CORINNA TOWNSHIP MEETING MINUTES
Tuesday, December 18, 2007
7 p.m., Town Hall Unapproved
Present: Sgt Joe Hagerty, Dave Wagner and Town Board: Chairman Alan Jude, Supervisor John Dearing, Supervisor Dick Naaktgeboren and Clerk/Treasurer Vi Novotne.
The meeting opened at 7 p.m. with the Pledge of Allegiance.
With motion by John Dearing, seconded by Dick Naaktgeboren, the minutes for the meeting of December 4, 2007 were approved as printed.
With motion by John Dearing and second of Alan Jude, the agenda was approved for this meeting of December 18, 2007 with the changes: Request to be on Agenda: Cancel Kenneth Paumen, and add Sgt Joe Hagerty of the Wright County Sheriff’s Department and add request to have nearby cemetery plowed before the holidays. Other Business: Add correspondence from Community Growth and Attorney Tiede, Local-49 Audit and payment of claims.
Requests:
1. CANCELLED Kenneth Paumen, 6590 112th St NW, Request for Conditional Use Permit for a business at his property.
2. Sgt Joe Hagerty, Wright County Sheriff’s Department. Sgt Hagerty stated that the Wright County Sheriff’s Office currently provides contract law enforcement services to 13 of the 16 cities in Wright County. Townships who desire services above the base level of law enforcement such as maintaining a jail, investigating recreational vehicle accidents, recovering drowning victims, and executing various types of civil process may contract for additional law enforcement. Population and businesses particularly those that are open 24 hours a day are two criteria to justify a contract. A contract can satisfy the desire for greater officer visibility and allow more time to devote to prevention measures. There does not appear to be any “hot spots” in the township. Sgt Hagerty suggested considering the township’s population of 2500 with no large developments planned and no 24-hour businesses that the township could use patrol service of 4 hours daily including week ends at a cost of $54 per hour which includes prosecution costs. Alan Jude stated that board’s concern is with traffic and speed and the need to be proactive. Sgt Hagerty continued that Corinna Township averages a little more than 1,000 calls per year with the type of service calls such as alarm, harassment, fire, medical, animal complaint, house check, suspicious incident and 194 for traffic calls such as speeding, DWI, careless driving and no insurance and 55 motor vehicle crashes. The Wright County Sheriff’s staff of 137 deputies can be mobilized quickly to cover flood, tornado and other emergency situations. Sgt Hagerty offered to come to township annual meeting to discuss law enforcement. He will forward a sample contract.
3. Dale Fieldseth, 6544 Cy Rd 6 (not present): Asked if possible that nearby cemetery be plowed before the holidays. Board agreed to this one- time plowing.
Other Business:
1. Corinna Township Planning and Zoning: Corinna Township Planner sent:
12/11/07, letter listing items being sent to Planning and Zoning. These items and final version of all plans and ordinances were delivered by certified mail.
12/11/07, letter to Wright County Board of Commissioners stating the Process and Procedures for Administering Corinna Township Land Use Controls, specifically the shoreland provisions. The Township has adopted Wright County specific shoreland controls, which guarantees that township regulations are consistent with and as restrictive. Letter also stated that the township’s intent is to move forward and administer these regulations locally and seeks to avoid a confusing double-permitting regime for parcels outside of the shoreland areas. Letter requested notification within the next 30 days of any concerns with township administration procedures.
12/12/07, letter to Tom Salkowski, Wright County P&Z Administrator, requested a copy of current zoning map, applicable official overlay maps and a method for township to acquire property records for parcels within Corinna Township.
The township has requested and has been placed on the January 15, 2008 Wright County Board regular meeting agenda at 9 a.m.
Peter Tiede, Attorney at Law, for Corinna Township: Letter 12/10/07 to town board explained billing enclosed copy of letter, 12/10/07, to John Baker, Attorney for Wright County P&Z. This letter revealed the status of township in that Mr. Tiede attended town board meeting of 12/4/07 and Town Board has pushed back its anticipated commencement of zoning for one month to February; Mr. Marohn and Mr. Tiede remain ready and willing to meet with or without elected officials to discuss the process; requested information was sent to Mr. Salkowski; Township Planner is submitting to the county a summary of township’s zoning process for review and approval by county board pursuant to Minnesota shoreland rules; and letter included a copy of agreement that was put together with Sherburne County
Corinna Township Planning Commission Meeting,
Thursday, December 13, 2007.
Dick Naaktgeboren, commission member, reported that the members discussed the Danielson Annexation request; the request for Corinna Township to be on Wright County Board regular meeting agenda, January 15, the Township Planner to mail information and procedure for administering ordinances specifically shoreland ordinances to Wright County P&Z and the delay of one more month to commence planning and zoning. Dick stated the frustration that happens when township submits at least twelve meeting dates to the commissioners and no meeting happens.
Dave Wagner, property owner present at this town meeting and previous meetings, stated that he is frustrated with “no action”.
Building Inspector Position. Town Board and two members from Planning Commission conducted interviews, Tuesday, December 18, 2007, 12:30 p.m. Applicants were: Scott Qualle, Loren Kohnen, John Griebler, Harold Leonard and Fred Patch. The interviews were conducted with criteria of seven similar questions and responses scored to give township officials an objective system to rank and compare prospective candidates with no obligation to select the individual with the highest score. Dick Naaktgeboren presented motion to use the services of Loren Kohnen of Metro West Inspector Services of Loretto. John Dearing, second. Motion was unanimously approved. Township Planner will notify each candidate of the selection.
Corinna Township Planning Commission Members: With
motion by John Dearing, Dick Naaktgeboren, second, the board approved the
appointment of Charlotte Quiggle, Chuck
Carlson, Steve Huff, Bill Lieb, Larry Smith and Alternate Barry Schultz to
serve on the Township Planning Commission for one additional year.
2. Allen and Gloria Schuette, 11141 Hollister Ave NW,
(Continued).
3. City of Annandale, Ross Danielson Rolling Ridge Acres petition for annexation into the City of Annandale. Board discussed the city’s need for an utility easement for a sanitary sewer forcemain for the wastewater treatment improvement and how the property owners should be notified of the city’s proposed annexation. The easement is confined to the west part of the Outlot A of Danielson’s Rolling Ridge Acres. The property has a PUD attached to it which allowed Mr. Danielson to develop two extra lots. The PUD’s purpose was to preserve productive agricultural land. John Dearing offered to meet with one property owner and Alan Jude will forward a letter to City Administrator that town board has no problem with the annexation with the exception that property has a PUD and consideration should be given to the residents. Mark Casey, City of Annandale Administrator is to prepare the Joint Resolution for Annexation which should include a proposal of payment in lieu of taxes.
4. Audit for 2007. Board reviewed the Schlenner, Wenner and Company proposal to furnish audit services. Dick Naaktgeboren presented motion to hire Schlenner Wenner and Company to prepare audited financial statements based on a three year contract at $7300. Alan Jude, second. Motion was approved. John Dearing offered to contact the firm. LarsonAllen will forward related working papers for the fiscal year ending December 31, 2006 to Schlenner, Wenner and Company.
5. Filing Notice: The Township of Corinna will hold its annual meeting and election on Tuesday, March 11, 2008 at the Corinna Town Hall. Candidates may file at the Clerk’s home Wednesday, January 2 to January 15, 2008, 5 p.m. Filing fee is $2. This notice was posted at the town hall and legal notices published in the Maple Lake Messenger and Annandale Advocate.
6. Hwy 55 Corridor Coalition Meeting, Friday, December 14, 2007. No report.
7. Permits issued 10/30-11/27/07 (10): 1-sgl family dwelling; 1-storage building; 2-dwelling additions; and 6-septic systems.
8. Next Town Board Meeting: As January 1 is the first Tuesday of January and is an official holiday, the town board will meet Tuesday, January 8, 2008. Notice is posted and legal notices placed in the Maple Lake Messenger and Annandale Advocate the weeks of December 17& 24.
9. Wright County Township Officers Ass’n Quarterly Meeting, Wednesday, January 9, 2008: Speaker: Chuck Marohn, Corinna Township Planner for Planning and Zoning, will give update on County and Township.
10. Operating Engineers-Local 49 Audit: Received request for fringe benefit audit to certify that Health and Welfare Benefit rate ties in with wages. Audit to be at town hall office January 15.
11, Union of Operating Engineers-Local 49: Announced increase to benefit at no cost: An Accidental Death and Dismemberment Benefit and Health Service Discount Program.
Maintenance Men will be forwarded a copy of this announcement.
12. Thank You! Brad and Sharon Bouska E-Mailed a thank you to Town Board and Knife River for a beautiful Highway 24, a gravel pit that is closed and field reclaimed and for a huge job done.;
12. Payment of Claim: With motion by John Dearing, Dick Naaktgeboren, second, the board approved payment of Check Numbers 14172 and 14173 and EFT 53-07 for a total of $249.86
13. With motion by Dick Naaktgeboren, second by John Dearing,
the meeting adjourned at 9:15 to continue review of budget for 2007.
