CORINNA TOWNSHIP MEETING MINUTES

Present:  Charlotte Quiggle, Ross Danielson, Jared Voge, Mark Casey, Town Board:  Chairman Alan Jude, Supervisor John Dearing, Supervisor Dick Naaktgeboren and Clerk/Treasurer Vi Novotne.

 

The meeting opened at 7:05 p.m. with the Pledge of Allegiance.

With motion by Dick Naaktgeboren, seconded by John Dearing, the minutes were approved with two corrections:  Requests:  1.  Change from “30’ berm” to “30’ buffer with 6’ berm” and  Other Business: 1A.  Change from “24 possible meeting dates and the County Board” to “24 possible meeting dates and the negotiation officials”.

With motion by Dick Naaktgeboren, seconded by John Dearing, the agenda was approved for this meeting with four additions:  Berm Commitment; City of Annandale packet of Danielson Parcel Annexation information as given to City Council; Candidates filed for Supervisor and Annandale Fire Commission letter of 1/10/08.     

 

Requests:

1.         Ross Danielson, Rolling Ridge Acres.  January 14, 2008, Ross Danielson forwarded a letter that stated in consideration and completion of the Orderly Annexation process and signed Orderly Annexation Agreement of  Outlot A, Danielson’s Rolling Ridge Acres, and upon acceptable Development Agreement and Grading Plan with the City of Annandale, a berm will be installed on the easterly portion of the property within the setback area, that meets the City of Annandale’s Subdivision Ordinances and Commercial/Industrial Performance Standards.

            Ross Danielson stated that not all the neighbors are in agreement with the berm.  One neighbor has concern for a water runoff problem; two have no concern and one neighbor, who has not returned telephone messages, but has discussed the possible water runoff problem with his neighbors.    Ross added that he intends to work with city and the township.  Alan Jude stated that the berm commitment and the township letter are to be attached to the annexation agreement.  Dick Naaktgeboren responded that the commitment and the township concern is important when in two to five years from now and the plot is developed, this information be known.  Mark Casey, City of Annandale Administrator, stated that the town will receive a letter from city after the site plan has been reviewed and these issues are addressed.

            Dick Naaktgeboren presented motion that the Corinna Township Board of Supervisors approve a resolution, Resolution No. 2008-1, for the orderly annexation process of City of Annandale and land owned by Ross Danielson as Outlot A, Danielson Rolling Ridge Acres.  John Dearing second.  The motion was unanimously approved.

Other Business:

1.         Corinna Township Planning and Zoning:

            Chuck Marohn, Township Planner, 1/11/08 letter to Wright County Board of Commissioners.  Letter expressed the desire to work in good faith and cooperatively with Commissioners and Staff.  Township desires acknowledgement that Corinna Township has the right to assume local zoning control, at least within the shoreland areas, that is completely autonomous, free from threat of double permitting.  Letter requested a County Board Committee of at least two commissioners to work with issues proposing three meeting dates.  Enclosure was a summary of discussion items covering concerns that were expressed by Wright County in their January 3, 2008 letter.      

            A.  Wright County Board of Commissioner’s Meeting, Tuesday, January 15, 2008, 9 a.m.  Agenda:  Township request to administer planning and zoning, ordinances and specifically the shoreland provisions.  Commissioners and Peter Tiede, Corinna Township Attorney, expressed the need to approach this issue in a cooperative way.  John Baker, Wright County Attorney presented the purpose of shoreland ordinance and that a township must have financial capability and accountability to administer this ordinance.  Tom Salkowski, Wright County P&Z  Administrator, reported that Wright County has quality staff  including inspectors, that are available full business hours that work with residents on a personal level and township must show capability.  Discussion.

Jack Russek, County Commissioner, concluded that he “had no problem with township administering planning and zoning as long it is done right”.  Commissioner Karla Heeter stated that to move along with the process, three committee meeting dates are suggested:

Wednesday, January 30, evening, Monday, February 11, evening and Tuesday, February 19, 5 p.m. 

            Alan Jude and board all agreed they were happy to “get the Corinna Township Planning and Zoning off the ground”.

            John Dearing offered to contact Commissioner Karla Heeter to confirm meeting dates.

            With motion by Dick Naaktgeboren, seconded by Alan Jude, the board unanimously approved to delay Corinna Township Planning and Zoning to a date that coincides after meetings with Wright County Commissioners.

            B.            Wright County Township Officers Association Quarterly Meeting, Wednesday, January 9, 2008.  Township Planner, Chuck Marohn, presented update on township progress to administer planning and zoning.

            C.            Corinna Township Planning and Zoning Commission Meeting, January 10, 2008.   Dick Naaktgeboren reported the meeting was one of education covering process and procedures for administering Corinna Township Land Use Controls and discussed request to be added to County Board of Commissioners Meeting, January 15.

2.         2008 Local Board of Appeal and Equalizaion Date:  Board set the Board of Appeal Date as Thursday, April 10, 2008, 3 p.m. 

3.         Wright County Multi-Hazard Mitigation Planning Meeting, Thursday, January 31, 7-9 p.m., Wright County Government Center.  Kickoff meeting on disaster prevention planning.  Meeting purpose is to establish a working group or advisory committee comprised of official representatives of all 17 cities, 18 townships, County Board of  Commissioners, Emergency Managers and representatives from local departments.  Each area is to be represented.

            Dick Naaktgeboren and John Dearing volunteered to represent Corinna Township.

4.         Pay Equity Report for 2006.  Department of Employee Relations will be notified that as of May 1, the clerk’s pay will be brought up to match pay equity rules of the State of Minnesota.   

5.            Property Compliance:  Wright County Attorney responded to township request for property owner compliance:  Robert Balogh, 8611 Griffith Ave NW and Ron Worden, 9167 Kilbury Ave NW.  Both had court dates and each have a pre-trial hearing  scheduled.  John Dearing will inspect properties to determine if they are now in compliance.

6.         Junk Amnesty for 2008:  Last Saturday of July or July 26, 2008.

7.         Permits issued:  12/7-12/24/07  (4):  1-Ag Building; 1-Storage Building; and 2-septic systems.

8.            Candidates for Supervisor, township election March 11, 2008.

            Chuck Carlson and Mona Steinhaus filed.

9.            Annandale Fire Commission selection for fire chief.  Annandale Area Fire Commission announced that Ted Flanders will be recommended to be appointed at the February 4, 2008 Annandale City Council meeting.

10.       Wage Negotiations:  Tuesday, January 15, 2008, 10:45 a.m.

            Mark Miller and Doug Smith each received a 2% hourly wage increase plus increased township share of health insurance cost.

 

With motion by Alan Jude, second of Dick Naaktgeboren the meeting adjourned at 9:30 p.m. to continue the 2008 budget review and proposal for 2009.
