CORINNA TOWNSHIP MEETING MINUTES
Tuesday, April 15, 2008
7 p.m., Town Hall Unapproved
Present: Charlotte Quiggle, Larry Gordon, Mr. and Mrs. Tom Lampi, Melvin Dykhuizen and Town Board: Chairman John Dearing, Supervisor Richard Naaktgeboren, Supervisor Chuck Carlson and Clerk/Treasurer Vi Novotne.
Meeting opened at 7 p.m. with the Pledge of Allegiance.
With motion by Dick Naaktgeboren that minutes Item #3 be corrected: Federated Coop request was for Ag Gen Ag to I-1 Industrial and Township approved rezoning as I-1 Commercial. Second, Chuck Carlson. Motion carried.
Motion by Dick Naaktgeboren, second by John Dearing, the agenda for this meeting of April 15 was approved with one addition: Wright County Commissioners, Administrator and Town Board are to meet in approximately four weeks. Motion carried.
Requests to be on the Agenda:
1. Tom Lampi, 64th Street NW. Request to erect a billboard on a 23-acre parcel that is used for parking. Tom Lampi stated that he had met with the town board almost two years ago and was rejected as the property had a stipulation that billboards could not be placed on the land. Wright County Planning and Zoning had advised him at that time to wait until newsign regulations were approved. Mr. Lampi presented town board with Wright County Ordinance 724.4 Billboards. Mr.Lampi indicated that he will meet the requirements if he placed the sign on the NW side of the parcel that contains his buildings. Supervisor Chuck Carlson responded that in August of 2007, Corinna Township’s approved the Corinna Comprehensive Plan and billboards are prohibited. John Dearing stated that Highway 55 Corridor has requirements. Discussion covered the placement of signs that could be 96 s/f and 15’ in heighth. Chuck stated that township copied the state statute covering signs as Wright County requirements were in need of updating. Tom Lampi requested that a copy of the township ordinance be mailed. (sign request is to be rescheduled).
Other Business:
1. Corinna Township P&Z Commission Meeting, Thursday, April 10, 2008.
Dick Naaktgeboren and Charlotte Quiggle commented that due to the snowstorm, Chuck Marohn, township planner, was unable to continue the drive to Annandale. The commission group reviewed the permitting process, and alternative shoreland management tools for local governments. The next meeting the commission will discuss septic system requirements. The April 10 meeting included a discussion of the anticipated Monday meeting, April 14, of the Town Board and the Wright County Commissioners.
2. Corinna Township Planning and Zoning:
Wright County Commissioners and Town Board Meeting, April 14, 2008. Dick Naaktgeboren reported that town board was pleased that the commissioners are willing to talk with us and work towards a compromise. Commissioners felt the fact sheet available at the Township Annual Meeting was just propaganda. As Tom Salkowski has stated that his planning and zoning office has more knowledge and experience than Community Growth and its planners, Chuck Marohn, township planner, has requested Wright County Planning and Zoning to forward information for all staff that work in the P&Z office as to salary, job description, education and training background, and previous work experience. As County Board had indicated that Stockholm Township was near acceptance of a Wright County proposal for partnership on their local land use program and discussions with Middleville are promising, the planner has also requested documentation of Wright County’s discussions and negotiations with Stockholm and Middleville Township on their local land use programs. Dick commented that how can Corinna Township prove that township is competent in providing planning and zoning without being allowed to try. Dick ended his report that Commissioners and Town Board are willing to work towards a compromise. The Commissioners, Administrator and Town Board will meet again in four weeks. John noted that County had issued only 13 permits for the month. Dick expressed the hope that property owners read the website---www. communitygrowth.com/corinnatownship—to read correspondence and meetings information.
Murnane and Brandt, ltr 4/9/08 stated that township laws authorize insurance endorsement for planning and zoning. Town Board reviewed the township current insurance endorsement with schedule of costs and percentage of insurance coverage.
3. NW Quadrant Comprehensive Plan Meetings:
Natural Resources/Water Quality Meeting, April 7. Charlotte Quiggle reported that the DNR speaker explained lake typography and how lakes are formed. Wright County Park speaker identified the parks of Wright County.
Aggregate Meeting, April 3. Charlotte reported that a DNR geologist spoke. The committee has environmental and gravel concerns.
No Annandale or Maple Lake Transition Committee meetings are scheduled.
4. Orderly Annexation Agreement with City of Annandale. Annandale City Administrator, Mark Casey, has responded that Annandale City Council appointed Brennen McAlpin and Bill McNellis as representatives to meet with the township. Board suggested that a reply suggest meeting date of May 6 at 5:30 p.m. at the town hall. Alternate date could be Thursday, May 8, at 5:30 p.m. at the town hall.
5. Schuette Easement, 11341 Hollister Ave NW. Township Attorney, Tim Young, has reported that the Schuettes have a parking concern. Mr. Young stated that he will keep the board informed.
6. Kevin Blohm, 11708 Hollister Ave NW. Public Hearing for Road Vacation, Tuesday, May 6, 2008, 7 p.m. Three property owners have telephoned for further information, and one property will forward a letter that he has a septic system and part of a building on the road right-of-way.
7. Gravel Tax Distribution: John has not received the requested information.
8. Schlenner Wenner and Co., Township Auditor. No update
9. Gravel, Hauling and Dustcoating Bids. Bid opening, May 6, 2008, at the regularly scheduled board meeting after 8:30 P.M.
10. Wright County Township Association Annual Meeting, April 3, 2008. All board members attended. Dick reported that the featured speaker from County Narcotics Division, MEADA, reported that the new drug of choice is from the home medicine cabinet - cold/cough syrup. The sign improvement/replacement program is on hold because of funding. A manufacturer representative presented a new asphalt resurfacing method.
Township Officers Annual Trip to the Capitol, Thursday, April 17, 2008. Legislators haved been notified of the planned visit.
11. Local Board of Appeal and Equalization, April 10, 2008. No comment.
12. Highway 55 Corridor Coalition Meeting, April 18, 2008, 9:30 a.m. at Hennepin County Medina Office. John Dearing plans to attend. Agenda and minutes of previous meeting are on file.
13. Agreement by and between Corinna Township and Union of Operating Engineers, Local No. 49. Union Representative Deadrick is to present a draft of the proposed agreement at the May 6 Town Board Meeting.
14. Tax Forfeited Properties. Wright County Auditor/Treas. Office forwarded a list of forfeited lands due to nonpayment of taxes. After a review of the list, Dick Naaktgeboren presented motion as Resolution 2008-10 that the board approve sale of parcels 206-000-241401; 206-000-342201 and 206-017-000010 at a public auction. Second by Chuck Carlson. Motion to approve was unanimous.
15. State Road Salt order form: Township places order through the County.
16. Junk Amnesty, July 29, 2008. Board reviewed proposals and accepted:
J. R. Appliance, recycle appliances
Waste Management, recycle electronics and other waste.
Greenman Technologies have not forwarded a quote for tires.
17. Admin. Minnesota, 3/31/08 letter to Cooperative Purchasing Members. The cooperative program has grown and is becoming more successful. An announcement of fees will be in June.
18. Permits: 3/24/-3/.31/08 (3) 2-reroof and 1-finish basement.
19. Brian Munsterteiger, webmaster. Letter mailed 4/3/08 expressed appreciation for the time and effort extended setting up and maintaining the website for several years. Due to a web maintenance password problem his volunteer service had to be dropped.
20. Junk Violations:
Milo Vail, 8008 Griffith Ave NW. Letter 4/7/08 Remove junk from property in 30 days or by May 8, 2008.
Tawny Gage, 8038 Griffith Ave NW. House on property should be demolished or removed. John Dearing contacted the sheriff and the owner. The owner promised to demolish the house in two weeks.
Dave Chumley, 9530 Ingram Ave NW. Send letter that a Conditional Use Permit must be obtained for operating as a body shop, sand blasting and painting business in a residential area.
Steve Leinonen, 11718 Kramer Ave NW. Send letter that complaint received of the piles of junk in yard.
21. Earth Day 2008 - Free Television Collection Event. Tuesday, April 22, Wright County household residents may bring televisions for free recycling to Wright County Compost and Recycling Facility, 505 County Road 37 NE. Notice placed on town bulletin board.
22. 2007 Township Road Mileage Certification and Annual Status Report, Wright County Highway Department. Report due no later than 4/23/08. No additional roads will be added but maintenance will be asked to confirm township roads on county map.
23. 1st Quarter Financial Report. Each board member reviewed the General and Road/Bridge Budget and the actual income and expenses for 1st quarter. Fuel expense will exceed budget.
24. Jerome Schauf, 8908 Griffith Ave NW. 4/4/08, Mr. Schauf called that when he had land surveyed, the road’s cul de sac appears to be on his property. John has made site visit the road will need to be moved, trees cleared and dirt added for a culvert.
With no further business to be covered, Chuck Carlson’s motion, seconded by John Dearing, the meeting adjourned at 9:45 p.m.
