CORINNA TOWNSHIP MEETING MINUTES
Tuesday, June 3, 2008
7 p.m., Town Hall Unapproved
Present: Charlotte Quiggle, Randy and Carol Maanum, Larry Gordon, Todd and Sarah Eigenheer, Julie Kreitz, Darla Prevost, Jessica Ludenia, and Town Board: Chairman John Dearing, Supervisor Richard Naaktgeboren, Supervisor Chuck Carlson and Clerk/Treasurer Vi Novotne.
Meeting opened at 7 p.m. with the Pledge of Allegiance.
With motion by Dick Naaktgeboren, second of Chuck Carlson, the minutes of the town board meeting of May 20, 2008 were approved.
With motion by Chuck Carlson, second of Dick Naaktgeboren, the agenda was approved with five additions: Randy Maanum request for change in previously approved variances; hedge in road right of way complaint; building use for June; Coop Purchasing Renewal; and discuss Junk Amnesty charges.
Request to be on the Agenda:
1. Randy Maanum, 10973 Lawrence Ave NW. Request to change approved variance requests of May 20, 2008 for sheds and trailer. Mr. Maanum stated that he wishes to split the shed, move and rebuild pump house and change trailer location With motion by Dick Naaktgeboren, seconded by John Dearing, the board approved a building permit for a 8x10 pump house that would be 62’ from the ordinary highwater mark of the lake and 60’ from the centerline of the road. Three sheds would be 25’ from the centerline of the road. Trailer would be 50’ from the centerline of the road. Motion approved. Dick presented motion to include the approved lot line adjustment as stated in town board meeting of May 20 which was: Allow a lot line adjustment for the proposed exchange of land between the Fenner and Maanum properties. Second, John Dearing. Motion carried. A surveyor’s map is being obtained and the septic system is to be inspected.
Other Business:
1. Todd and Sarah Eigenheer, 6631 80th Street and Julie Kreitz, neighbor. Discussion covered concern for safety for children in neighborhood. Two houses in area have broken windows and doors are open and houses are in such bad condition that they should be boarded up, persons are seen entering the homes and area has become one of concern so that no one walks alone. The Eigenheers stated other concerned neighbors who have children were unable to attend the meeting tonight. The supervisors responded that another neighbor in the Griffith area has stated a complaint so that the town board is aware of the condition of the two homes and letters have been written to the owners to clean up and board the windows and doors. Suggestion was made to Eigenheer and Kreitz that a neighborhood meeting should be held and someone from sheriff department invited to discuss how neighborhood could organize to protect themselves. Another suggestion was to notify the lake association requesting a meeting to discuss this problem. Dick added that the Sheriff Department is making more of a presence along township roads and is seen perhaps two times a week along each road. Another suggestion given was that residents should write to the out of the area property owners stating the condition of property and unknown persons are entering the houses. Dick Naaktgboren stated that the township follows a legal procedure that requires time. Town Board will send a letter to Milo Vail, 8008 Griffith Ave NW, that he is to clean up property and board house windows and doors in one week or township will clear and board the windows and doors with expense charged to property. Tawny Gage, 8038 Griffith Ave NW, property owner letter will state that town maintenance men will board the windows and doors this week with expense charged to property.
2. Corinna Township P&Z Commission Meeting, Thursday, June 12. Agenda: Zoning Administrator’s Report, update on Administration Project and Alternative Shoreland Standards – Overview.
3. Corinna Township Planning and Zoning: No communications to report.
1000 Friends of Minnesota Ltr 5/23/08: Confirmed receipt of application for the Community Growth Options Program and application is currently under consideration.
NW Quadrant Water and Natural Resources Committee Meeting, 6/2/08 Wright County Government Center. Charlotte Quiggle attended and reported that discussion covered the Big Woods, Wetlands Preservation and classifications.
NW Quadrant Aggregate Committee will meet Thursday, June 5 at Wright County Government Center.
NW Quadrant Annandale Transition Committee Meeting, June 9, 2 pm, Annandale City Council Chambers. Dick Naaktgeboren announced the meeting date and plans to attend.
4. Union of Operating Engineers, Local 49 Agreement. Union Officials have not forwarded signed agreement.
5. Orderly Annexation Agreement with City of Annandale:
Annexation Agreement was on City Council Agenda for June 2, 2008. No update.
May 29, Rhonda Pagel, Young, Brown and Pagel, forwarded comments regarding the proposed Orderly Annexation Agreement. Dick had discussed the comments with Rhonda. One important change to agreement should be a timetable for providing sanitary sewer and water service. Second important change should be roadway maintenance of roads bordering City and Township as a result of annexation, that maintenance should have timetable of five years. Dick commented that as city does not have grading equipment, perhaps township should provide road service with City responsible for one-half the cost. Dick added that another area, Rhonda Pagel referred to is that for a valid petition for annexation of a subdivision would be by petition from owners of at least 51% of the lots located in subdivision. Board indicated that next year a review of the agreement may create changes that could be agreed upon with the City.
6. County State Aid Highway 6 Reconstruction Project. Project memorandum with maps has been received for review. Open House, June 19, 4:30 p.m. at Annandale City Hall Community Room. Several property owners have reviewed the proposed roadway maps available at the township office. One town board member will plan to attend.
7. Wright County Soil and Water, Ltr 5/20/08: Grant awarded for Comprehensive Weed Management Area in Wright County to control the spread of wild parsnip. Informal meeting for wild parsnip weed control is scheduled for June 4, 7:00-8:00 a.m., Wright County Public Works Building. No comment.
8. Wright County Hazard Mitigation Project. Data Collection document to be forwarded to Wright County Emergency Management by Friday, June 13, 2006. Data seems to collect a history of incidents and the impact it caused in injuries and damage loss. Chuck and John mentioned the damaging Clearwater Lake flood of ’83 and straight line wind damages of 2005. As instructions seemed to be needed, no entries were added to the data form. Letter 5/30/08 states that a meeting is planned to go over the collection sheets. One representative is expected from each township.
9. Violations:
Milo Vail, 8008 Griffith Ave NW. Letter - Request property cleaned up and windows and doors on abandoned house be boarded by June 14 or township will and expense charged to the property owner.
Tawny Gage, 8038 Griffith Ave NW: Letter – As safety measures have not been accomplished by May 30, the township will board the abandoned house windows and doors and property owner will be charged the expense
Steve Leinonen, 11718 Kramer Ave NW. Letter, request property to be cleaned up by May 22, 2008. Board member will make site inspection.
Rick Kullberg, 7990 Grunwald Ave NW. Second letter to be mailed that township is to receive a valid survey that bushes are on the Kullberg property or remove the bushes in 30 days or by Saturday, July 5, 2008.
10. Joseph Paumen, 6686 75th Street NW, telephone call 5/23/08. Request that road shoulders be reconstructed. After a discussion, the board agreed that to hold the road shoulders along 75th Street washed out areas will have Class 1 applied.
11. Town Hall and Salt Shed Hail Storm Damage: May 28, adjuster inspected the
town hall and salt shed. Two estimates are to be obtained. Chuck Carlson offered to inquire about insurance coverage.
12. Request for fireworks sales permit. Referred caller to Wright County Planning and Zoning for a permit. For informational purposes, supervisors suggested that town clerk should make inquires to Wright County P&Z and City of Annandale.
13. Edward Beadle, 117th Street NW, Ltr of 5/27/08. Thanks for “Dead End Sign” and for the gravel and build up at Knowles Ave onto 117th. Copy of letter given to Mark Miller/Doug Miller, Maintenance
14. Minnesota Association of Townships. Membership Cards forwarded for each member of the town board.
Wright County Officers Association, Karen McDouglas, E-Mail 5/29/08. Need people to participate in float for parades. Buffalo, Sunday, June 14; Howard Lake, Sunday, June 22 and Annandale, Friday, July 4. Need ideas, riders, unit pullers, donations, decorators. John Dearing responded that Karen has been told that Corinna will offer a “float puller”.
15. June Town Hall Use: Nine events scheduled
16. Coop Purchasing Venture; Program fee has been eliminated. Township application will be renewed automatically in the future. Board agreed to continue the membership in order to have access to contract information.
17. Junk Amnesty, Saturday, July 26, 2008: Board reviewed the vendor charges with load and item costs and approved that 2008 pricing will remain the same as 2007. Motion by Dick Naaktgeboren, second, Chuck Carlson.
18. Payment of Claims: Claims covered by check numbers 14396, 11411-14450 and Electronic Transfers 25-28 for a total amount of $80,105.37 were approved for payment.
