictures of buildings
and nearby water standing on his land. He stated that for 40 years he did not
have a water problem until the 6’ culvert was replaced with a 3’culvert. Alan
Jude stated the culvert was replaced as a fire truck would crack the original
culvert. John Dearing added that the culvert was replaced at least 12 years ago.
Beavers have plugged the culvert. Mr. Palmer stated that he cleaned the culvert
when brush plugged the culvert in April of this year. John suggested that an
addition to culvert end might be necessary and that Mark Miller, maintenance
man, would investigate the site.
4. Steve
Johnson, PID 206-000-332403 and -332400, Part of SW ¼ of NE ¼, Section 33. Wright County Reponse form for a petition to rezone all lots from
B-2 General Business to I-1 Limited Industry and a Conditional Use Permit for a
metal fabrication shop on Parcel “D”. (Steve Johnson,
absent). No action.
Other Items:
1. Robert
Twardy, 9019 Gowan Ave NW. Between Robert Twardy’s property and Christopher
Reeve’s land, a large field contains thistles and weeds. Requests weed
inspector or township have this field mowed. As the Town Board needs the name
and address of this property owner, this request will be discussed at the next
meeting.
2. Contractor
Yards not allowed in residential districts. Planning and Zoning forwarded a
copy of letter sent to Dean and Rebecah Torgerson, 6410 85th St NW,
that well-drilling and sealing business at residence is not allowed in a
residential district. All vehicles related to business should be stored
elsewhere and when a new location is found for the business, a Conditional Use
Permit will be required to operate from that location.
3. Corinna
Township Primary
Election: 8% voted that were eligible voters.
4. LarsonAllen,
Township Auditor: Pat Krause, auditor, forwarded a representation letter
for town board chairman’s signature . A “draft” copy
of recommendations was also forwarded. Pat Krause requested and received a list
of all road assessments that were forwarded to Wright
County and those assessments that
were paid directly to township in 2005 were earmarked.
5. Wright
County Commissioners
plan meeting with Township representatives. September 12, the County
Board took action to establish a
meeting with one township representative from each Township. Planning and
Zoning Office will provide information on Planning and Zoning procedures. As
response was not needed until October 23, the response was tabled until next
meeting.
6. 89th
Street and Linn
Ave, Pleasant Lake.
John Dearing noted that he has received the engineering plans to correct the
road curve. A copy of the engineering plan will be given to Pat Schomaker to
review.
7. Clearwater
River Watershed Project for Cedar, Albion,
Swartout and Henshaw Lakes.
Board noted that a recent meeting was held for these lake property owners.
The project
includes barriers to control carp, and lowering the phosphorus level in these
lakes.
As no further
business was to come before the board, the meeting was adjourned at 9:15 p.m.
