CORINNA TOWNSHIP MEETING MINUTES

Tuesday, September 5, 2006

7 p.m., Town Hall

Present: Thomas Tart, Charlotte Quiggle, Vicki Grimmer, Mark Miller, Douglas Smith and Town Board: Chairman Bill Lieb, Supervisors John Dearing and Alan Jude and Clerk/Treasurer Vi Novotne.

The meeting opened with the Pledge of Allegiance. The August 15,2006 minutes were approved with no corrections by motion of John Dearing and Alan Jude, second.

With motion by John Dearing, Alan Jude, second, the September 5, 2006 Meeting Agenda was approved without additions.

Requests to be on the agenda:

1. Thomas Tart. 11069 Hollister Ave NW. PID 206-079-001010. Sugar Lake Heights. Plans to build onto his cabin. Bill Lieb presented motion to approve request to build a 20x40 addition with a full basement on an undersized lot at a distance of 73' from the ordinary highwater mark of the lake. The existing cabin is 74' from the ordinary highwater mark of the lake. The addition will be 14.8' from south property line and 14' from the north property line. The proposed multi flow septic system will be 4' from the road right of way. John Dearing seconded the motion. Motion carried.

2. Robert Palmer. 7170 120th Street NW. Addison Bay (Absent)

3. Friends of Maple Lake Library. Vicki Grimmer. Request support for building a City of Maple Lake Library. Vicki Grimmer presented reasons why a local library is needed for a fast growing area of 6,500 residents. With expected continuation of gas price increases, residents will seek facilities within their own community. City of Maple Lake is proposing to build a new city hall with 3,500 square feet of space reserved to house a library. Design input would be from the Great River Regional Library. The new building located in the center of the downtown area would be within walking distance for students and Senior citizens from Maple Manor Apartments. John Dearing presented motion that Corinna Township support the Friends of Maple Lake Library Proposal to build a library for the City of Maple Lake. Motion seconded by Alan Jude. Motion carried.

Maintenance Men Meeting: Mark Miller and Douglas Smith

1. Culvert. Addison Bay. The culvert is an equalizer not a "flow" culvert.

Previously beavers have plugged the culvert. Mark stated that the culvert is now clear and clean.

2. Town Hall. Area is to be reseeded and edging strip placed. Discussed if a snowblower would be needed for the sidewalk areas.

3. Maintenance Building: Discussed residing building and addition of garage door.

4. 103rd Street: Grass areas are in good condition. One of the few items to be done is installing "no dumping" area signs.

5. Road Counts: Maintenance men will be setting up several road traffic counts.

Other Items:

1. Leslie Kreutter. 6868 Inman. (cont'd 8/15/06) After a site visit, the town board determined that space from road right away would not permit the construction of a garage.

2. T and D Development. Greer Avenue New Road. August 18,2006, Planning and Zoning was informed that the new road has been accepted as a town road.

3. Market Retreat Development Road. August 21, 2006, Planning and Zoning was notified that Corinna Township has approved the development road with one condition for some reseeding.

4. Uncut weed and thistles. 8343 Gowan Ave NW.(cont'd 8/15/2006). After second site inspection, weeds and thistles have been mowed.

5. Comprehensive Plan Task Force. Next meeting will be September 7 due to the primary election, September 12. The second meeting for September will be Monday, September 18.

6. Fence on Road Right of Way. 8005 Griffith Ave NW. Owner is in process of removing retaining wall. The split rail fence has been removed. A copy of road right of way and sidelot requirements were mailed to owner.

7. Primary Election. September 12, 2006. Hours: 7 a.m. - 8 p.m , Corinna Town Hall. An accuracy test of the MI00 Optical Scanner will be conducted at 10 a.m., Thursday, September 7, 2006. The Automark, the voting machine which may be used by voters with disabilities, will be available for a demonstration. Absentee Voting: Saturday, 9/9/06, hours 10:00-3:00 p.m. and Monday, 9/11/06 until 5 p.m. Township office at 9214 Kilbury Ave NW will be open for absentee voting.

8. Junk Amnesty Report for 2006. Board received a recap of income, expenses and tonnage report. Letters of appreciation for help given this day were mailed.

9. Town Hall: Pearl Lieb made frames for photographs obtained from the Wright County Historical Society. She will be placing on the town hall walls these photographs depicting Corinna Township people, buildings, or resorts from the late 1900s.

10. Township Assessor, Ken Yager, is making property visits in the Clearwater Lake area during the months of August and September.

11. Wright County Soil and Water Conservation District. As the letter to Brad Paumen of 7750 County Road 37 stating requirements for wetland replacement plan refers to property in Albion Township, the letter was returned to Wright County Soil and Water.

12. Minnesota Fall Maintenance Expo, October 4 and 5. Both maintenance men received approval to attend.

13. Town Hall Rental for September

14. Payment of Claims: Claims covered by check numbers 13412-13466 and

Electronic Transfers 36-39 for $70,256.70 were approved and paid.

As there was no further business to come before the board, the meeting adjourned at 9:15 p.m.
