CORINNA TOWNSHIP MEETING MINUTES

August 7, 2007,

7 p.m., Town Hall                                                                                                         Unapproved

 

 Present:  Charlotte Quiggle, Toby Ironside, Mark Miller and Town Board:  Chairman Alan Jude, Supervisor John Dearing, Supervisor Dick Naaktgeboren and Vi Novotne, Clerk

The meeting opened at 7 p.m. with the Pledge of Allegiance.

With motion by John Dearing, seconded by Dick Naaktgeboren, the minutes of the July 17, 2007 meeting were approved as presented.

With motion by John Dearing, seconded by Dick Naaktgeboren, the agenda for this meeting was approved with three additions:  Other Business:  Junk Violation, 8611 Griffith Avenue NW; Highway 55 Coalition Meeting, HAVA grant for elections.

Copies of the previous meeting minutes and this meeting’s agenda along with a list of the claims to be paid were available for those who attended this meeting.

Other Business:

1.         Planning and Zoning:

            Planning Commission:  Charlotte Quiggle, Chairman, stated that the next meeting is Thursday, August 9.  No agenda has been received or posted by Community Growth Institute.  Meeting will cover a review of septic system inspections language and training for paperwork necessary for permit applications, etc.

2.         103rd Street Road Reconstruction.  John Dearing stated DNR allows a 80’ turnaround and that Fire Chief Haug of Annandale states that a 100’ turnaround is needed on this road. This requirement information will be forwarded to DNR.

3.         Junk Amnesty Day, July 28, 2007.  209 loads were recycled and $7959 in surcharges were received.  When all invoices with tallies are received, the clerk will prepare a comparison recap covering several years.  The Town Board expressed appreciation for the young men, the volunteers and the Sentence to Serve C                                   9

 

 

rew that helped with all the unloading.  Letters stating appreciation for all the hard work will be mailed.

4.         Recycling for Camp Facilities.  No report.

5.         Public Hearing, Thursday, August 23, 2007.Wright County Planning Commission:  Covering Section 724 Sign regulations, Section 302 Definitions and Section 716.4 Table 3. 

Dick Naaktgeboren suggested that township respond after next town board meeting of August 21, as Corinna Planning Commission is continuing its review of signs as part of its meeting on August 9.  Board agreed.

6.         Dennis Langhoff, 11673 Gulden Ave NW, PID 206-085-000090. (continued from July 17, 2007 meeting)  The town board’s decision, after a site visit July 24, 2007, was that from the side lot, Mr. Langhoff would be no closer than 9’ and the house would be placed in same footprint with adjustments accordingly.

7.         Elton and Gloria Schuette for cabin at 11341 Hollister Ave NW, PID 206-056-004100  (continued from July 17, 2007 township board meeting).  The supervisors made a site visit.  With a motion by Dick Naaktgeboren, seconded by John Dearing, the board approved that the rebuilt cabin would be on an undersized lot, too close to the lake at 38.3 feet, the existing porch to remain at 3 ½’ to west side lot and 6 ½’ to the south side lot.  A new holding tank and well are to be installed.  The proposed garage and new dwelling will be under the 15 % rule and a road vacation hearing may be held, August 21, for the 34’x20’ portion of the township road (Hollister Avenue). 

Road Vacation Hearing, Tuesday, August 21, 2007, 7 p.m., at the regular meeting of the township board for portion of Hollister Avenue, 34’x20’ that lies between Lot 16, Block 4, Maple Villa and Lot 6, Block 1, Maple Villa Addition No. 1.

8.         Junk Violation:  8838 78th Street NW.  John Dearing made a driveby site visit and noted that the garbage had been removed and the lawn mowed.

9.         Junk Violation: 9167 Kilbury Ave NW.  Email complaint received that it is time to clean up this property.    The property has a yard of junk, several vehicles, trailers and furniture.  Junk Violation Letter will be mailed to the property owner that the property must be cleaned up in 30 days.

10.       Junk Violation:  8111 Griffith Ave NW.  Telephone complaint received from a Mink Lake resident that this property owner has been absent for several months and has left sacks of garbage that animals have scattered around the property.  The yard also has an old refrigerator, bags of aluminum cans and a tarp.  Junk Violation Letter will be mailed to the property owner that the property must be cleaned up in 30 days.

11.       Junk Violation:  8611 Griffith Ave NW.  Telephone complaint received of the condition of the property.  The yard has not been mowed and the length of the grass and weeds make for a messy yard.  Junk Violation Letter will be mailed to the property owner that the property must be cleaned up in 30 days.

12.       Local Board Training Session in Meeker County, August 9, 5:30 p.m., Meeker County Courthouse.   John Dearing offered to attend.

13.       Cedar Lake Conservation Club invitation to township supervisors to attend Annual Dinner and Meeting, August 11, VFW, Maple Lake, and Visioning Session, August 25, Corinna Town Hall.  John Dearing indicated that he could attend the Visioning Session, August 25.

14.       Building Permits:  6/9-7/18/2007 (19):  4-new homes; 2-garages; 1-boathouse; 2-additions; 2-decks; 8-sewer systems.

16.       HAVA Grant for Elections:  Wright County has notified townships that grant funds are available for precincts who wish to upgrade their buildings for voter accessibility.  Township would submit applications on behalf of township and County Purchasing Agent will assist to provide contact information for local vendors.  Suggestion was made for the installation of an automatic door opener.  Discussion will be continued at next town meeting.     

17.       Highway 55 Corridor Coalition Meeting, Friday, August 17, 2007, 9:30 a.m., at Hennepin County, Medina Facility Training  Room.

18.       Audit for 2006.  Clerk was instructed to call the accountants, LarsonAllen, and ask why the printed report of the audit for 2006 has not been received.  All payment requests have been paid.  

19.       Mark Miller, Maintenance:  Mark is to provide at least two grader tire quotations by the 1st meeting of September.

20.       Township land and nearby cemetery at 108th St.   Town Board will make a site visit at the cemetery and land Tuesday, August 14, 2007 at 3:30 p.m.  to view land and discuss improvements to cemetery.

21.       Payment of Claims:  With motion by John Dearing, second by Alan Jude, the board approved  payment of claims covered by Check Nos. 13912-13925, 13950-13984, Electronic Transfers 33-36, for a total amount of $78,831.63.  Check No. 13981 is void.

 

As there was no further business to come before the board, the meeting adjourned at 10:30 p.m.  Motion by John Dearing, second by Alan Jude.
