CORINNA TOWNSHIP MEETING MINUTES     

Tuesday, March 20, 2007       7 p.m., Town Hall             Unapproved

Present: Charlotte Quiggle; Lois and Bruce Holmboe; Kerry Saxton and Karl Hammers, Wright County Soil and Water Conservation and Town Board: Chairman Alan Jude, Supervisor John Dearing, Supervisor Richard Naaktgeboren and Town Clerk/Treasurer Vi Novotne

The meeting opened at 7 p.m. with the Pledge of Allegiance.

Newly elected supervisors Richard Naaktgeboren and Alan Jude took Oath of Office to support the Constitution of the United States and State of Minnesota and faithfully, for and on behalf of the Citizens of Corinna.

With motion by John Dearing, seconded by Alan Jude, the minutes of the previous meeting of March 6, 2007 were approved as presented.

The agenda for this meeting with the addition of three items: signature cards for bank, Township Officer's Association meeting notice and City of Annandale Public Works Wellhead Protection Program were approved. Motions, Richard Naaktgeboren and Alan Jude.

Requests to be on the agenda:   

1.         Wright Soil and Water Conservation District. Kerry Saxton and Karl Hammers. Kerry Saxton stated that the Minnesota Land Cover Classification Survey, developed by the DNR, has been conducted in most of the counties in the 7-county metro area. A Level 3 Survey was conducted at Sugar Lake. The survey provides land cover information needed for planning and zoning development. The survey provides a standard system that could be shared and understood among land managing agencies. The survey is accomplished by remote sensory devices, partial field investigation, and aerial photos which note vegetation types and assign codes. The survey reveals density of houses and commercial and industrial use, roads and open spaces and where high quality natural sites are and those needing protection and those areas that need restoration. A bid would obtain Ecologist Consultations. The cost range is $30-$40,000 and with Corinna's many lake areas, the cost could be less. Grants are available for about 50% of the cost and the county could help which could make the maximum cost of $10,000 for Corinna.  An inquiry is being presented to Corinna as the township is in process of acquiring planning and zoning. The time frame would be about a year to complete and a firm time cannot be made as it depends on the areas and the amount of field work that may be needed. One downfall could be that by the time the whole county has the survey, changes in resources happen. The board indicated they would give thought and consideration for the survey.

 

            2.         Bruce and Lois Holmboe. lake residence: 12325 Hart Ave NW. Lois Holmboe stated that at their lake rights area next to Kurt Larson, at the north end of Sugar Lake, the township removed a tree that was on their property and a fence is to be removed along the roadway. John Dearing confirmed the items were on the road right of way as he made a site visit and measured the tree's distance as 13 ½’ from the middle of the road and the fence should be moved back 3' or moved to behind the tree that was removed. The tree and the fence are obstacles when the road is plowed. The Holmboe's added that the fence was needed to keep fishermen from going across their property to the lake.

 

Other Business:

1.   Planning and Zoning Administration.  John Dearing announced the Planning Commission members willing to serve were:  Bill Lieb, Charlotte Quiggle, Steve Huff, Chuck Carlson, Dave Chumley and as alternate, Barry Schultz. The 1, 2 and 3 year terms are to be determined.  Term limit would be nine years. The monthly meetings could be the second week of each month. Dick Naaktgeboren presented motion make these appointments. Motion seconded by John Dearing, and motion approved. Charlotte Quiggle inquired if Commission members could take advantage of Government Training Services June workshop that offers specific Land Use Planning both basic and advanced. John offered to consult with Community Growth for Planning Commission meeting dates, compensation for meetings, site visits, mileage , and the value of workshop training and liability insurance.

Board members discussed the Minnesota Township Association's proposal for Public Officials' Liability Coverage endorsement for Planning and Zoning.

2.      Public Hearing: Wright County Planning Commission. Thursday, April 12. 2007, 8 p.m.

Hearing Topic: Review and Recommend to the County Board of Commissioners the adoption of the "Northeast Quadrant Land Use Plan" for Wright County.  After a copy of the Land Use Plan has been received, the board will discuss this item.

3.      Wright County Dept of Highways. letter 3/15/07- Grade Crossing Safety Program. The board noted township's two railroad crossings are safe and one was recently improved.

4.      Maintenance Building Remodeling: Concrete inside the remodeled portion of maintenance building and the apron needs to be removed and new concrete poured. At least two bids will be obtained.

5.       CenterPoint Energy sent notification of natural gas main installations for State Highway 24 from Annandale to Clearwater starting April 30. 2007.

6.      2007 Spring Weight Restrictions went into effect on highways Sunday. March 11. Notice is posted at town hall and shop.

7.      Recycling Containers:   Rescheduled for 4/3/07 meeting.

8.      Building Permits (l/10-2/26/07) 10: 3-new homes; 2-garages; 1-addition; and 4-septic systems.

9.       34th Annual Spring Short Course. St. CIoud, Monday, March 26, 2007. John Dearing and Vi Novotne will attend.

10. Wright County Township Officers Association Annual Trip to Capitol. Thursday. March 22, 2007.

11.   2007 Local Board of Appeal and Equalization is Thursday, April 12, 3 p.m. at town hall.

12. Township Officers' Association Meeting. April 5, 8 p.m. Wright County Government                     Center.  Annual Meeting.

            13. City of Annandale Wel1head Protection Program. Information from city public works       was not received. Item carried to next meeting.

14. Bids: Legal notices covering bids for gravel, hauling of gravel and dustcoating will be         published in the two township newspapers for two weeks.  Bids will be opened after the     Board of Appeal, April 12, after 4 p.m.

15. An Employee Information Meeting will be held at the next town board meeting.

As no further business was to be covered, John presented motion to adjourn at 10:15 p.m. Second by Dick Naaktgeboren.  Motion carried.
