CORINNA TOWNSHIP MEETING MINUTES
Tuesday, February 19, 2008
7 p.m., Town Hall Unapproved
Present: Dave Wagner, Mona Steinhaus, Ken Yager, Marlene Wurm, Jim Wurm, Chuck Carlson and Charlotte Quiggle and Town Board: Chairman Alan Jude, Supervisor John Dearing, Clerk/Treasurer Vi Novotne. Absent: Supervisor Richard Naaktgeboren.
The meeting opened at 7 p.m. with the Pledge of Allegiance
With motion by John Dearing, seconded by Alan Jude, the minutes of the previous meeting, February 6, 2008, were approved as presented.
With motion by John Dearing, seconded by Alan Jude, the agenda was approved with the following additions: Other Business: Corinna Township Planning Commission recommendation to approve Adoption of Comprehensive Plan dated June, 2007 and Land Use Ordinance 2007-1; Correspondence: Ltr Attorney Peter Tiede, 2/14/08; Ltr Tom Salkowski, 2/7/08; Ltr Charles Marohn, 2/11/08; Telephone Request, CGI, add #14, Use of Town Hall; add #15, Town Road Maintenance Reimbursement; and add #16, Sheriff Patrol.
Requests to be on the Agenda:
1. Ken Yager, Township Assessor; Ken reported that in 2007, township had 39 home and cabin sales. Sales in 2006 were 42 and in 2005, 52. Sales value ratio for 2007 was at 93.07% which fits into the state requirement of 90-105%. Farm sales are flat. Five home/cabin sales as of this date in 2008. Sales review area this year will be in the south and west part of the township.
Other Business:
A. Corinna Township Planning and Zoning Commission Meeting, February 14, 2008. Chuck Carlson, Planning Commission, reported no one had questions or further comments at the hearings for the Comprehensive Plan and Land Use and Shoreland Ordinance as the hearings were just a formality which allowed publishing legal notices in the newspaper. Commission recommends Town Board approval.
John Dearing presented motion as Resolution 2008-2 that Town Board Adopt the Comprehensive Plan, dated June, 2007, as the official comprehensive plan for Corinna Township. Motion was seconded by Alan Jude. Motion was unanimously approved
John Dearing presented motion as Resolution 2008-3 that Town Board approve the Corinna Township Land Use Ordinance 2007-1. Second by Alan Jude. The motion was unanimously approved.
With motion by John Dearing, second of Alan Jude, the board unanimously approved Resolution 2008-4 Summary of Ordinance 2007-1.
The town board asked that the ordinances be published in the local newspapers of Maple Lake Messenger and Annandale Advocate. The approved and signed documents are to be forwarded to CGI

Telephone request from Community Growth Institute: Prepare Ordinance 2007-3 An Ordinance Adopting the Minnesota State Building Code and Subdivision Controls Ordinance for filing with the Wright County Recorder. Board members reviewed and signed the documents.
C. Town Board Meeting with Wright County Commissioners, Committee of the Whole, Tuesday, February 19, 2008.
Board asked persons attending the township meeting who attended the Commissioners’ Meeting if they wished to comment:
- Wondered if the Commissioners are reading correspondence from Community Growth.
- Stated that at least the Commissioners should have commented on the Community Growth letter that answered to the forty questions the Wright County Administrator had requested.
- Stated that somehow a compromise should happen.
- Suggested that next meeting should be at the Corinna Town Hall.
- Suggested that board, at next meeting, should offer some facts to counter the Commissioners’ and Administrator’s comments.
Alan Jude stated that Wright County Board of Commissioners will be scheduling another meeting with the township board.
2. Maintenance Building Lunchroom Bid. No action.
3. Northwest Quadrant Comprehensive Plan: Charlotte Quiggle reported that NW Quadrant Aggregate Committee Meeting #1 will be at the Government Center, March 6, 2008, 1:30-3:30 p.m. Water Quality/Natural Resource Committee Meeting #1 will be March 5, 2008 at the Government Building, 1:30-3:30 p.m. No website posting lists meetings for the Annandale or Maple Lake Transition Committee meetings.
4. Ross Danielson Rolling Ridge Acres Annexation into City: Board is to receive legal description for the under road easement.
5. Annandale Fire Commission Meeting, Thursday, February 21, 2008 at Annandale Fire Hall: Alan Jude is township representative. Meeting agenda includes proposal for 2009 budget for Corinna Township.
6. Township Signing Program: Mark Miller, Maintenance, responded to Wright County Department of Highways request for a sign inventory. Corinna has 92 regulatory signs and 219 warning signs. Money has been authorized by the Federal Highway Reauthorization Bill for a pilot project for twelve counties which have not had signs upgraded in the past 20 years. Poor signing reduces safety and can increase crashes.
7. Website. With motion by John Dearing, seconded by Alan Jude, the board approved hiring Ryan Suess to maintain the Corinna website at $60 a month. Additional work to change the website will be billed at $30 an hour. Contract is for one year.
8. Truck Purchase: With a motion by John Dearing, seconded by Alan Jude and carried , the board approved Resolution 2008-5 for the purchase of a 2007 Sterling Truck, model LT9500, at $75,000, trade in of 2000 Sterling Truck and financing with Daimler Chryler for $40,000, 3 years.
9. Minnesota Spring Maintenance Training Expo, April 15-16, 2008 at St. Cloud Civic Center. (Copy of brochure was given to maintenance men)
10. Permits issued 1/7-1/18, 2008 (4): 1-window replacement; 1-dwelling addition; 1-sewer system; 1-dwelling remodel.
11. Highway 55 Corridor Coalition Meetng scheduled for Friday February 15 was cancelled and tentatively rescheduled for Friday, April 18, 2008 at the Hennepin County Medina Office.
12.` Corinna Township Annual Meeting and Election. Election hours will be from 10a.m. to 8 p.m. with Annual Meeting following at 8:15 p.m. Contact town clerk for an absentee ballot. With motion by John Dearing, second of Alan Jude, the board approved the following list of judges for the Township Election: Helen Sheehan, Lorraine Miller, Theresa Pearson, Myrna Jude, Pearl Lieb, Leslie Kruetter, Andrea Juetten, Leland Novotne and Letitia Peterson. Legal notice has been posted and placed in the Annandale Advocate and Maple Lake Messenger of the annual meeting and election hours. In case of inclement weather, the Election and Town Meeting will be the following Tuesday, March 18, 2008.
13. Corinna News: The township newsletter will be in the mail Friday, February 22, 2008.
14. Town Hall Rental: Saturday morning, February 16, 2008 – Indian Lake Association.
15. Town Road Maintenance Reimbursement: After submittal of request for reimbursement of expenses for township road maintenance during the construction of State Highway 24 in 2007, MNDOT requested a comparison of the expense for 2006 on the roads cited. Mark Miller will be forwarding information
16. Sheriff Patrol: Silver Creek intends to use Wright County Sheriff Patrol for 4 hours each weekend of Saturday and Sunday for a cost of $22,000 per year. Silver Creek Town Board inquired if Corinna would consider a part of the eight hour shift each week end. Alan Jude stated that he would make a presentation at the Township Annual Meeting..
17. 2009 Proposed Budget: Town Board reviewed the final draft.
With no further business to be presented, the meeting adjourned at 10:15 p.m.
