TOWNSHIP MEETING MINUTES

The meeting opened promptly at 7 p.m. with the Pledge of Allegiance. With motion by John
Dearing, seconded by Alan Jude
the minutes were approved as presented.
With motion by John Dearing,
seconded by Bill Lieb, the agenda
was approved as presented.

Maintenance Men Meeting:
Mark Miller
1. Discussed
maintenance building remodeling progress.
2. Heavy
snowfall and the plowing meant heavy use of fuel.
3. Discussed
need and type of additional recycling containers. Alan Jude
will locate
a vendor.
Other Items:
1. Wright
Soil and Water District interest in conducting a Minnesota
Land Cover Classification System
Survey in Corinna
Township. Terry Saxton of the Soil and Water
District will be asked to make a presentation at the next township meeting, March 20, 2007.
2. Planning
and Zoning Administration: Board
reviewed Community Growth Administration Proposal that provides direct permitting for Corinna
Township property owners, routine office hours at town hall to locally serve
property owners, attendance at all Planning Commission meetings and requested
town board meetings; full professional staff reports for each Planning
Commission meeting and Council meeting; routine zoning functions; and a web
site entitled Corinna Planning for zoning information, on-line permits and
contact information. Based on service demand of 50-80 permits per year, the
anticipated total cost to township would be approximately $32,500 for services
for a year. Start up on May 1 would
anticipate a cost of $24,000 for remainder of the year. A breakdown of the costs was also
forwarded.from Community Growth stated there were a number of ways to balance
costs with services to track and bill for time and their experienced planning
department can work with the township to find a level of service that satisfies
the township priorities. Bill Lieb noted that the township would possibly
require Network Level 3 assistance. The
board noted that most of the anticipated cost is reflected in the 2007 and 2008
Planning and Zoning Budget. Township
Association insurance offers a Planning and Zoning package at a yearly rate or
$250. Mr. Marohn of Community Growth
Institute will make a presentation at the Annual Meeting.
3. 2006
Reconstruction of 103rd
Street.
John reported that Environmental Services are working to acquire
additional wetland.
4. Township
Annual Meeting, Tuesday,
March 13, 2007 beginning at 8:15
p.m
Voting hours are from 10 A.M. to 8 P. M.
Board received a copy of the Annual Meeting Brochure and the budget
comparisons for 2006, 2007 and 2008 for both General and Road and Bridge Funds.
“Corinna News” was in the mail March 3. The newsletter announced that at the Annual
Meeting, the supervisors will report on project activities completed in 2006
and planned for 2007, proposed budget for 2008 and Township Planning and
Zoning.
5. Maple Lake Fire Commission Meeting, February 27, 2007. John reported that a budget of $154,000
was approved at this commission meeting and that township property owner fire
dues for 2007 will be $40 for each of the 855 parcels. The City of Maple Lake Fire Contract budget increased
from $33,000 to $38,000. With board
approval, Chairman Bill Lieb signed
the fire contract for 2007. Maple Lake
Fire Commission is considering a fire assessment covering each parcel with a
building. John
Dearing is reviewing the garage-house parcels on the
assessment list.
6. Annandale Area Fire Commission: Mark Casey, Annandale City Administrator forwarded the
2008 proposed budget. Fair Haven Township will no longer be a part of the
Annandale Fire Commission. City of Annandale will cover this
township’s share for 2007. In order
to build a reserve for upcoming vehicle replacement and a new communication
system, the 2008 proposed budget has $25,000 allocated for capital
purchases. Corinna Township
per unit fire assessment will be $48.50 for 2008.
7. Bass Lake property owner. John Dearing informed the board members that a Bass Lake
area property owner may need a road to his parcel if it is divided into three
lots.
8. Wright County Township
Officers’ Association Annual Trip to the Capitol is Thursday, March 22, 2007, 9-11 a.m. RSVP Karen McDougall, Rockford Township,
763-477-5484, will coordinate groups.
9. Township Government Square
One. New DVD is available to
purposefully educate students, residents and legislators about the township
form of government. (DVD on file).
10. Township
Officers Spring Short Course, March 19-April 6, 2007 St. Cloud presentation is scheduled for
Monday, March 26, 2007. Registration is
on site beginning at 8 a.m.,
$35 per person.
11. 2007 Local
Board of Appeal and Equalization is Thursday, April 12, 3 p.m. at the town hall.
12. Payment of
Claims: Check numbers 13709-13747
and Electronic Transfers 11-14 for the total amount of $34,480.71 were approved
for payment.
With no further business to come before the board, the
meeting adjourned at 9:15 p.m.
