CORINNA TOWNSHIP MEETING MINUTES
Tuesday, March 18, 2008
7 p.m., Town Hall

Present:  Charlotte Quiggle, Chairman John Dearing, Supervisor Richard Naaktgeboren, Supervisor Chuck Carlson and Clerk/Treas Vi Novotne

The meeting was opened at 7 p.m. with the Pledge of Allegiance.
Chuck Carlson declared the Official Oath of Office.

Requests to be on the agenda:
None.

Other Business:
1.         Corinna Township Planning and Zoning Commission Meeting:  Thursday, March 13, 2008.  Training Session covered:  What is a hardship?  Next Meeting, April 10, will cover Permitting and Public Hearings.
2.         Corinna Township Planning and Zoning:  Wright County Commissioners have not informed the Town Board of the next meeting date.
Correspondence:  Tom Salkowski, Wright County P&Z Administrator, letter 3/5/08:  Request for copy of correspondence and documents related to a township contract with Community Growth Institute.
3.         Northwest Quadrant Comprehensive Plan.   Charlotte Quiggle stated that the Wright County Website lists Meeting #2 for Aggregate Committee as Thursday, April 3, 1:30 p.m. at the Government Center and the Natural Resources/Water Quality Committee Meeting #2 as Monday, April 7, 1:30 p.m., at the Government Center.  No meetings are listed for the Annandale and Maple Lake Transition District Committees.
4.         Road Maintenance Agreement with City of Annandale:  Danielson Rolling Rodge Acres has been annexed to the City of Annandale.  The roadway that borders the City and Township as a result of this annexation needs to be maintained.  Clerk was instructed to write a letter to the City Administrator to set up a time when the Town Board could meet with City Council and discuss our expectations for an Orderly Annexation Agreement that would include shared road maintenance.
5.         Truck Purchase:  Daimler Chrysler forwarded file copy of the Installment Purchase Agreement.  Truck delivery is expected by May 1, 2008.
6.         Request to MNDOT for reimbursement for Road Maintenance expense, Highway 24 Reconstruction:  With motion by Richard Naaktgeboren, seconded by John Dearing, the board unanimously approved Resolution 2008-07 that Corinna Township enter into agreement No. 92514 with the State of Minnesota, Department of Transportation for the providing of a lump sum payment of $23,377.57 by the State to the Township for the full and complete share of the costs for the use of Township Roads as the unofficial detour routes during the reconstruction of Trunk Highway No. 24.  Signed copies of the agreement and resolution and an invoice requesting the $23,377.37 will be forwarded to MNDOT

7.         Maple Lake Fire Department:  With motion by Chuck Carlson, second of Richard Naaktgeboren, the board approved the Maple Lake Fire Department contract for 2008.
8.         Schuette/Ramme/Township Easements, 11341 Hollister Ave NW.  3/17/08, Attorney Tim Young’s letter advised the township that easement documents had been approved and the Schuette’s are to sign the documents.
9.         Kevin Blohm, 11708 Hollister Ave NW, PID 206-011-002070 (contid, 3/5/08)
3/12/08 copy of letter, Attorney Tim Young sent to Kevin Blohm states that in order to have the road right-of-way moved, a road vacation is required.  If Kevin Blohm wishes to proceed with the road vacation, township is to receive an Easement Deed for the new right-of-way from Kevin Blohm and township would prepare for a public hearing.
10.       Gravel Tax Distribution:  Wright County Auditor forwarded a copy of the distribution of the gravel tax as:  10% County Road and Bridge; 80% municipality and 10% for Reserve Fund.  As no gravel yardage is specified on the breakdown, Dick Naaktgeboren and John Dearing stated that they wish to see the amount of gravel yardage documented.  John Dearing will request this information
11.       Annual Meeting, March 11, 2008. Attendance:  95 property owners.
General Levy: $189,440 that includes the Planning and Zoning Budget was approved with almost unanimous approval with only two dissenting votes.  Road and Bridge Levy:  $747,964 which included $2,000 for Road Signing, an approved additional item, received unanimous approval.  294 persons voted.  Candidates for Supervisor:  Chuck Carlson, 204 votes and Mona Steinhaus, 90 votes. 
12.       Schlenner Wenner and Co., Auditor:  Audit is to be completed for presentation at a town board meeting in April.
13.       Township Officers 2008 Spring Short Course, St. Cloud, Monday, March 24, 2008.  Registration fee: $40 per person.  John Dearing and Chuck Carlson plan to attend.
14.       Cleaning Service:  Terri Malachek has been employed to provide town hall cleaning service.
15.       Wright County issued Permits:  (1/19-2/29/08):  (1) Pressurized Mounds Permit.
16.       Highway 55 Corridor Coalition Meeting:  Tentatively set for Friday, April 18, 2008 at 9:30 a.m. at Hennepin County Medina Office.  An agenda will be sent prior to the meeting.
17.       Vacation:  The clerk will be not available Monday-Friday, March 24-28.  Telephone messages will be recorded.  If immediate assistance is needed, caller will be instructed to call Township Chairman, John Dearing, 320-963-6481.
18.       Local Board of Appeal and Equalization:  Thursday, April 10, beginning at 3 p.m. at the town hall.  If a person wishes to make an appointment, call the clerk or the Assessor, Ken Yager at 963-6219.
19.       Weight Restrictions, effective March 15, 12:01 A.M.  Posted on town bulletin board.
20.       Jenkins Avenue Roadwork.  3/14/08, letters were mailed to affected property owners that the right of way will be cleared this spring in preparation for roadwork this summer.  Richard Selhaver telephoned to report a water runoff problem
21.       Corinna Township Park Fees.  Charlotte Quiggle asked if township has received park fees collected from developers for subdivisions in the Township.  Charlotte also stated that by statute, the County is required to report annually to townships where park fees were collected and how these monies were spent.  County is obligated to spend at least 75% of the fee in that township.  John Dearing offered to 0locate information.
22.       Community Growth Options:  Board discussed the 1000 Friends of Minnesota project, Community Growth Options.  (CGO) and University of Minnesota partners with the Center for Urban and Regional Affairs and the Hubert H. Humphrey Institute of Public Affairs.  Applications are now being accepted from interested communities for a multi-year project funded by the McKnight Foundations and designed to deliver to small, fast-growing communities financial and other assistance for community planning, ordinance development and implementation.  One of the six-year goals of CGO are to assist local elected officials, staff and citizens in guiding the development patterns in their communities.  Dick Naaktgeboren presented motion that Charles Marohn, Township Planner, be directed to assist Chuck Carlson in an application to participate in this six-year project sponsored by McKnight Foundation/1000 Friends of Minnesota.  Chuck Carlson second to the motion.  Motion carried.
23.       Ironside Plat approved by Wright County:  Tom Salkowski, Wright County Zoning Administrator forwarded a copy of the plat.  Board members reviewed the plat survey.  No comments.
24.       Wright County Township Association Annual Meeting, Thursday, April 3, 2008, 7:30 p.m.  Election of Director from Buffalo Township.

26.       Corinna Township Board Officer names were forwarded to Wright County Office.
27.       Use of Hall:     Add:  March 23, 2008 – family gathering.

No further business to come before the board, the meeting adjourned at 9:45 p.m.
