CORINNA TOWNSHIP MEETING MINUTES
September 4, 2007
Tuesday, 7 p.m., Town Hall Unapproved
Present: Charlotte
Quiggle, Jason Kalles, Ken Paumen, Mark Miller-Maintenance and Town Board: Chairman Alan Jude, Supervisor John Dearing,
Supervisor Dick Naaktgeboren and Clerk/ Treasurer Vi Novotne.
The meeting opened at 7 p.m. with the Pledge of Allegiance.
With motion by Dick Naaktgeboren, seconded by John Dearing, the minutes of the August 21, 2007 meeting were approved as presented.
With motion by Dick Naaktgeboren, seconded by John Dearing, the agenda was approved as presented.
Copies of the previous meeting minutes and this meeting’s agenda were available for those attending this meeting.
Requests to be on the Agenda:
1. Maintenance Men Meeting: Mark Miller, present; Doug Smith, absent
A.
Maintenance Expo, St. Cloud, October 3 and October 4. Approved both men to attend two days.
B.
Bids for Six Tires
Wingfoot: Good Year Tires, with sealant, less casing credit for $7138.70
Royal Tires: With $200 for each old tire discount for $5778.00.
With motion by Dick Naaktgeboren, seconded by John Dearing, the board
approved the purchase from Royal Tire at $5778.
C. Camp Friendship Project: Remove trees, cut tar, build catch basin, ditches and add culvert. Mark presented estimates from Mares Excavation and Mid-Minnesota.
With motion by Dick Naaktgeboren, seconded by John Dearing, the board approved the ditch project at a cost of $7,000, a bit more or less.
D. 103rd Street Road Reconstruction. Further construction work will begin Monday, September 10, 2007.
2. Jason Kalles, for property at 10171 Ireland: Request to open a gravel pit on 80 acres and 150’ from an old pit. Plans are to haul out 300,000 yards of gravel of about 20,000 yards a year for his needs and no specific township project. Charlotte Quiggle, Planning Commission Chairman, stated that Corinna Ordinance is specific that mining can only be for a specific project and temporary not on going. Alan stated that board would need removal time schedule and reclamation plans. Alan stated that the town board would make a site visit this coming week.
3. Ken Paumen, 6590 112th Street. Request for Conditional Use Permit for a home business.
Mr. Paumen stated that the light metal manufacturing business would include one part-time man. All work is accomplished inside the building. Truck hauling is at two a week as an average. Property owners in the surrounding area would need to be notified. Mr. Paumen indicated he would return in November to pursue this permit.
4. Veda Vargo-Kevin Bluhm, property at 11708 Hollister Ave NW (telephone request) (Continued from township meeting 1/19/07). Has land surveyed and needs lot line adjustment. Request for a site visit. Discussion. Alan stated that the board would arrange for a site visit.
Charlotte Quiggle, Planning Commission Chairman, stated that she intends to attend site visits along with the town board.
Other Business:
1. Corinna Township Planning and Zoning: August 23, Tom Salkowski, Administrator for Wright County Planning and Zoning, was mailed a letter with enclosures of the Resolution 07-03 adopting Corinna Township Comprehensive Plan and Policy 07-01 covering Intergovernmental Communication and statement that Corinna Township has a target date of October 15, 2007 to begin its Planning and Zoning. Chuck Marohn of Community Growth, Charlotte Quiggle of Corinna Planning Commission or the Town Board have received a response from Mr. Salkowski.

2. Elton and Gloria Schuette, portion of Hollister Road Vacation. Variance hearing is scheduled for Friday, September 7, 2007 with Wright County. If building permit is allowed, an easement for a turnaround and a perpetual use easement for neighbor, Peter Ramme are to be prepared.
3. 103rd Street Road reconstruction. After the Wright County Soil and Water Conservation District Technical Evaluation Panel Meeting, August 27, 2007, the township will now continue with the road reconstruction on Monday, September 10.
4. Junk Violations: As properties have not been cleaned up, a second letter will be mailed to violators that in 20 days if property is not in compliance, the case will be forwarded to appropriate agency for criminal prosecution. A copy of relevant Wright County Zoning Ordinance sections were enclosed.

5. HAVA grant for Elections. Board reviewed the grant application. As the application deadline is September 12, 2007, the board noted that time does not allow to obtain a bid for the automatic door opener and installation.
6. Audit for 2006. As of 9/4/07, an audit report has not been received. John Dearing offered to contact Rick Borden of LarsenAllen.
7. Craig Johnson, 9363 67th Street (continued from 8/21/07). John Dearing made a site visit. John stated that due to the closeness of homes in the area, target practice in the property owner’s backyard would not be permitted.
8. Robert Dahl, 6829 Ingram ave NW (continued from 8/21/07) Road washout problem in front of driveway. Town Board will make a site visit next Tuesday.
9. Township Land and Nearby Cemetery at 108th Street. Land survey has not been received.
10. Lee and Marilyn Carlson, 8601 State Highway 25 NW (telephone request). Asked for assistance as a neighbor’s land contributes to a water runoff problem. A board member will make a visit to property.
11. No parking on township road: Planning Commission will consider this policy at a later date.
12. Clearwater River Watershed District 8/27/07 notice: Posted 8/31/07.
Farmers who are willing to leave a buffer of untilled soybean stubble over winter along drainage ditches, streams, or other bodies of water in the Cedar Lake drainage area, should contact Administrator Merle Anderson of the Clearwater River Watershed District. He can be reached at (320) 202-0554 or at merleanderson@cloudnet.com. Incentive payment is $50 per acre.
13. Community Growth CGI Technologies. Notice received of a new service that would provide serviced web hosting beginning January 2008. Discussion. Alan noted that present township webmaster is unable to update township website as specific information must be provided to the host server. A “status key” is to be installed.

15. Payment of Claims: Claims covered by Check Nos. 13986-14030 and Electronic Transfers 37-40 for a total amount of $28,549.87 were approved for payment.
As there was no further business to come before the board, Dick Naaktgeboren presented motion to adjourn. John Dearing seconded the motion and meeting adjourned at 10:30 p.m.
