CORINNA TOWNSHIP MEETING MINUTES

(As Party Caucus was Tuesday, February 5, 2008, meeting date changed to Wednesday, February 6, 2008).  Legal notice was in newspapers and posted at bulletin board and website.
Present:  Charlotte Quiggle, Mona Steinhaus, Merle Anderson and Town Board:  Chairman Alan Jude, Supervisor John Dearing, Supervisor Richard Naaktgeboren and Town Clerk/Treasurer Vi Novotne.

The meeting opened at 7:00 p.m. with the Pledge of Allegiance.
With motion by John Dearing, seconded by Richard Naaktgeboren, the minutes were approved as presented.
With motion by Richard Naaktgeboren, seconded by John Dearing, the agenda was approved with these additions:  15. Annandale Fire Commission Meeting; 16. National Sign Standards Meeting; 17. Website maintenance; 18. Corinna News Articles; 19. Truck proposal; and 20. Audit Services.

Request to be on the agenda:
1.         Merle Anderson, Administrator for Clearwater River Watershed District:  Petition for Conditional Use Permit.to remove organic almost peatlike soil on an open end permit.  The stockpiled material of about 27,000 cubic yards are from sediment ponds on the Tom Segner and Kapseg Inc. property.  The sediment ponds are a part of the watershed water quality improvement project.  The exposed area will be seeded with a recommended seed mixture and mulched.  Town Board reviewed a copy of letter dated, 1/19/08,  Mr. Anderson had submitted to Wright County Planning and Zoning.  Dick expressed that he was satisfied with the information and presented motion to approve petition fo a Conditional Use for Tom Segner, Kapseg, Inc. to remove up to 27,000 c/yds of approximately 7,000 c/yds of clay and 20,000 c/yds of organic soil.  John Dearing, second.  Motion carried.

Other Business:
1.         Corinna Township Planning and Zoning:
A.        Town Board will meet with Wright County Commissioners, Committee of the Whole, Tuesday, February 19, 2008, 5 p.m. at Commissioners’ Board Room.
B.        Correspondence received:
1/15/08, Peter Tiede, Corinna Attorney, to John Baker, Wright County Attorney.  Confirmed that all documents county had requested were forwarded.
 1/16 and 1/30/08, Peter Tiede to Town Board.  Forwarded perspective comments in advance of the Commissioners’ meeting
2/4/08, Chuck Marohn, Township Planner, to Tom Salkowski, P&Z Administrator.  Letter, a draft for the town board to review, as a response   to Mr. Salkowski’s statements regarding township proposed procedures for administering land use controls. 
C.        Planning and Zoning Commission Meeting, Thursday, February 14, 2008, 7 p.m.  Agenda:  Public Hearing for Comprehensive Plan and Land Use and Shoreland Ordinance.
 1/28/08 E-Mail response to Tom Salkowski from Chuck Marohn.   Documents for the hearing are the same as been previously adopted.
In response to Charlotte Quiggle, Dick Naaktgeboren stated that township does not have an orderly annexation agreement with the City of Annandale. 
2.         Ross Danielson Rolling Ridge Acres, petition for annexation into City of Annandale.   Alan Jude stated that when a legal description is received an under road easement will be prepared for 67th Street.
A.        Correspondence received:
Ltr, 1/16/08, City of Annandale.  City will take in consideration the 12/28/07 letter from Corinna Township Board and 1/14/08 letter from Ross Danielson, owner of Outlot A.  City will also take into consideration the concerns of the current property owners or any new property owner in time of Development.
Ltr, 1/28/08, City of Annandale.  State of Minnesota Office of Administrative Hearings approving the annexation of the Daneilson property.
3.         Annandale-Maple Lake Regional Wastewater Facility:  Bolton and Menk, Inc. Consulting Engineers and Surveyors, forwarded a copy of the construction plan for extending the sanitary sewer forcemain from Annandale and Maple Lake to the new Treatment Facility on County Rd 7 south of County Road 105.
4.         Township Attorney Tim Young forwarded memos covering Torrens Actions Affecting Road Rights of Way and Establishing a Road
5.         Operating Engineers Local #49, Audit Letter 1/16/08.  Letter confirms that after an audit of the town records, previously submitted reports to the Fund Office are in agreement.
6.         Maintenance Building Lunchroom.  Dearing Construction’s bid covered construction of a 9x12 lunchroom, ceiling, stairway to storage area, propanel steel on walls, sheetrock and cabinets with a counter top and several windows.  As the board reduced the number of windows, another bid will be reviewed at the next town board meeting.
7.         Northwest Quadrant Comprehensive Plan.  Richard Naaktgeboren and John Dearing attended the Open House, January 28, for the Corinna, French Lake and Southside Townships, Annandale and South Haven areas.  Both supervisors volunteered to serve on the Annandale Transition District and Maple Lake Transition District Advisory Committees that the County is forming to assist with the development of the Northwest Quadrant Comprehensive Plan.
8.         Wright County Multi-Hazard Mitigation Planning Meeting, January 31.  John Dearing and Richard Naaktgeboren reported that the meeting revealed the need to develop a plan before disasters such as flooding, tornadoes, snowstorms, wildfires and even man made threats occur in our community.  Local governments must complete and have an approved Hazard Mitigation Plan in place in order to qualify for presidential declaration and FEMA funding after a disaster.  This committee is comprised of 17 cities, 18 townships, County Board of Commissioners, Emergency Managers and other representatives that will be responsible for putting the mitigation policies into action.  Once the plan has been completed, elected officials will present it for public review before approval.
9.         State Auditor request for Best Practice Review of local government operations. The review focused on reducing energy costs.  John Dearing offered to complete the survey that is due 2/15/08.
10.       M&M Bus Service, contract for DOT Drug and Alcohol Testing.  In 2007, 30 Random Drug or Alcohol Tests were performed out of 33 driver positions.  Reminder to keep employee lists updated whenever there is a new hire or an employee leaves township employment.
11.       Building Use for February
Wednesdy, February 6, 2008 – Town Board Meeting and Budget Proposal
Thursday, February 14, 2008 – Corinna Planning Commission Meeting and            Hearing.
Tuesday, February 19, 2008 – Town Board Meeting.
12.       2008 Local Board of Appeal is Thursdy, April 10, 2008, 3 p.m. at Town Hall.
13.       Junk Amnesty will be Saturday, July 26, 2008.  Sentence to Serve workers are scheduled to help.
14.       Corinna Township Annual Meeting and Election.  Election hours will be from 10 a.m. to 8 p.m. with the Annual Meeting following at 8:15 p.m.  Contact town clerk for an absentee ballot.  Ballots will be available absentee voting February 8.
15.       Annandale Fire Commission Meeting, Thursday, February 21, 2008 at Annandale Fire Hall.  Alan Jude is the respresentative.
16.       Wright County Highway Department, Wayne Fingalson, Engineer, invitation to attend meeting covering New National Standards covering sign retroreflectivity, Tuesday, February 12, 2008, MN DOT St. Cloud Office, 8:30a.m.-10:00 a.m.  No comment.
17.       Website:  Alan Jude offered to locate a webmaster that could continuously update the township website.
18.       Corinna News:  The township newsletter should be in the mail about two weeks before the Annual Meeting.  Dick Naaktgeboren offered to write articles covering  Corinna Township’s  request to do own planning and zoning and the annual meeting, March 11.
19.       Truck Purchase:  Dick Naaktgeboren presented motion to proceed with Boyer Ford/J-Craft proposal for a 2007 Sterling Truck with snow plow equipment for $116,093 and approximately $1,000 for registration, title and license     After the down payment and 2001 Sterling Truck trade-in, the balance would be financed for three years.  John Dearing, second.  Motion carried.
20.       Audit arrangement for services:  Board reviewed Schlenner Wenner & Co. letter of February 4, 2008, which explained the arrangements for services to be performed for Corinna Township for 2007, 2008 and 2009.  The board agreed that Chairman Alan Jude should sign the arrangement letter.
21.       Pay Equity Report for 2006:  The decision at the January 15 town board meeting was that the township would notify the Department of Employee Relations that as of May 1, 2008, the clerk’s pay would match pay equity rules of the State of Minnesota.
At this board meeting, Alan Jude stated that beginning May 1, 2008, the clerk shall be paid every two weeks and have an hourly rate of $20.09.
22.       Payment of Claims.  With motion by John Dearing, second of Alan Jude, Claims covered by Check Numbers 14222-14259 and EFT 8-11 for the total of $52,403.81 were approved for payment.
23.       With motion by John Dearing, second of Alan Jude, the meeting adjourned at 10:15 p.m. 

Budget meeting immediately followed the town board meeting.
