CORINNA TOWNSHIP MEETING MINUTES

Present:  John Ironside, Charlotte Quiggle, Jim Wurm and Town Board:  Chairman Alan Jude; Supervisor John Dearing and Supervisor Richard Naaktgeboren and Clerk/Treasurer Vi Novotne

The meeting was opened at 7 p.m. with the Pledge of Allegiance.

With motion by John Dearing, seconded by Richard Naaktgeboren, the minutes for the meeting of November 6 were approved as printed.

With motion by Dick Naaktgeboren and second of John Dearing, the agenda was approved for this meeting of November 20, 2007 with the changes: Requests:  cancel Kevin Blohm;  add John Ironside.  Other Business:  Add Township Signing Program; Ken Yager, Site Inspection, Audit 2006 and Minimum Road Maintenance.

 

Request:

1.         John Ironside, parcel address: 9919 120th St NW, PID 206-000-042100, Parcels 32, 33 and 34.  Request to divide parcel.  The surveyors sketch indicated that 150’ of the land is in Clearwater  Township.   For the Corinna Township portion would be three lots. The 150’ lots are adjacent to the road and one access would serve  two of the lots.  Building space could be 75’ from the lakeshore.  A final survey copy will be forwarded to Corinna Township files.  With motion by John Dearing, seconded by Richard Naaktgeboren, the board approved the preliminary plot on Bass Lake as presented on the surveyor’s sketch. 

 

Other Business:

1.         Corinna Township Planning and Zoning.  A meeting with Peter Tiede, legal counsel, Chuck Marohn, Corinna Township Planning Administrator and Town Board is being arranged for a date after Thanksgiving.  Opening date for Corinna Township Planning and Zoning is January 1, 2007.

            Next Planning Commission Meeting is the second Thursday of December:  December 13, 2007, at 7 p.m., Town Hall. 

            Corinna Township Planning Commission Meeting and Public Hearing, November 8, 2007.  Hearing was on two issues – the adoption of a Township Subdivision Ordinance and the adoption of the International Building Code.  The meeting provided several comments and suggestions for amendments.  The Planning Commission voted unanimously to recommend adoption of the revised Subdivision Ordinance and to send the ordinance to the Town Board for approval.  The Minnesota Building Code hearing, which was also open to the public, offered only the change that township would hire its own Certified Building Official to conduct inspections and Township would have authority to terminate a Building Official if they were not providing satisfactory service or enforcing the code.  The Planning Commission voted unanimously to recommend adoption of the International Building Code and to send this ordinance to the Town Board for approval.

            The Corinna Town Board discussed the two ordinances and approved the following:

            A.        Resolution 2007-4 Adopting Corinna Township Ordinance 2007-2 Adopting a Subdivision Ordinance.  Motion by Richard Naaktgeboren, second by John Dearing.  Unanimously approved.

            B.         Resolution 2007-5 Resolution Ordering Adoption of Summary of Amendments to Ordinance 2007-2 an Ordinance Adopting a Subdivision Ordinance.  Motion by Richard Naaktgeboren, second of John Dearing and was unanimously approved.

            C.        Resolution 2007-6 Resolution Adopting Corinna Township Ordinance 2007-3, An Ordinance Adopting the Minnesota State Building Code.  Motion by Richard Naaktgeboren, second by John Dearing and unanimously approved.

            D.        Resolution 2007-7 Resolution ordering Adoption of Summary of Amendments to Ordinance 2007-3 An Ordinance Adopting the Minnesota State Building Code.   Motion by Richard Naaktgeboren, second of John Dearing and unanimously approved.

            Within 20 days, legal notices of the two ordinances will be published in the town newspapers of the Annandale Advocate and the Maple Lake Messenger.  A printed copy of the Ordinances will be available for inspection by any person at the office of the Town Clerk, the office of the County Recorder, in the County Law Library, at the Buffalo Public Library and will be available on-line for downloading at www.corinnaplanning.info.

2.         Township Land and Cemetery at 108th Street.  Nearby landowner is agreeable to the cemetery boundary change.

3.         Elton and Gloria Schuette, 11141 Hollister Ave NW. (continued) Request for road vacation and a perpetual use easement.  Town Attorney Tim Young has stated that the Schuettes and Rammes have agreed to the easement language.    Town Board reviewed Mr. Young’s correspondence, letter from attorney representing Peter Ramme and draft copy of the easement deed and deed of appurtenance easement. Tim Young will order the survey of the existing right-of-way and an additional right-of-way for the turn around. Mark Miller, Town Maintenance, will advise where the turnaround should be placed.

4.         Kadabra Development.  Tom Salkowski, Wright County Planning and Zoning Administrator, responded to our recent letter that even though the development road has not been accepted by the township, a road performance bond is on file from the developer and his contractor.  The standard practice has always been to allow development to proceed in plats as long as there is a valid bond or letter of credit on file until the Town Board accepts the road.

5.         Annandale Youth First.  Letter expressed a thank you for donation to Annandale Youth First.  The picture collage showing activities was posted on the town bulletin board.  The 2006-2007 Annual report was placed on file.

6.         Permits;  September 11-October 24, 2007   (21):  5-new homes; 2-storage buildings; 1-commercial building; 2-garages; 2-decks; 1-shoreline fill; 7-septic permits and 1-application verification.

7.         Township Signing Program.  Wright County was one of the six counties selected for the second round of Township Sign Replacement Program.  County Engineer will attend a meeting in December to discuss responsibilities of the county in sponsoring the townships for this program.

8.         City of Annandale.  Mark Casey, City Administrator, stated in his letter, November 15, 2007, that the Annandale-Maple Lake Wastewater Commission is in need of an easement for a force main for the new Wastewater Treatment Plant across Mr. Danielson’s property that abuts the City limits on the north edge of the city.  Ross Danielson, owner of 27.2 acres in Outlot A, Danielsons Rolling Ridge Acres, East of Annandale. has submitted a petition to be annexed into the City of Annandale.   John Dearing stated that when the town board agreed to the plat, the agreement referred to it as a PUD Development, which is housing in a cluster with open space.  Clerk was asked to contact County P&Z if the area does have such an agreement.  Chairman Alan Jude will contact Mr. Casey.

9.         Ken Yager, Township Assessor.  Mr. Yager has informed the township that work is done in Corinna and now will follow up on permits and plats.  Town Board was not aware of any particular parcels to have assessments checked.

10.       Knife River Gravel Pit Site Inspection, Highway 24 and County Road 39.  November 20, the Town Board made a site inspection of the Knife River Gravel Pit/Black Top Plant.  The site looked clean of debris and pollutants.  The Board has asked that the operation be closed this fall and the farm land reclaimed.

11.       Audit for 2006.  The final report was received Monday, November 19.  The report letter noted a material accounting weakness, a code reclassification change and a need for capital funds to be combined.  The Audit Report stated that the township financial statement presents fairly in all material respects the cash balances of Corinna Township as of 12/31/06 and the revenues received and expenditures it paid for the year.  The township prepares the financial statement as prescribed by the State Auditor rather than U. S. Accounting principles generally accepted.

John Dearing intends to contact the auditing firm as to why the township received an audit report several months late.

12.       Minimum Maintenance Roads:  Letter 11/19/07, Town Attorney Tim Young stated that minimum maintenance roads apply only to “the road or road segment which is used only occasionally or intermittently for passenger and commercial travel.”  The town board has the discretion to prioritize and make decisions on the level of maintenance that particular roads receive based on how much money is available, based upon how much time is available, based upon how much maintenance worker time is available, based upon the levels of traffic any road receives, etc.  The town board is to allocate its resources in a manner that the board, in its discretion, believes is appropriate.

13.       Gravel:  Knife River Resources Company had gravel available beyond the needs of reconstructing Highway 24.  Knife River offered to sell a quantity of gravel to the township rather than have the expense of hauling this gravel to another location.  The township purchased the gravel at a considerable savings which was less than this year’s gravel bid and the hauling distance was short.

With no further business to come before the board, Dick presented motion to adjourn at 10:45 p.m.  With John Dearing’s second to motion, the meeting adjourned.
