CORINNA TOWNSHIP MEETING MINUTES                                              Unapproved

Present: Mike Strzyzkewski, Charlotte Quiggle, Scott Enfield, Paul
Scherber, Alan Jude and Town Board: Chairman John Dearing, Supervisor Dick                                                      
Naaktgeboren, Supervisor Chuck Carlson and Clerk/Treasurer Vi Novotne
Meeting opened at 7 p.m. with the Pledge of Allegiance.
With motion by Chuck Carlson and second by Dick Naaktgeboren, the meeting minutes of March 18, 2008 were approved as printed.
With motion by Dick Naaktgeboren and second by Chuck Carlson, the agenda for this meeting of April I was approved with one addition: Wright County Commissioner/ Township Board Meeting date.


Requests to be on the Agenda:
1.         Mike StyrzyzkewskL property owner in Mink Lake Area. Vacant house at 8038
Griffith Ave NW has broken windows, open doors, abandoned for some time and sheriff department investigated house last fall. Wishes to have the house boarded up as many residents with children live in the neighborhood. One other house nearby is in very bad condition and yard is filled with junk. John Dearing offered to investigate the houses, determine addresses, property owner names and contact Sheriff.
2.         Scott Enfield, 11620 103rd Street NW, Clearwater Lake, PID 206-042-000040,
and Paul Schermer, contractor representative. Request variances to replace existing dwelling with one that would be a two-story walkout basement. Scott Enfield will move well that will be 50' from neighbor's well. Dick Naaktgboren presented motion to approve variances of too close to lake at 60' and an undersized lot. Mr. Enfield will update his sewer and will make sure he meets the flood plain elevation requirement. John Dearing, second. Motion carried.
3.         Federated Coop, Inc, Jim Scherber, representative, PID 206-000-332402 and
-332401.  Request for rezoning portion of property and Conditional Use Permit to expand storage business and construction of a building for cold storage for trucks. A house has been removed from property.  Discussed entrance road use when Highway 55 is widened. With motion by Dick Naaktgeboren, seconded by Chuck Carlson, the board approved the request to rezone the property from Ag General Ag to General Commercial; request for a Conditional USE Permit for construction of a building for vehicle storage; and approved request to combine the parcels to have one parcel identification number.

1.  Corinna Township Planning and Zoning Commission Meeting, Thursday, April 10
Agenda: Training: Permitting and Public Hearing.
2. Corinna Township Planning and Zoning: Commissioner Carla Heeter has
confirmed that a Wright County Commissioner and Town Board closed meeting. will be held at the Corinna Town Hall, Monday, April 14, 2008 at 7 p.m.
3. Northwest Quadrant Comprehensive Plan.
Aggregate Meeting #2, Thursday, April 3, 1 :30 p.m., Government Center
Natural Resources/Water Quality Meeting #2, Monday, April 7, 1 :30 p.m., Government Center.   No announcements have been made for the Annandale and Maple Lake Transition District Committees.
4.         Road Maintenance Agreement with City of Annandale. 3/19/08 Town Board
letter to City of Annandale asking to discuss our expectations for an Orderly Annexation Agreement that would include shared road maintenance.  3/20/08 letter, City Administrator Mark Casey stated that request will be included in the April 7, 2008 City Council agenda. Mark Casey will contact township after the council meeting.
5.         Request for MNDOT reimbursement for Road Maintenance Expense during Highway 24 Reconstruction.  3/19/2008, township submitted request. Tony Hughes, District Soils Engineers has noted that township may wait 4-6 weeks for payment.
6.         Schuette Easements. 11341 Hollister Ave NW.   3/31/08 Town Attorney, Tim
Young, reported that the Schuettes have requested a change in the easement and he will notify township when Schuette attorney responds.
7.         Kevin Blohm. 11708 Hollister Ave NW. 3/31/08 Kevin Blohm forwarded
Easement Deed for new right-of-way. Dick Naaktgeboren presented motion for Resolution 2008-08 Calling for a Public Hearing for Tuesday, May 6, 2008, 7 p.m. to consider vacating the portion of the public road.  Chuck Carlson, second to the motion.  Motion carried.
Legal notice will be posted, published in the Annandale Advocate and Maple Lake Messenger and mailed to property owners within 500' of the proposed vacated road.
8.         Gravel Tax Distribution. John Dearing stated that Wright County gravel tax settlement total does not match his information. He will continue to locate documentation.
9.         Schlenner Wenner and Co . Township Auditor. Audit is to be presented at an April Town Board Meeting.
10.       Township Officers 2008 Spring Short Course. March 24 at St. Cloud. John
Dearing and Chuck Carlson attended.  John Dearing reported that the presentation regarding Ethanol Plants in Minnesota revealed that 17 ethanol plants operate in Minnesota and five additional plants are under construction. Feedlot Setbacks and Rules and Regulations were presented.
11.       Corinna Township Park Fees. Chuck Marohn, Township Planner, will be
requested to obtain a Park Fee report that would indicate how much was generated and where the funds were spent.
12.       Community Growth Options: Application is being prepared for Corinna
Township to be one of the ten communities to participate in the project offered by McKnight Foundation/1 000 Friends of Minnesota.
13.       Gravel. Hauling and Dustcoating Bids. Town Board set bid opening date for
Tuesday, May 6, 2008 at 8:30 p.m. Legal notices will be published, and notices posted.
14.       Wright County Township Association Annual Meeting, Thursday, April 3, 1008,
7:30 p.m.  All town board members plan to attend. Township Officers Annual Trip to the Capitol is Thursday, April 17, 2008. Legislators have been notified of the planned visit.
15.       Local Board of Appeal and Equalization:  Thursday. April 10. beginning at 3
p.m. at the town hall.  Changes for errors and omissions shall be the focus of the review.  Persons wishing to make an appointment are to call the clerk or the assessor, Ken Yager at 963-6219.  3/27/08 letter, Gregory Kramber, Wright County Assessor, reported his office is aware of continued deterioration of market conditions.   
16.        Highway 55 Corridor Coalition Meeting: Tentatively set for Friday, April 18, at 9:30 a.m. at Hennepin County Medina Office.

19.       Wright County Mitigation Planning Survey. E-mail 3/28/08.  Board reviewed Status Report and request to submit survey. The town board noted that the survey form applies to individuals and township cannot answer for individuals.  Forwarded information to Stephen Berg, Coordinator, Emergency Management.
20.     International League of Cities.  Board did not wish to be listed in the Directory.
21.         Payment of Claims:  Board approved claims covered by Check Nos. 14299-1435 and Electronic Transfers 16-19 for a total amount of $39,847.68.
No further business to come before the board, the meeting adjourned at 10: 15 p.m.
