CORINNA TOWNSHIP MEETING MINUTES

Present:  Charlotte Quiggle, Kipp Wetzel, Larry Gordon, Bob Bayard,  Ron Hadler, Randy and Carol Maanum and Town Board:  Chairman John Dearing, Supervisor Richard Naaktgeboren, Supervisor Chuck Carlson and Clerk/Treasurer Vi Novotne.

Meeting opened at 7 p.m. with the Pledge of Allegiance.
With motion by Dick Naaktgeboren, second of Chuck Carlson, the minutes of the town board meeting of May 6, 2008 were approved.
With motion by Chuck Carlson, second of Dick Naaktgeboren, the agenda was approved with three additions:  Randy Maanum requests for variances, sign for Kramer and 108th Street and road repair at 80th and Gowan.       

Requests to be on the agenda:

  1. Kipp Wetzel, 6758 County Road 5 NW, PID 206-000-311204. Request for variance to build a new garage constructed too close to road.  No alternative garage location as space is needed for the mound septic system.  Emergency vehicle entrance space would be at side of garage.  With motion by Dick Naaktgeboren, second of Chuck Carlson, the board approved variance of a garage too close to the road right of way at 90’  Reasoning was that the house is in front of the existing 24x22 garage and in front of the new 24x36 garage.
  2. Robert Bayard, 10760 Imhoff Avenue NW, Sugar lake, PID 206-083-000150. Request for variance to enclose an existing deck and construct a second deck.  Septic system has been inspected.  The lower deck is open with footings only.  Window size is reduced to allow better support.  Decks will not block the view of neighbors.  Dick presented motion to approve variance of 65’ to the ordinary high water mark of the lake for enclosing an existing 12x24 deck and adding a 5x12 deck with stairs and landing at same distance of 65’ to the lake.  Motion was seconded by Chuck Carlson.  Motion approved.
  3. Ron Hadler, 8363 114th Street NW, PID 206-000-034303.  Request for information as to where fencing may be placed along propertyline. The board members stated that the fence should be 3’ from the property line to allow maintenance and the exact location of property line is important. The fence maintenance expense is not shared. Mr. Hadler stated that he had removed trees that were on the property line and he has no problem with the neighbor installing a fence.  He added that he sent a letter to the property owner stating that he would not be responsible for the fencing nor the maintenance.             
  4. Randy Maanum, 10973 Lawrence Ave NW.  Request for permit for a shed constructed without a permit and shed is less than required distance from center line of road; a lot line adjustment and allow trailor on property that would be 60’ from the road..  Lot is 50x600’.  Removed a shed and leanto for new 22z12 shed that is below the flood plain.  Built a 9’x7’ pumphouse without footings.  Dick Naaktgeboren presented motion to allow a 22x12 shed and 9x7 pumphouse that are less than 65’ from the road. The shed and pumphouse must be elevated above the flood plain and meet all building codes.  Allow variance of 60’ from the centerline of road for a RV that is serviced by the property’s holding tank.   Motion seconded by Chuck Carlson and motion approved.  Dick Naaktgeboren presented motion to allow a lot line adjustment for the proposed exchange of land between the Fenner and Maanum properties.  Second John Dearing and motion approved.  A surveyor’s map is being obtained and the septic system is to be inspected.
  5. Whispering Pines Golf Course:  John Dearing presented motion to approve the renewal of 3.2 percent malt liquor license for the Whispering Pines Golf Course.  Dick Naaktgegoren, second.  Motion approved.

Other Business:
1.   Road Repair, Gowan and by lake South of 80th Street:  With motion by Dick Naaktgeboren and second of Chuck Carlson, the board approved the quote from Jason Kolles for 200 yards of granite rip rap at $33.80/yard delivered.
2.   Corinna Township P&Z Commission Meeting, May 8, 2008.  Charlotte Quiggle stated the meeting covered discussion of Alternative Shoreland Standards and Planning & Zoning Administration.          
3.   Corinna Township Planning and Zoning:
Town Board/Wright County Commissioners’ Meeting scheduled for May 12 was cancelled by Wright County Commissioners.  New date has not been set.  Township Planner is continuing to contact Wright County Commissioners and Tom Salkowski to find out concerns.    
Wright County Proposed Amendments to Ordinance No. 99092 Adopting the Minnesota State Building Code.  Board received a copy of the proposed changes.  No comment.
Proposal for McKnight Foundation Grant.  With motion by Dick Naaktgeboren, second of Chuck Carlson, the board approved Resolution 2008-11 of Support for the Application to the Community Growth Options Program offered by the McKnight Foundation through 1000 Friends of Minnesota.  Corinna Township is committed to a planning that includes community visioning, comprehensive planning, ordinance development/updating, plan implementation/developing action items, policies and procedures audit and ongoing internal education and training.
Wright County Planning and Zoning Letter 5/9/08:  MPCA rules require notification of construction or expansion of an animal feedlot.  Corinna Township is to receive notification whenever an animal building is constructed in the township.
4.    Easement:  Corinna Township/Schuette/Ramme, 11341 Hollister Ave NW.  Easement documents forwarded for recording by Tim Young, Township Attorney, 5/8/08.
5.    Road Vacation, Addison Bay, Blohm-Vargo.  Documents forwarded to Wright County Recorder.  MN DNR reviewed proposed vacation and had no objections.
6.    Union of Operating Engineers, Local 49 Agreement.  The board members had received a copy previously to review.  Dick Naaktgeboren stated that the agreement states clearly the hours of work and vacation entitlements than the township employee handbook reflected. With motion by Dick Naaktgeboren, second of John Dearing, the board approved the Union of Operating Engineers, Local 49 Agreement that is effective January 1, 2008 and continues in full force and effect through December 31, 2009.  The Agreement shall automatically renew unless either party notifies the other in writing of its desire to change the agreement at least 60 days before the contract expires and the parties shall negotiate the changes.  Each supervisor signed the documents which were forwarded for Union officials’ signatures.  Signed Authorizations for Payroll Deduction of union dues will be forwarded.
7.    Orderly Annexation Agreement with City of Annandale:  City of Annandale proposed
two changes regarding payment of collected taxes on improved land and for unimproved land.  Board discussed the changes and could see no problem with these changes.  The clerk was instructed to prepare a revised agreement with the requested changes under section 3B, forward a copy to our attorney and a copy to the City of Annandale.  The agreement will be on the City Council Agenda for June 2, 2008.   Dick noted that he had talked to Mark Casey, City Administrator, about the need for agreement for common road maintenance and suggested that township or city could log hours of work.
8.    Wastewater Treatment Facility:  Board reviewed letter from Township Attorney Tim Young regarding the Annandale-Maple Lake Wastewater Sewer Service.  Decision appears to have been made to add City of Howard Lake as a partner in the wastewater treatment plant and Corinna could consider whether it wishes to enter the partnership.  No additional comments.
9.    Jenkins Avenue Road Improvement.  Alison Kennedy forwarded agreement to sell “fill” from her property to be used on the road improvement.
10.   Wright County Futures Project Meeting:  Foreclosures in Wright County, May 15, 2008 at Rockford Town Hall.  Two town board members were unable to attend.
11.   Junk Violations:
Milo Vail, 8008 Griffith Ave NW.  Has not cleared junk from property.  Board asked that a second letter including a copy of the ordinance prohibiting the outdoor storage of junk be mailed and allow twenty days for cleanup.
Tawny Gage, 8038 Griffith Ave NW.  As the property has not been taken care of as promised, the board requested that a letter be sent that safety conditions of this abandoned house with broken windows, and open doors, require that the windows and doors be boarded by May 30, 2008 or the township maintenance department will be directed to do the work and property owner will be billed for the materials and labor.
Steve Leinonen, 11718 Kramer Ave NW.  Deadline to clean up property is May 22, 2008.
Ron Worden, 9167 Kilbury Ave NW.  Assistant Wright County attorney was notified that junk and vehicles remain the yard but the items may have been moved to a different area in the yard.
12.   Rick Kullberg, 7990 Grunwald Ave NW.  In response to property owner complaint that Mr. Kullberg planted a hedge at the gravel edge of the road.  Supervisor John Dearing made a site visit.  John determined that the hedge should be moved so that it will not be closer than 15’ from the road.  Letter notification mailed May 13, 2008.
13.   Joseph Paumen, 6686 75th Street NW, E-Mail 5/8/08.  Concern for shoulder maintenance on 75th Street.   The board discussed the problem.  The response to Mr. Paumen is that the maintenance men reshouldered the road last fall and this area received heavy rain afterwards that washed much of the compacted travel into the ditches.  Continued maintenance will need to be spreading and compacting gravel onto road shoulders.  
14.  Gravel Tax Distribution:   5/9 E-mail from Wright County Auditor is that payments for collection in July thru September of 2007 is not collected until January of 2008 and 2008 collection is disbursed in 2009.
15.   Seasonal and residential classification totals:  Township Assessor Ken Yager forwarded that there are 985 seasonal and 1105 residential property owners in Corinna Township.
16.   Building Permits (4/3-4/29) – 13:  1-sgl dwelling; 1-residing; 1-fireplace; 1-Ag building; 1-grain bin; 1-water accessory structure; 2-holding tanks; 1-miscellaneous building; 4-reroof; and 1-plumbing.
17    Signs for Kramer and 108th:  Township maintenance will install a 3-way stop sign at the dangerous intersection..   Wright County has approved this installation and has recommended that a Pedestrian Sign be installed by Camp Friendship.  Consideration was discussed for lowering the speed limit from 55MPH.  A marked crosswalk will require speed lowered to 30 MPH.  With motion by Chuck Carlson, second by Dick Naaktgeboren, the board approved Resolution 2008-10 that by a resolution each year, that after Corinna Township maintenance men notify the town board, the men will have the discretion of installing road signs.
18.   Annandale Police Department:  Chuck Carlson suggested that at a future date the township should ask the Annandale Police Department to make a presentation of service available to the township.     
No further business to come before the board, Chuck presented motion to adjourn, second by Dick Naaktgeboren and carried.  The meeting adjourned at 9:45 p.m.
